OF CITY OF RIVERSIDE, MISSOURI
APRIL 13, 1982
A regular meeting of the Board of Aldermen of the City of River-
side, Missouri was held in the City Hall in Riverside, on April 13,
1982, at 7:30 p.m. (Prior the the regular meeting, the new officers
which were elected at the General Election on April 6, 1982, were sworn
in by the City Clerk in accordance with the County Clerk's certification
of the results of the election). The roll was called and those present
were West, Scudder, Rodeberg, and Karr, Peeler absent and said meeting
was called to order by Mayor Holmes.
It was, decided to dispense with the r-eading of .the minutes of,
the m~ s~n~ito° ec'~ptrl~alt 6Bi111981~b. D-82-13, being bill canvassing the return
of the general election held April 6, 1982, as certified by the County
Clerk, seconded by Rodeberg, the roll was called and votes were as
follows: West, Scudder, Rodeberg and Karr voted aye; Peeler absent,
said bill was accordingly read.
Rodeberg moved that Bill No. D-82-13 be placed on its `~~hrrxci read-
ing, seconded by Scudder, the roll was called and votes were as follows:
West, Scudder, Rodeberg and Karr voted aye; Peeler absent; said bill
was accordingly read.
West moved that Bill No. D-82-13 be placed on its third reading
and upon passage of same become Ordinance NO. D-82-13, seconded by
Scudder, the roll was called and votes were as follows: West, Scudder,
Rodeberg, and Karr voted aye; Peeler absent; said bill was accordingly
read, attached hereto and made a part hereof, approved by Mayor Holmes
and became Ordinance NO. D-82-13.
West moved that Bill No. D-82-14, being bill instructing the Fi-
nance Committe to take bids on all available monies that are on deposit
which will be up for renewal Tuesday, April 20, 1982 and accept the
best bid, and that Rodeberg be the new member on the Finance Committee,
seconded by Scudder, the roll was called and votes were as follows:
West, Scudder, Rodeberg, and Karr voted aye; Peeler absent, said bill
was accordingly read.
Rodeberg moved that Bill NO. D-82-14 be placed on its second read-
ing, seconded by Scudder, the roll was called and votes were as follows:
West, Scudder, Rodeberg, and Karr voted aye; Peeler absent; said bill
was accordingly read.
Scudder moved that Bill No. D-82-14 be placed on its third reading
and upon passage of same become Ordinance No.D-82-14, seconded by West,
the roll was called and votes were as follows: West, Scudder, Rodeberg,
and Karr voted aye; Peeler absent, said bill was accordingly read,
attached hereto and made a part hereof, approved by Mayor Holmes and
became Ordinance NO. D-82-14.
Scudder moved that we adopt the Resolution wherein Mayor Michael
D. Holmes and City Clerk Betty Burch have access to the Safety Deposit
-- Box for the City of Riverside, seconded by West, the roll was called
and votes were as follows: West, Scudder, Rodeberg, and Karr voted
aye; Peeler absent.

Scudder moved that the names of Mayor Michael D. Holmes and the
City Clerk Betty Burch be on the general banking account of the City
at Riverside Bank, that this be a Resolution setting forth same and
adopted by the City, seconded by West, the roll was called and votes
were as follows: West, Scudder, Rodeberg, and Karr voted aye; Peeler
absent.
Willard Leonard, 11515 North Main, Kansas City, Missouri 64155,
presented application for a garage at 4400 N.W. Gateway (Metal Building
in back of Bill's D-X) and a special use permit was presented. The
Planning Commission recommended approval. These requests were granted with
the stipulations that a maximum of 8 cars can be parked at the area of the
garage at anyy one time; that no cars are to be seen in public view; that the
cars should be behind the fence and out of si ht. These were agreed to by
Mr. Leon~rd. These were approved sub~ect to ~he pa ent of the fee.
Mar Weaver, 11 N.W. 82nd Str et, Kansas City, Missouri 64118,
presented an application for business license for Car Brite, Inc. at
4333 N.W. Gateway, an application for a special use permit and also
an application for sign at the said location (White Bus Builling).
He said he would do all the work on the inside and no cars would be
parked infront of the building line. The cars are usually cleaned
up immediately upon receipt and also delivered when they have been
completed, so there usually are not any cars parked in the back except
those to be immediately worked on.
- The Planning Commission recommended approvel of these applications.
Said applications were approved subject of the payment of the fee.
Bernie Vulgamott, 329 N.W. Woodland, Riverside, Missouri, presented
plans and application for building an addition on Kelly's, this matter
along with the Special Use application were discussed. The Special
Use Permit was approved and also the building application was approved
subject to the payment of the fee, subject to the receipt of letter
from the Architect or Engineer statng the elevation of the building
in accordande with the Flood Plains, and upon said motion by Scudder
and seconded by Rodeberg, the-roll was called and votes were as follows:
West, Scudder, Rodeberg, and Karr voted aye; Peeler absent:
(The building plans will have to be approved by Larkin 8 Associates)
Mayor Holmes volunteered to talk to Mr. Whittlesee concerning
his property at the Kansas City-Riverside line on West Platte Road.
Rodeberg moved that Bill No. D-82-15 being bill providing for
special election on June 8, 1982 for the purpose of electing an Alderman
for the third ward, seconded by Scudder, the roll was called and votes
were as follows: West, Scudder, Rodeberg, and Karr voted aye; Peeler
absent; said bill was accordingly read.
Scudder moved that Bill No. D-82-15 be placed on its second reading
and upon roll call, aldermen West, Scudder, Rodeberg and Karr voted
ye; Peeler absent; said bill was accordingly read.
Rodeberg moved that Bill No. D-82-15 be placed on its third reading
and upon passage of same become Ordinance NO. D-82-15, seconded by
Scudder, the roll was called and votes were as follows: West, Scudder,
Rodeberg, and Karr voted aye; Peeler absent; said bill was accordingly
read, attached hereto and made a part hereof, approved by Mayor Holmes
and became Ordinance No. D-82-15.

West moved that Winston Peeler be Mayor Pro-Tem, seconded by
Rodeberg, the roll was called and votes were as follows: West, Scudder,
Rodeberg, and Karr voted aye; Peeler absent.
There being no further business, upon motion made, seconded and
passed, meeting adjourned at 9:38 p.m.
