MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF
CITY OF RIVERSIDE, MISSOURI
September 23, 1980
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri was held in the City Hall in Riverside on September 23, 1980,
at 9:30 p.m. On a roll call, Aldermen West, Scudder, Rodeberg, Peeler,
Holmes and Campbell were present, Mayor Brenner calling said meeting
to order.
It was decided to dispense with the reading of previous minutes.
Prior to this meeting, a discussion was had with the Parkville
Special Benefit Road District members, namely Charles Hevalow, Jess
Hunt, Foreman James Bell, and Ada Wilson, Secretary, concerning the
improvement of Northwood Road and how the unpaid balance for that work
which has already been done plus the remainder of the work to be done
would be paid. The Parkville Special Benefit Road District (Special
Road District) advised that they had run out of funds. They also advised
that if the City would pay the unpaid balance of $1957.32, the Special
Road District would repay the City its portion of the money (one-half)
when they received their 1981 allotment, which they thought would be
sometime in January 1981. The Special Road District also advised that
they would like to put the road in travelable condition as soon as pos-
sible, but they have no money. They wanted the City to pay whatever
it would take to do this work and they would reimburse the City for
its proportion (one-half) after they received their allotment for 1981.
They thought it would probably take somewhere in the vicinity of $20,000
to put the road in condition to be travelable. After further discussion
it was decided to see what the cost of a survey would be and it was
felt by the City that no further work should be done until a survey
is made. The Special Road District agreed to pay for one half of a
survey, provided it did not go over $1,000* all total. It was decided
that the City would see what it would cost for a survey and then advise
the Special Road District. The City advised the Special Road District
it would have to discuss the matter further regarding the payment of
the outstanding bills and also for the payment of future expesnes.
The City would let the Special Road District have its views probably
after the survey was made.
In anticipation of a bad winter, the council does not want any
one person to operate the snow removal equipment in excess of ten hours
in any eighteen hour period. The Board requests that Glenn Hohimer
select the two most capable and qualified Public Safety Officers or
Reserves to train them to operate the snow removal equipment, and train
them to be substitute drivers. The council also feels that the Director
of Pulbic Safety or the Officer in charge of the shift should have the
responsibility for checking the road conditions and determine whether
the snow removal equipment should be started and when it should be stopp-
ed.
The council also feels that Glenn Hohimer should have the authority
to request the helpers (current employees of the City only) he wants
to do the stree repairing.
There being no further business, upon motion made, seconded and
