HomeMy WebLinkAbout1982-06-15MINUTES OF REGULAR MEETING OF THE BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI JUNE15 1982 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall in Riverside, on June 15, 1982. Upon a roll call, aldermen West, Scudder, Peeler and Karr were present, Rodeberg absent. Mayor Holmes calling said meeting to order. It was decided to dispense with the reading of the minutes of June 8, 1982. Betty Burch, City Clerk, read the election returns for the June 8, 1982, Special ElecTt.on. Joan Cox, County Clerk of Platte County, hereby certifies that said votes cast for the candidates are a true, correct and complete abstract of all votes cast. Special Election for an aldermen for ward three (3), votes were as follows: Ronald Gordy 33 and Mary Clancy 30. Scudder moved that Bill #82-19 being bill canvassing the returns of a Special Election June 8, 1982, as certified by Joan Cox, County Clerk, seconded by Karr the roll was called and votes were as follows: West, Scudder, Peeler and Karr voted aye: Rodeberg absent. Scudder moved that Bill # 82-19 be placed West, the roll was called and votes were Karr voted aye: Rodeberg absent. on its seconded reading seconded by as follows: West, Scudder, Peeler and Karr moved that Bill #82-19 be placed on its third reading and upon passage of same became Ordinance #82.19, seconded by West the roll was called and votes were as follows. West, Scudder, Peeler and Karr voted aye: Rodeberg absent, said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Holmes and became Ordinance #82-19. Betty Burch, City Clerk, swore in Ronald Gordy, as aldermen from Ward three (3). Graver Walters, 4561 N.W. High Drive, Riverside, Missouri, 64151 presented an application for a building permit for a detached residential garage. After a review aFhis plot plan, the required set back on the back property line was not in compliance with our zoning regulations. The Board recommended to Mr. Walters, that he make application to the Board of Zoning Adjustment, to apply for a variance. Marita Pike, 400 N.E. 76th Terr, Gladstone, Missouri, 64118, presented an application for a business license and a special use permit for B & J Auto Repair Service and Rita's Novelty Shop, 2707 W. Platte Road. After reviewing the applications it was suggested that she return to the July 6, 1982, Board meeting with the following: (1). A plot plan, showing the drainage and surface area for parking for: Repaired Auto's and Customer parking. (2) Improvements to both of the existing buildings. (3) Location of the privacy fence. It was also recommended that she make a sep,~^ate application for the novelty shop. Ed Dixson, 7235 W. 56th Terr, Overland Park, Kansas, 66204, presented an application for a sign permit at Thrifty Nickel Want-Ads, 2646 W. Platte Road. Application was approved subject to the payment of the fee. Billy Ray Pine, 12624 W. 66th St. Shawnee, Kansas, 66203, presented an application for a fireworks stand at 4400 NW Gateway, Riverside. Application was approved subject to the payment of the fee. Regular Meeting June 15, 1982 Page 2 Carl Staffan, 2625 W. Platte Road, Riverside, Missouri 64151, presented a building application for Reineke-Renner Investment Company, 1 Town Square, North Kansas City, Missouri 64116. The building application was for an entrance way cover on the front of Eli's Restaurant. Application was approved subject to the payment of the fee. Mr. Carl Staffan also inquired as to how he could go about changing the Liquor License at Eli's Restaurant from Sam Blasco to Eli Truesdale. The Mayor and Board advised him to contact our city attorney, Don Witt fob-a_-list--ef,req~+•i-rerpents. ~,~~,,, d ~~r.~,, <.~:,,,,,..,~~ ~:-- Bill Woodside, 3950 N.W Van De Popul~ere, Riverside, Missouri, 64150, presented a building application and a Special Use permit in the flood hazard area. A.dis- cussion was had and it was decided that his application and building plans were incomplete. The matter was tabled until the Mayor could contact Gary McClure, Federal Emergency Management Agency (a division of HUD). Bernie Vulgamott, 2710 W. Platte Road, Riverside, Missouri, 64151, presented an application to change the name of Kelly's Restaurant & Cocktail Lounge to Kelly's of Riverside, Inc. Bernie Vulgamott managing agent. Scudder moved that the application be approved subject to: Don Witt reviewing his application and articles of incorporation and Mr. Vulgamott to obtain a letter from his CPA for the City's files, seconded by West the roll was called and West, Scudder, Peeler, Karr and Gordy voted aye: Rodeberg absent. Marvin Wright, 5125 Merrimac, Riverside, Missouri, 64151 was present to talk with the Mayor and Board about his property located on Vivion Road .(across from Norm's Drive In). He would like permission to park his trucks and store salvage materials for a period of two to three weeks at a time. He was advised that the property was not zoned for this and would have to removeall vehicles and material stored there. Dick Grogan 5017 NW High Drive, Riverside., Missouri 64151 inquired as what could be done about the drain culvert and asphalt setting at 50th streeTand High Drive Winston Peeler is to check with Booth Paving Co. to see what could be done to im- prove this problem. After proper advertising was made and a hearing had on the 19$x; 83 budget, it was reviewed by the public present at the meeting as well as the Board of Aldermen and Mayor, no objections or protest were received, There were no objections to the hearing on the uses of Revenue Sharing funds. West moved that we have the final adoption of the 1982-1983 budget at the July 6, 1982 meeting seconded by Scudder the roll was called and votes were as follows: West, Scudder, Peeler, Karr and Gordy voted aye: Rodeberg absent. A recess was had, Meeting reconvened, the roll was called and West, Scudder, Peeler Karr and Gordy were present, Rodeberg absent, Mayor Holmes presiding.-over remainder of meeting. West moved that Bill #82-20 being bill providing for the appropriation of money out of the general fund of the City of Riversidefor the payment of certain indebtedness --. as listed therein be placed on its first reading, seconded by Scudder the roll was called and votes were as follows; West, Scudder, Peeler, Karr and Gordy voted aye: Rodeberg absent. Scudder moved that Bill #82-20 be placed on its seconded reading, seconded by West, the roll was called and votes were as follows: West, Scudder, Peeler, Karr and Gordy voted aye: Rodeberg absent. Regular meeting June 15, 1982 Page 3 Karr moved that Bill #82-20 be placed on its third reading and upon passage of same became Ordinance #82-20 seconded by Scudder the roll was called and votes were as follows: West, Scudder, Peeler, Karr and Gordy voted aye: Rodeberg absent: said bill was accordingly read, attached hereto and made a part hereof, apporved - by Mayor Holmes and became Ordinance #82-20. A sign was approved for Pride and Progress for there Arts and Crafts show on June 19, 1982 the sign to placed on the front lawn of the City Hall. Jerry Wingo, invited the Mayor and Board to attend the Employee's inspection meeting on June 29, 1982, at 7:30 p.m. A letter was read regarding the meeting for newly elected officials. Meeting to be held at Platte Woods City Hall on June 30, 1982. Mayor Holmes and West Scudder, Gordy, Karr and Wingo to attend.
