HomeMy WebLinkAbout1980-12-02MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI DECEMBER 2, 1980 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City of Riverside, on December 2, 1980, at 7:30 p.m. On a roll call, aldermen West, Scudder, Rodeberg, Peeler, Holmes and Campbell were present, Mayor Brenner calling said meeting to order. The Minutes of November 18, 1980, were approved as read and corrected. Ed Dixon, 8720 Broadmoor, Overland Park, Kansas presented application for Thrifty Nickel Wand Ads, 2640 West Platte Road. Said application was approved subject to the payment of the fee. The Board advised Mr. Dixon that if he wants to put up signs on the outside of the building, he will have to appear before the Planning Commission with his plans. Mayor Brenner announced that there would be a Mayor's meeting at 7:30, December 4, 1980, at the Platte Woods City Hall. The topic discussed will be the new tax law. Glenn Hohimer inquired with regard to a radio in the dump truck and also inquired as to the lights on the City's parking lot. Peeler has been working on the project of lights for the parking lot and more information will be gotten with regard to the radio in the dump truck. A letter dated November 21, 1980, from the Parkville Special Benefit Road District was read wherein they announced that the City would receive $5,000 as its proportion of the funds and this amount would have to be spent on Northwood Road. There was further discussion with regard to doing more work on Northwood Road. The Parkville Special Benefit Road Districts, would like to install the culvert that has been purchased and do very minor grading, then put rock on the road. The Board thought it would be best to check with Larkin and Associates to see how much dirt would be moved and we could go from there. Scudder moved that Bill N0. 80-36 being bill setting out fees to be charged for building permits be placed on its first reading, seconded by Rodeberg, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read. West moved that Bill No. D-80-36 be placed on its second reading, seconded by Scud- der, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read. Rodeberg moved that Bill No. D-80-36 be placed on its third reading and upon passage of same become Ordinance No. D-80-36, seconded by West, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Bren- ner and became Ordinance No. D-80-36. Scudder moved that Bill No. 80-37 being bill amending Section 16.7 of the City Code relative to sewer charges be placed on its first reading, seconded by West, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read. Rodeberg moved that Bill No. D-80-37 be placed on its second reading, seconded by Scudder, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read. Meeting Page 2, 12-2-80 Scudder moved that Bill No. D-80-37 be placed on its third reading and upon passage of same become Ordinance No. D-80-37, seconded by West, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Brenner and became Ordinance No. D-80-37. A recess was called and meeting reconvened. West, Scudder, Rodeberg, Peeler, Holmes and Campbell were present, Mayor Brenner presiding over remainder of meeting. Scudder moved that Bill No. D-80-38, being bill amending Ordinance No. 75.34 regarding Assistant City Attorneys, by including therein Robert Shaw, be placed on its first reading, seconded by West, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read. Rodeberg moved that Bill No. D-80-38 be placed on its second reading, seconded by West, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler Holmes and Campbell voted aye; said bill was accordingly read. Scudder moved that Bill No. D-80-38 be placed on its third reading and upon pas- sage of same become Ordinance D-80-38, seconded by Rodeberg, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Brenner and became Ordinance No. D-80-38. West moved that Bill N0. D-80-39, being bill amending the City Code by changing the number to Section 24.028 rather than Section 24.027, concerning the offense of per- jury, be placed on its first reading, seconded by Scudder, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read. Scudder moved that Bill No. D-80-38 be placed on its second reading, seconded by Rodeberg, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read. Rodeberg moved that Bill No. D-80-38 be placed on its third reading and upon passage of same become Ordinance N0. D-80-39, seconded by Scudder, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Brenner and became Ord. No. D-80-39. Scudder moved that Bill No. 80-40 being bill accepting a donation of real estate (by Mr. & Mrs. Emery Brenner) be placed on its first reading, seconded by West, the roll was called and votes were as follows: West. Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read. West moved that Bill No. D-80-40 be placed on its second reading, seconded By Rodeberg, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler Holmes and Campbell voted aye; said bill was accordingly read. Rodeberg moved that Bill No. D-80-40 be placed on its third reading and upon passage of same become Ordinance N0. D-80-40, seconded by West, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted Reg. Meeting Page 3, 12-2-80 aye; said billwas accordingly read, attached hereto and made a part hereof, approved by Mayor Brenner and became Ord. NO. D-80-40. A discussion was had with regard to changing the amount of the occupation license on banks, saving and loan associations, and credit unions. Scudder moved that Bill No. D-80-41 being bill amending the occupation license ordinance (that part pertaining to Banks, Savings and Loans Associations and Credit Unions) be placed on its first reading, seconded by Rodeberg, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read. West moved that Bill No. D-80-41 be placed on its second reading, seconded by Rodeberg, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler Holmes and Campbell voted aye; said bill was accordingly read. Rodeberg moved that Bill No. D-80-41 be placed on its third reading and upon passage of same become Ordinance No. D-80-41, seconded by Scudder, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Brenner and became Ordinance No. D-80-41. Betty Burch reported that most of the Business License Statements would go out on Decem- ber 15 and that the Restaurants and Body Shops were on a 1/2 year license basis. The restuarants and bars will be rechecked in order to ascertain the square footage area. Chief Wingo recommended accepting the resignation of Robert Ensley as Public Safety Officer. Scudder moved that the City accept the resignation of Robert Ensley as Public Safety Officer, seconded by West, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye. West moved that the City accept the recommendation of Chief Wingo to employ Robert Ensley as Reserve Fireman and Animal Control Officer, that this be Bill N0. D-80-42, and be placed on its first reading, seconded by Scudder, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read. Rodeberg moved that Bill No. D-80-42 be placed on its seconde reading, seconded by Scudder, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read. Scudder moved that Bill N0. D-80-42 be placed on its third reading and upon pas- sage of same become Ordinance N0. D-80-42, seconded by Rodeberg, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accordingly read, attched hereto and made a part hereof, approved by Mayor Brenner and became Ordinance NO.
