• MINUTES OF REGULAR MEETING OF THE
BOARD OF ALDERMEN
CITY OF RIVERSIDE, MISSOURI
JANUARY 15, 1980
A regular meeting of the Board of Aldermen of the City of Riverside,
.~issouri was held in the City Hall in Riverside, MO on January 15, 1980,
at 7:30 p.m. On a roll call, Aldermen Holmes, Peeler, Brenner, Scudder
and West were present, Rodeberg absent, and Mayor Yon calling said meet-

It was 'greed by the Board to dispense with the reading of the
minutes of December 18, 1979.
West moved that Bill No. 80-1 being bill providing for the payment
of certain indebtedness as listed therein be placed on its first reading,
seconded by Scudder, the roll was called and the votes were as follows:
Holmes, Peeler, Brenner, Scudder and West voted aye; Rodeberg absent;
said bill was accordingly read.
Scudder moved that Bill 80-1 be placed on its second reading,
seconded by Brenner, the roll was called and votes were as follows: Hol-
mes, Peeler, Brenner, Scudder and West voted aye; Rodeberg absent; said
bill was accordingly read.
Brenner moved that Bill No. 80-1 be placed on its third reading
and upon passage of same become Ord. No. 80-1, seconded by West, the
roll was called and votes were as follows: Holmes, Peeler, Brenner, Scud-
der and West voted aye; said bill was accordingly read, attached hereto
and made a part hereof, approved by Mayor Young and became Ord. No. 80-
Mrs. Elder, 4801 N.W. Gateway, Riverside, M0. presented license
application for Gateway One, 4600 N.W. Gateway, Riverside, MO. (Res-
taurant). The application was approved subject to receiving notification
for the Health Department that this place was in order to operate the
restaurant, and subject to the payment of the fee.
Doyle L. Burris, 18009 East 27th Street, Independence, M0. 64105,
presented application for license to operate Mr. Doyle's Deli and Sandwich
Shop at 4710 N.W. Gateway, Riverside, M0. said application was approved
subject to the payment of the fee.
Jeff Davis, reprsenting Quick Trip presented plans and application
for remodeling the gasoline pumps' area at their place of business on
N.W. Gateway. It appeared that the application had been approved by
the Planning Commission, however the plans were not approved by the Plan-
ning Commission; also there was not a plot plan presented. He was advis-
ed that the plans should be presented to the Planning Commission for
approval and also they will have to be approved by the City Engineer.
Larry Cummins, represnting Cosmos presented plans for remodeling
the Cosmos. The Board suggested that he also have windows in the doors
and that the plans would have to be approved by the Engineer before the
Board could approve same.
.__ Alan Box, 4411 Hon Drive, Riverside, Mo. inquired as to whether
or mot he could build a building_• behind Quick Trip and also behind the
the motel on Vivian Road. It appeared this would have to be check into
and he is to return to the next meeting in Feburary.

William Latta and Yendall Beans were present to talk to the Mayor
and Board with regard to the sports complex they plan to build.
A recess was called. Meeting reconvened. The Roll was called
and Holmes, Peeler, Brenner and Scudder were present. West excused this
portion of meeting and Rodeberg absent.
There was continuation of discussion with the Board and Mayor and Latta
and Beans.
It was suggested that Mr. Latta see if he could get the property
owners along Mattox Road to donate property for widening of the road,
and he to see if he can get records as to the width of this road before
securing the property.
Warren Brenner inquired with regard to the zoning where his build-
ing is located on N.W. Gateway. The Mayor and Board and City Attorney
advised that at the next Planning Commission, this matter would be taken
care of along with other zoning matters.
Scudder moved that the City accept the recommendation
of the Planning Commission on the Watkins request for rezoning and agree
that the rezoning should be denied, Brenner seconded the motion, a vote
Aaas taken as follows: Holmes, Brenner, Peeler and Scudder voted aye;
_ West and Rodeberg absent.

Ci" Scudder moved that the City purchase from McKay two police vehicles
for the sum of $6,581.50 per vehicle (1980 Buicks), and that the delivery
will be in 45 days, seconded by Brenner, the roll was called and votes
were as follows: Holmes, Peeler, Brenner and Scudder aye; Rodeberg and
West absent.
Brenner moved that the City accept the recommendation of the Win-
go, Chief Public Safety Officer, that we employ Phyllis D. Arndt, as
Communication Specialist, effective January 1, 1980, seconded by Scudder,
the roll was called and votes were as follows: Holmes, Peeler, Brenner
and Scudder voted aye; Rodeberg and West absent.
There being no further business, upon motion made seconded and
duly passed, meeting adjourned at 12:30 a.m. January 16, 1980.

The Honorable Mayor and Members
of the Board of Aldermen,
City of Riverside, Missouri:
We have examined the financial statements of the various .funds and account
groups of the City of Riverside, Missouri (ORS X126-2-083-011) for the three
years ended June 30, 1979 and have issued our report thereon dated August 29,
1979. Our examination was made in accordance with generally accepted auditing
standards and accordingly included such tests of the accounting records and
such other auditing procedures as we considered necessary in the circumstances.
In connection with our examination, we also (1) performed tests of compli-
ance with the Revenue Sharing and Antirecession Fiscal Assistance Acts and
regulations as required by Sections II.C.3. and III.C.3. of the "Audit
Guide and Standards for Revenue Sharing and Antirecession Fiscal Assistance
Fund Recipients (Guide) issued by the Office of Revenue Sharing, U.S. Department
of the Treasury, and (2) compared the data on Bureau of Census Form RS-9 with
the unaudited records of the City of Riverside as required by Sections II.
of the "Guide". Our findings are set forth below:
a. Publication of notices required by Section 51.12 of the Act
in connection with the use reports were not observed for fiscal
years ended June 30, 1979 and prior.
b. Publication of notices required by Section 51.13 of the Act
in connection with the proposed use hearings were not observed
for fiscal years ended June 30, 1978 and prior.
c. Publication of notices required by Section 51.14 of the Act
in connection with budget hearings were not observed for fiscal
years ended June 30, 1979 and prior.
Based on these procedures, except for the above, we noted no instance of
noncompliance with the regulations and no material differences between the
data ou Bureau of Census Form RS-9 and the records of the City of Riverside for
the three years ended June 30, 1979.
