HomeMy WebLinkAbout1980-08-19 MINUTES OF REGULAR MEETING OF THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI August 19, 1980 _ A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall in Riverside, Missouri, on August 19, 1980, at 7:30 p.m. On a roll call, aldermen West, Rodeberg, Peeler, Scudder, Holmes and Campbell present, Mayor Brenner calling said meeting to order. The minutes of August 5, 1980, were read and approved. Gary Price, a+.South Platte County Athletic Association, 5745 N. London Avenue, Kansas City, MO 64151, inquired whether he could use the baseball field or surrounding area for their soccer teams to practice and play their games on. West moved that the City approve the SPCAA to use the City's athletic field for playing soccer if the SPCAA notified its players by memo to each, with copy to the City, of the unavailability of rest rooms; if they furnish insurance certificate advis- ing of protecting the City of all liability for personal injuries, death or property damage (approved by City Attorney Don Witt); and furnish the City a schedule of all practices and games to be played on the field, seconded by Rodeberg, the roll was called .and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted ~ye. Holmes reported on the Committee, along with Chief Wingo, who inspected the Tav- ern(s) which had applied for liquor license and found that there were problems in the past concerning the operation and felt that at the present time they were not in favor of issuing any additional liquor license to establishments selling Liquor without having a restaurant in connection therewith; however, should a person want to have a restaurant and have a liquor license along with it, this would be viewed and considered on its individual merits. This topic was discussed further by the Mayor and Board. Rodeberg moved that Bill No. 80-22 being bill amending Ordinance No. 80-17, and Chapter 3 of Riverside Code, relative to the restrictions on the number of all inclusive categories of liquor license issued, seconded by Campbell, the roll was called and votes were as follows:West, Scudder, Rodeberg, Holmes and Campbell voted aye, Peeler, nay, said bill was accordingly read. Rodeberg moved that Bill No. 80-22 be placed on its second reading, seconded by Campbell, the roll was called and votes were as follows: West. Scudder, Rodeberg, Holmes and Campbell voted aye; Peeler, Nay, said bill was accordingly read. Rodeberg moved that Bill No. D-80-22 be placed on its third reading and upon passage of same become Ordinance No. D-80-22, seconded by Campbell, the roll was called and votes were as follows: West, Scudder, Rodeberg, Holmes and Campbell voted aye; Peeler, nay, said bill was accordingly read, attached hereto and made a part hereof and became Ordinance No. D-80-22. Jack Norton representing Mr. and Mrs. Peyton was present with the Peytons and advis- ed that they had presented an application for liquor license and sent the Board a letter dated August 14, 1980. Warren Brenner and Mrs. Filger were present and were concerned with the applicatlions before the board for liquor license at the Silver Fox and Pizza place. John Shott, Route 27, Kansas City, MO 64152, President of Platte County Communica- tion Company, spoke to the Mayor and Board concerning Cablevision, said they were in Platte Woods, Parkville, Lake Waukomis and Weatherby Lake, and have not opened it up in Platte City and Ft. Leavenworth, but plan to be in business there shortly. . This Cablevision would, in addition to the regular chapels, give the City the right to have a chapel for its use at no charge. In this regard, Rodeberg stated she wanted to make a correction in the census -- the number of housing units in 1970 was 741 and the number in 1980 is 1474. (This includes the apartment units). Mr. Shott was advised by the Board and Mayor that they would be in touch with him at a later date. A recess was called. Meeting reconvened. The roll was called and West, Scudder, Rodeberg, Peeler, Holmes and Campbell were present, Mayor Brenner presiding over re- mainder of meeting. It appeared that the water pressure readings in Indian Hills showed sufficient pressure Chief Wingo said the last fire that was had in Indian Hills, in the area referred to, the water pressure was sufficient. Rodeberg reported that Don Sneed asked her to again view the water drainage situa- tion at his place of residence in Indian Hills. This matter was discussed. Bill Bright, Chairman of Planning Commission brought before the Mayor and Board the suggested recommendations of the Planning Commission for certain changes to be made in the Zoning Ordinance. Clifton, Gunderson & Co. presented a proposal dated August 19, 1980, to the City of Riverside for auditing the City's Books. This matter was discussed. Scudder moved that Clifton, Gunderson & Co.'s proposal of August 19, 1980, for the auditing of the City's books for the sum $2000 to $2500 be accepted, sconded by Rodeberg the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye. The Mayor and Board authorized Attorney Don Witt and Scudder to attempt to acquire certain property through the sales for taxes auction at the Court House in Platte City, for a sum not to exceed $10,000. A discussion was had with regard to improving Northwood Road and the Special Road District is to be advised of the deeds which have been secured. Chief Wingo asked for authority to trade in 18 guns from the City's collection and in lieu thereof receive six new Model 870 and bring the two guns the City has to the same specifications as the six new Model 870, which would give the City a total of eight guns all of the same Model. Scudder moved that the City authorize Chief Wingo to trade the 18 guns in according to his proposal and receive the six new Model 870 guns and to bring the City's other two guns up to the same specifications as the six new guns, all in accordance with Chief Wingo's said proposal, seconded by Rodeberg, the roll was called and votes were as fol- lows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye. West moved that Bill No. D-80-23 being bill providing for the appropriation of money out of the General Fund of the City of Riverside, Missouri for the payment of certain indebtedness as listed therein be placed on its first reading, seconded by Scudder, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye. Rodeberg moved that Bill No. D-80-23 be placed on its third reading and upon passage of same become Ord. No. D-80-23, seconded by Scudder, the roll was called and votes were as follows: West, Scudder, Rodeberg, Peeler, Holmes and Campbell voted aye; said Bill weas accordingly read, attached hereto and made a part hereof, approved by Mayor Brenner and became Ord. No. D-80-23. There being no further business, upon motion made, seconded and passed, meeting adjourned at 11:40 p.m. ~~ ~~
