September 7, 1982
- A regular meeting of the Board of Aldermen of the City of River-
side, Missouri was held in the City Hall in Riverside on September
7, 1982 at 7:30 p.m. On a roll call, aldermen West, Scudder, Rodeberg,
Karr and Gordy were present, Peeler absent and Mayor Holmes calling
said meeting to order.
The minutes of August 17, 1982, were read and approved as cor-
rected.
Mildred Dahl, presented application for license to operate
a ceramic shop at 2700 NW Platte Road. This application was approved
subject to approval by Director of Public Safety and the payment of
the fee. (It is understood that the sales tax number has been applied
for and should be arriving shortly).
Dr. Swaran K. Join, 308 Holiday Drive, Lansing, KS 66043, pre-
sented application for license to operate E-Z Wash Coin Laundry at
2705 N.W. Vivion Road. He is to apply for a sales tax number. The ap-
plication was approved subject to the payment of the fee and that
the sales tax number will, be in shortly.
Planning Commission Resolution N0. 82-01, adopted by the Plan-
ning Commision on August 26, 1982, which is attached hereto and made
a part hereof was read. This recommended the changes in the Zoning
Order of the City of Riverside, Missouri as shown on the attached
-- document marked Exhibit A. This matter was discussed.
Scudder moved that Bill No. 82-31 being bill describing a cer-
tain tract of land to be zoned "Industr.ial" and changing the City's
Zoning Order in accordance therewith be placed on its first reading,
seconded by West, the rollw as called and votes were as follows: West,
Scudder, Rodeberg, Karr and Gordy voted aye; Peeler absent, said bill
was accordingly read.
Rodeberg moved that rules be suspended and Bill No. 82-31 be
placed on its second reading, seconded by Karr, the roll was called
and votes were as follows: West, Scudder, Rodeberg, Karr and Gordy
voted aye; Peeler absent; said bill was accordingly read.
West moved that Bill No. 82-31 be placed on it third reading
and upon passage of same become Ordinance No. 82-31, seconded by
Scudder, the roll was called and votes were as follows: West, Scudder,
Rodeberg, Karr and Gordy voted aye; Peeler absent; said bill was ac-
cordingly read, attached hereto and made a part hereof, approved by
Mayor Holmes and became Ordinance N0. 82-31.
Kenneth T. Whittlesey, 5010 High Drive, presented application
for construction of residence and also for the moving of one of the
buildings. This matter was discussed. He advised the Board that
building of the new construction was contigent upon his selling a
piece of realty near the Riverside-Kansas City line on N.W. Platte
Road.
Mr. Whittlesey said he would dress-up the building he is moving,
after it was moved, and it would be out of sight behind one of the
other buildings.

`- This matter ws brought before the Planning Commission and was recommend-
ed for approval.
The Board approved the application for the construction of the
residential building, subject to the payment of the fee.
The Board granted a temporary permit on the moving of the storage
shed.
Allan Wheeler, 1511 Bennington, K.C., MO 64126 presented applica-
tion for business license for Los Compadres at 4531 NW Gateway. It
was brought out that the sewage bill had not been paid for a while
and there was an outstanding amount due the City of $
This matter was discussed and it was the consensus of the Board that
license should not be approved or issued until the sewage bill is
paid.
West moved that Allan Wheeler's application for license to operate
Los Compadres be approved, subject to the payment of the sewer bill
and subject to a sales tax number, seconded by Rodeberg, the roll was
called and votes were as follows: West, Scudder, Rodeberg, Karr and
Gordy voted aye, Peeler absent.
Mr. J. H. Bushey, 115 N. Shore Drive, Kansas City, M0, was the
spokesman for a group of people who wanted to know if the City of River-
•side could do something about the Twin Drive-In Theatre having the
all-night movies on certain days as they were apposed to this. Some
of those present were Fr. Powell of St. Therese Church, Ms. Langston
of Platte Woods United Methodist Church, Deputy Sherif Davis of Platte
County. Also present were Ruby Smith and Sue Stepp of Platte County
Families in Action. Jeff Dalton of Johnson County, Kansas was also
present for this discussion. After everyone was heard, the Mayor and
Board adivsed they would research the ordinances and see what could
be done to correctl the situation.
John Foster and Bernie Vulgamott of Indian Hills inquired what
could be done about the drainage in front of their property. jThe
Mayor and Board advised they would check the drainage and see what
could be worked out to correct the situation.
A recess was called. Meeting reconvened. The rol was called
and West, Scudder, Rodeberg, Karr and Gordy were present, Peeler absent
and Mayor Holmes preciding over remainder of meeting.
West moved that the Public Safety Department be authorized to
purchase mosquito sprayer equipment of supplement the County's spraying
for a sum not to exceed $350.00, seconded by Scudder, the roll was
called and votes were as follows: West, Scudder, Rodeberg, Karr and
Gordy voted aye; Peeler absent.
West moved that the City purchase two electric typewriters (Royal)

