HomeMy WebLinkAbout1979-09-04REGULAR MEETING OF THE BOARD OF ALDERMEN CITY OF RIVERSIDE, MISSOURI September 4, 1979 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall in Riverside, Missouri on Septem- ber 4, 1979, at 7:30 p.m. On a roll call, aldermen Holmes, Peeler, Rodeberg, Brenner, Scudder and West were present. Said meeting was called to order by Mayor Young. Minutes of meeting of August 21, 1979, were read and approved as corrected. Albert and,CArolyn Bowman, 4503 N. Charlotte, K.C.,MO 64116 presented application for Bowman's Beauty Botique at 2709 N.W. Vivian Road, for Hair Dressing shop, said application was approved subject to the payment of the fee. Mrs. Diva Sorrentino, 2124 N.E. Parvin Road, K.C., MO 64116 presented application for Rosina's Card and Gift shop at 4435 N.W. Gateway, said application was approved subject to the payment ofthe fee. BobKnoth, 3111 N.E. 59th Terr., K.C., Mo. 64119, presented application for aign' ~'x5' a.t his place of business on 2802 N.W. Platte Road (Lancer Electdric Company), said application was approved subject to the payment of the fee. Rose Selleck, 4734 Platte Purchase Drive, spoke to the Mayor and Board of Aldermen regarding a play area for the children at 3021 N.W. 47th Street (Riverside Townhouses). She also presented application for 5'x5' sign which was approved subject to the payment of the fee. With regard to the playground, the Mayor and Board are to look into this matter and see what can be worked out and will meet again with M s. Selleck. Ms. Selleck stated there were approximately 300 children at the apartment units. Dale Latham, 9837 Overbrook Ct., Leawood, Kansas 66206, phone 381-1280 inquired with regard to his building a Soft Ball Complex, he has two different pieces of property upon which he would like to build this complex, however, he needed to know whether or not the city would approve his having liquor at his restaurant which he plans to build along with the project and also what would be done with the street leading to the property that he is looking A~ at to put the project on. The Board advised that with regard to C~ the road, it would be for him to see that the road would be-:~t~ ^^^e and an answer with regard to the selling of liquor at uL the restaurant was tabled. _. Bessie and Clarence Watkins, 5308 N.W. Waukomis Drive 64151 inquired with regard to their having a ceramic shop on the 1-1/2 acres of property almost directly across from Eangle Animal Hospital, they wanted to purchase this property and build a new house and have the ceramic shop in the house, they planned to leave the old house and also the barn. It appeared that this locati~r. zoned for this type of business. Reg. Meeting -" Pale 2, Sept. 4, 1979 Steve Weixelman, 3708 South Drive, presented application and drawing for building of a deck on the back of duplex at above address. Said application was approved subject to the payment of the fee. Gregg Houston inquired with regard to his building a large slide on the hillside across No. 9 Highway from Sutherland Lumber Company and after a discussion of whether or not this was zoned for this type of busines, it was decided this was not zoned properly, but it would be investigated further. James and Lucille Dempsey were interested in starting a County wide taxi service out of Platte City, they would like a letter from the stating that it would be in order for their operating within the City of Riverside, and this letter would be forthcoming. A recess was called. Meeting reconvened. The roll was called and aldermen Holmes, Peeler, Rodeberg, Brenner, Scudder and West were present, Mayor Young preciding over remainder of meeting. Bids for removing two trees from City right of way were received The location of the trees are 4920 Highdrive and 4404 N W Pawnee. Hanson Tree & Lawn Service $850.00 Brown's Tree Expert (estimate) 1175.00 Expert Tree Co. 1025.00 Jenning Tree & Law Care 1025.00 The Board decided to accept the lowest bid, however a letter should be writtento Hanson Tree & Lawn Service setting forth what is expected to be done and a certificate of insurance should be furnished the city. This letter should be sent in duplicate and the copy signed appropriate person of Hanson Tree & Lawn and returned to the City. An undated letter received by the City on September 4, 1979, from K. B. Kern was read. This pertained to proposed business to be in the same building as his place of lbusiness at 4706 N W Gateway. It was reported that Brenner and Mayor Young made a tour of the City viewing the streets and in the process they saw someone dumping rock in the creek in back of Bill's D-X and advised them that this was not legal. A letter is to be written Mr. Wilkie, owner of the building requesting that he come to the next meeting. There will be a meeting on September 5, 1979 at 7:30 p.m. at Weatherby City Hall and all Board Members and Mayor are invited to attend. The matter of the costs of the elections in Riverside was discussed and it was decided to write the County Clerk Joan Cox a letter asking if she could be at one of our meetings in the near future to discuss this matter. Reg. Meeting - Page 3. • Scudder moved that West and Rodeberg get bids on the City CD's ($350,000), and invest with the bank giving the best interest, seconded by Brenner, the Roll was called and votes were as follows: Holmes, Rodeberg, Peeler, Brenner, Scudder and West voted aye. It was announced that Ruth Collier resigned as of Aug. 31, 1979. An add has been run in the papers for this position. Officer Wingo requested that the Police Committee meet an early date. This meeting is to be September 11, 1979 at Mr. West Office. Rodeberg moved that the City accept Officer Wingo's recommendation to hire Lloyd K. Gilbert as reserve Public Safety Officer, seconded by Brenner, the roll was called and votes were as follows: Holmes, Peeler, Brenner, Rodeberg, Scudder and West voted aye; Peeler inquired with regard to having up to date City Map and this is to be checked out. With regard to requests for spot zoning, it was the Mayor and Board's opinion that this would not be to the best advantage of the City. It was brought out that at 4716 Highdrive that it appeared the person was operating a business out of his house and that Officer Wingo should advise him that this is not in the proper zone. It also appeared that at 4812 Highdrive that a person was operating a business here also, and that they should be notified that it is not in proper zone. It was brought ut t heck the zoning for vehicle body shops for the purpose of .pexha ~auug them along the main thorougtf'fare within the City. This uld be in estigated further. There being no further business, upon motion made, seconded and passed, meeting adjourned at 11:42 p.m. --C;•r MEMO T0: Mayor Ed Young and Councilman Scudder, of Riverside, MO I have been made aware of .an application for a zoning change for the Brenner Building in which our company operates a tavern. We are not going to oppose this zoning in an open meeting. However, we want to point out to you that this building was built with a common ceiling loft; it is the only fresh air return. The partitions are of the flimsiest construction possible. You can hear a conversation through them. We' believe that anyone~'should be permitted to operate a business, as long as it does not impe~til another business. I do not think that an y auto repair business is compatible with the other businesses in this building. //' My attorney advises me that in the event any of my customers get sick or are killed by. carbon monoxide or other gases, or are caused to leave ;r this plate 6y noise polut~on, or damage my parking, which I have had for ~~ 12 years, that we would have a dust cause for a $250,000.00 lawsuit. ~ J~ He further states hat the City of Riverside would be tied into ;,~ the suit. ~~ We have had from ~0 to 15 unlicensed old cars around the old apart nt house. If we get aboutlthat many north of this building, he area will look like Mackintire Heights, the funkiest of all subdivision _ We seek no confrolntations; however, we will insist that our busi~iesa is not put in jeopardy. ~ The State Public Health Department has informed me that they will shut' this building down if there are any complaints about gases or any other potential dangers,-such as explosions from gas fumes.
