BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
November 11, 1980
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri on November 11, 1980, at 7:30 in the City Hall. On a roll
call, aldermen West, Rodeberg, Peeler, Holmes and Campbell were present,
Scudder absent; and Mayor Brenner calling said meeting to order.
Minutes of November 4, 1980, were and read and approved.
On behalf of the Mayor, Board of Aldermen and the City of Riverside,
Mayor Brenner presented placques to Jean and Dick Grogan, thanking them
for all the work done to make the 1980 Fall Festival a great success.
On behalf of the Mayor, Board of Aldermen and the City of Riverside,
Mayor Brenner presented to R. Loo Rodeberg, a placque and thanking her
for all the work she has done to make the City of Riverside's Fall
Festival during the past years a great success.
Lee Snyder, 5015 N.W. Frontier Street, Kansas City, Missouri, in-
quired as to the type of sewage disposal system he should construct
for the Cosmos. After a discussion the City advised that the construc-
tion should be a type where the discharge is on the Cosmos' own property
and that the fluid does not surface, coupled with the fact that it has
to be approved by the County Health Sanatarian.
A discussion was had with regard to the Cable Television Companies.
The Cable Television Committee recomended American Cablevision of Kan-
sas City, Inc.
Peeler moved that the City accept the Cable Televesion Committee`s
recommendation to prepare the proper ordinance to include the accpetance
of American CAblevision of Kansas City, Inc., seconded by West, the
roll was called and votes were as follows: West, Rodeberg, Peeler, Holmes
and Campbell voted aye; Scudder absent.
Chief Jerry Wingo reported that as result of the Public Safety Com-
mittee meeting, he checked with Pete Franklin concerning the purchase
of a car since the State Highway Patrol was purchasing 140 Plymouths
from him. Pete Franklin would sell one car to Riverside, Missouri for
the same price as the State Highway Patrol was paying, plus $75.00 for
freight and $64.50 for service or a total of $7628.50.
West moved that the City purchase one 1981 plymouth from Pete Frank-
lin for the sum of $7628.50, seconded by Rodeberg, the roll was called
and votes were as follows: West, Rodeberg, Peeler, Holmes and Campbell
voted aye; Scudder absent. (Delivery will be by 1-1-81).
Chief Wingo also advised the Board that Pete Franklin said this
price would be good until May 31, 1981, should the City want to purchase
another car.
Randy Clousterman of the Southwestern Bell Telephone spoke to the
Mayor and Board with regard to the 911 system. He said this is a univer-
s.al number being used by people throughout the United States for emerg-
encies. A person does not have to know the area where he is calling
from, it is programmed so that it will tell the person answering where
the call is coming from. They would like to bring this system to Clay,
Platte and Jackson Counties. Midi-America Regional Council would develop
a breakdown of the costs, based on the municipalities' participation

in the system.
Pete Levi of Mid American Regional Council also spoke to the Mayor
and Board concerning 911. He said that none of the other Cities in
Platte County have definitely said they are going to join in this, but
thought there was a good possiblity that Platte County Communication
System may be part of it. It would probably take two years to complete
the project after all the papers are signed.
The Mayor advised that there were several things that the City
wanted to look into before giving a definite answer. A poll of the
Board did show that the city was interested.
A recess was called. Meeting reconvened. The roll was called
and West, Rodeberg, Peeler, Holmes and Campbell were present, Scudder
absent. Mayor Brenner preceding over remainder of meeting.
City Attorney Don Witt, explained there were several things the
City should look into before entering into an agreement with Southwestern
Bell Telephone Company for the 911 service. One major problem would
be the assumption of liability, another matter of concern would be what
would it cost the City.
Mayor Brennr appointed West and Holmes to study the amount being
collected for sewer use; Peeler and Campbell are to study the occupation
licenses; and Rodeberg and Scudder are to study they

There being no further business, upon motion made, seconded and
passed, meeting adjourned at 11:44 p.m.