Mayor Holmes advised that Bill Hall recommended that Clyde Cothran
be appointed as a member of the Planning Commission and herecommends
the same.
Scudder moved that the City accept the recommendation of Mayor
Holmes that Clyde Cothran be a member of the Planning Commission,
seconded by West, the roll was called and votes were as follows: West,
Scudder, Rodeberg, Karr and Goryd voted aye; Peeler absent.
Scudder moved that the City employ the auditing firm of Clifton
Gunderson & Co. to continue the audit of the City's books, under the
supervision of Bill Bright for an amount between $4200 and $4600 and
that same to Bill No. 82-32 and placed on its first reading, seconded
by West, the roll was called and votes were as follows: West, Scudder
Rodeberg, Karr and Gordy voted aye; Peeler absent, said bill was accord-
ingly read.
Rodeberg moved that Bill No. 82-32 be placed on its second reading
and upon passage of same become Ordinance No. 82-32, seconded by Scud-
der, Rodeberg, Karr and Gordy voted aye; Peeler absent. Said Bill
was accordingly read.
Karr moved that Bill No. 82-32 be placed on its third reading
and upon passage of same become Ordinance No. 82-32, seconded by Gordy,
the roll was called and votes were as follows: West, Scudder, Rodeberg,
Karr and Gordy voted aye; Peeler absent, said bill was accordingly
read, attached hereto and made a part hereof, approved by Mayor Holmes
and became Ordinance No. 82-32.
It was announced that our City Attorney, Don Witt, has been ap-
pointed to the Board of Directors of the Missouri Bar Association.
It was announced that there would be a meeting on September 28,
1982 to discuss fireworks.
There being no further business, upon motion made, seconded and
passed, meeting adjourned at 11:40 p.m.

At the August 26 1982, meeting of the
Planning Commission Mr.
moved that
the Planning Commission recommend to the Mayor and Board
of Aldermen their adoption ,of a proposed amendment to the
Zoning Order as attached hereto, marked Exhibit "A" and
made a part of this Resolution as though fully set forth
herein, and further that the Commission direct the Chairman
-to make a report of this Resolution to the Mayor and Board
of Aldermen pursuant to Chapter 89 of the Revised Statutes
of Missouri.

A RESOLUTION RECOMMENDING THE FOLLOWING CHANGES TO THE ZONING
ORDF..R OF THE CITY OF RIVERSIDE, MISSOURI
SECTION 1. It is hereby recommended that the following
described tract of land be added and zoned "Industrial":
A tract of land in the NW 1/4 of Section 6, Township 50,
Range 33, Platte County, Missouri, being bounded and
described as follows:
Beginning at the Northwest corner of the NW 1/4 of said
Section 6; thence South 0° 49' 30" East along the West
line of the NW 1/4 of said Section 6 to the Northwest
corner of the city limits of the City of Riverside,
Missouri, which is the True Point of Beginning of the
tract to be herein described; thence South 0° 49' 30"
East along the West city limits line of said Riverside
to a point on the North right-of-way line on Missouri
State Highway Route 9 (formerly known as Missouri Highway
45) as now established; thence South 66° 53' S0" East
along said right-of-way line 490.03 feet; thence South
67° 17' 37" East along said right-of-way line 78.30 feet;
thence North 23° 06' 10" East to a point qn the North
city limits line of said Riverside; thence West along
said city limit line to the True Point of Beginning.
SECTION 2. It is hereby recommended that the following
described tract of land be added and zoned "Multiple Family
Residential:
A tract of land in the SW 1/4 and NW 1/4 of Section 5
and the N 1/2 of Section 6, all lying situate within
Township 50, Range 33, Platte County, Missouri, being
bounded and described as follows:
Beginning at the Northwest corner of the NW 1/4 of Section
6, Township 50, Range 33, thence South 0° 49' 30" East
along the West line of the NW 1/4 of said Section 6 to a
point on the North right-of-way line on Missouri State
Highway 9 (formerly known as Missouri Highway 45) as now
established; thence South 66° 53' S0" East along said
right-of-way line 490.03 feet; thence South 67° 17' 37"
East along said right-of-way line 78.30 feet to the True
Point of Beginning of the tract to be herein described;
