REGULAR MEETING OF THE BOARD OF ALDERMEN OF
CITY OF RIVERSIDE, MISSOURI
NOVEMBER 18. 1980
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri was held in the City Hall in Riverside, Missouri, on November
18, 1980, at 7:30 p.m. On a roll call, aldermen West, Scudder, Rode-
berg, Peeler, Holmes and Campbell were present, Mayor Brenner calling
said meeting to order.
The minutes of November 11, 1980, were read and approved as cor-
rected.
Lawrence E. Forback, 5004 Strathbury Dr., presented application
to build a garage, 24' x 24'. The application was recommended for
approval by the Planning Commission. The application was approved
subject to the payment of the fee.
Bill Akeman, Jr., 5116 N.W. Kalivas Drive, presented application
for business license for The Little B~zffet (i-estaurant), 2711 N.W.
Vivian Road. He was advised that he needed the floor space, showing
Seating Capacity (showing size of interior and where tables and coun-
ters are) Health Certificate and Sales Tax Number. If Mr. Akeman
gets this information before next meeting, he is to notify Betty Burch
and she will in turn contact the Board for their approval. In this
case he need not report back at the next meeting. However, should
he not be able to come up with the requested data, he is to report
to the meeting on December 2, 1980.
West reported on the sewage charges. He said there were the follow-
ing number of meters from which a sewage charge was colledted: 61
rental properties; 32 homeowners; 23 industrial and commercial. How-
ever, more information is to be obtained by Betty Burch from the Water
Company to enable the committee to study the matter further so that
the amount paid by the different groupos will be more equalized.
Scudder reported on the Building permits and rezoning fee. It
was thought that the rezoning fee should be $250.00; the special use
permits sould be $150.00; applications for Buildings granted and which
have not been started (commercial and business), minimum of $250.00.
It was also thought the cost__ should be $300.00 for a building (Com-
mercial and Industrial) up to 2,000 square feet and five cents per
square foot for all area over 2,000 square feet. It was also thought
that a permit should be gotten for any change in bulk on exterior
of any building.
A recess was called. Meeting reconvened. The roll was called
and West, Scudder, Rodeberg, Peeler, Holmes and Campbell were present,
Mayor Brenner preciding over remainder of meeting.
Peeler thought that in order to make any changes in the business
.licenses, they would more time to study each group.
Scudder moved that Bill No. D-80-33 being bill providing for the
payment of certain indebtedness as listed therein be placed on its
first reading, seconded by West, the roll was called and votes were

as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell
voted aye; said bill was accordingly read.
West moved that Bill No. D-80-33 be placed on its second reading,
seconded by Scudder, the roll was called and votes were as follows:
West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said
bill was accordingly read.
Rodeberg moved that Bill No. D-80-33 be placed on its third reading
and upon passage of same become Ordinance No. D-80-33, seconded by
Scudder, the roll was called and votes were as follows: West, Scudder,
Rodeberg, Peeler, Holmes and Campbell voted aye; said bill was accord-
ingly read, attached hereto and made a part hereof, approved by Mayor
Brenner and became Ordinance No. D-80-33.
West moved that Bill NO. D-80-34, being bill amending that section
of the Fireworks Ordinance setting out the fee for the license to
be as follows: Up to 2,000 square feet - $500.00; Over 2,000 square
feet, $750.00; Non-profit organizations $100.00, seconded by Rodeberg,
the rollw as called and votes were as follows: West, Scudder, Rodeberg,
Peeler, Holmes and Campbell voted aye; said bill was accordingly read.
Scudder moved that Bill No. D-80-34 be placed on its second reading,
seconded by West, the roll was called and votes were as follows: West,
Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said bill
was accordingly read.
Rodeberg moved that Bill No. D-80-34 be placed on its third reading
and upon passage of same become Ordinance No. D-80-34, seconded by
Scudder, the roll was called and votes *nere as follows: West, Scudder,
Rodeberg, Peeler, Holmes, and Campbell voted aye; said bill was accord-
ingly read, attached hereto and made a part hereof, approved by tdayor
Brenner and became Ordinance NO. D-80-34.
Campbell moved that Bill No. D-80-35 being bill regulating the
taxing Cable Television Facilities within the City of Riverside, Mis-
souri, seconded by Rodeberg, the roll was called and votes were as
follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted
aye; said bill was accordingly read.
Scudder moved that Bill No. D-80-35 be placed on its second reading,
seconded by West, the roll was called and votes were as follows:
West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye.
Rodeberg moved that Bill No. D-80-35 be placed on its. third reading
and upon passage of same become Ordinance No. D-80-35, seconded by
West, the roll was called and votes were as follows: West, Scudder,
Rodeberg, Peeler, Holmes and Campbell voted aye, said bill was accord-
ingly read, attached hereto and made a part hereof,. approved by 'Mayor
Brenner and became Ordinance No. D-80-35.
There being no further business, upon motion made, seconded and
passed, meeting adjourned at 11:15 p.m.
