March 6, 1979 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri, on March 6, 1979, at 7:30 p_m. Upon a roll call, aldermen Peeler, Rodeberg, Scudder, West and Swetnam were present, Brenner, absent; and Mayor Young calling said meeting to order. The Minutes of February 20, 1979, were read and approved as read. Mrs. Oliva L. Morrison, 1220 NW 57th Street, K. C., Mo 64118, presented application for delicatessen type of business at 4710 NW Gateway (run prior by Mrs. Fries). The application was approved subject to the payment of the fee. Young reported he contacted Mr. and said progress is being made. Caldwell with regard to the drecjge The matter of Lake Waukomis Dam was discussed and this matter i; to be followed thru and kept up to date oiu un-till the situat~on is undercontrol. ~~~/~~z ,_~ow C~~, G`~~cc~r ~ /,~ e'~/yG- co ~~ .~~s Peeler advise hat Mr. Herzog inquired of him whether he would need a permit to -- the other pars ~f his business is hooked into the sewer. It appeared that there should be no need for a }uermit to do this, since Mr. Herzog stated a] the work would be on the inside of the building. A resident from Merrimac Street was in to inquire about the tra: barrels on the street right of way, that this was not in good taste, thatpbpple also used the barrels to burn trash in. The people pickier up t:he trash would not pick up the barrels since they were not the regulatory barrels with hero handles. There were also several automobiles non-operative on the peoples premises. She was advised that this would be looked into and see what could be done to clean up this area. Swetnam reported on the Baseball Diamond and said the insurance people wanted the bleachers to be moved to the south and if not, they should be put on a concrete pad and steps running down from them. This is to be reported to whoever is in charge of the Little League to see if they would do this. Young called Gerald Adams of the emergency department of the Corps of Engineers and said they were making a study on Lake Waukomis Dam and recommended that the water be lowered 10' and they recommended the way to repair the dam. A written memo or letter is to be written .o Lake Waukomis so that the matter would be on record. Rodeberg moved that the City authorize the Commissioner of Finance and the Mayor to take bids on $100,000 coming due on March 12; $100,000 on March 16 and $150,000 on March 15 and to use their discretion to Page 2, Reg. Meeting March 6, 1979 to place said sums with the highest and bit bidder at such regulation of time not to exceed one year and same be secured for safe keeping as required by Missouri Law; also that the bids-are to be listed and are to be made permanent record; seconded by Swetnam, the roll was called and votes were as follows: Peeler, Rodeberg, Scudder, Swetnam, and Telest voted aye; Brenner absent. Swetnam moved that Bill No. 79-4 being bill restricting the number of liquor licenses within the City of Riverside, be placed on its first reading, sem nded by Rodeberg, the roll was called and votes were as fn'D_ows: Peeler, Rodeberg, West and Swetnam voted aye; Brenner absent, and Scudder voting nay; said bill was accordingly redd. Swetnam moved that Bill No. 79-4 be placed on its second reading, seconded by Rodeberg, the roll was called and votes were as follows: Peeler, Rodeberg, Scudder, West and Swetnam voted aye; Brenner absent. Said bill was accordingly read. Rodeberg, moved that Bill No.79-4 be placed on its third reading and .upon passage of same become Ord. No. 79-4, seconded by Scudder, the roll was called and votes were as follows: Peeler, Rodeberg, Scudder, West and Swetnam voted aye; Brenner absent; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Young and became Ord. No. 79-4. Scudder, moved that Bill No. 79-5 being bill amending Section 12-J relative to determination of what constitutes a Reatuarant Bar, seconded by West, the roll was called and votes were as follows: Peeler, Rodeberg, Scudder, West and Swetnam voted aye; Brenner absent; said bill was according: ly read. West moved that Bill No. 79-5 be placed on its second reading, seconded by Scudder, the roll was called and votes were as follows: Peeler, Rodeberg, Scudder, Swetnam and West voted aye; Brenner absent; said bill was accordingly read. Scudder moved that Bill No. 79-5 be placed m its third reading and upon passage of same become Ord. No. 79-5, seconded by West, the roll was called and votes were as follows: Peeler, Rodeberg, Scudder, West and Swetnam voted aye; Brenner absent; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Young and became Ord. No.79- The Board authorized to have the City a®untant, Bill Bright, C.P.A. to make a spot audit regarding the Utility tax. There being no further business upon motion made, seconded and passed meeting adjourned at 10:30 p.m. ~,
