December 19, 1978
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri was held in the city hall in Riverside, Missouri on December 19,
1978, at 7:30 p.m. and upon a roll call, Aldermen Peeler, Rodeberg, Brenner
West and Swetnam were p~gsent, Scudder, absent, and Mayor Young calling
said meeting to order.
The minutes of December 5, 1978, were read and approved as corrected.
The minutes of Novemberll, 1978 were corrected by inserting a paragraph
which was inadvertedly omitted.
Alfred Renner was present and advised that he still could not get the
construction company to chip andoil the parking area around his building.
The Board understood the situation and would allow the business to operate
with the understanding that it will be paved as soon as possible.
Lawrence W. Ralston, 8707 N. Troost, K.C., Mo. presented application for
sign at his place of business at 2640 W.Platte Road. The application was
approved with the understanding that he is to keep the sign from frashing on
and off. He stated he would do this.
Donnie L. Schultz of Acme Sign Hanger Co. presented application to instal]
some price signs on the free standing sign, this applicatio was approv d
an~~to p~qk~ all the stand signs on the groundll~'r~~~-~+`~~
A letter was rea rom MrT~ and Mrs.. King in thanks for the flowers
sent them for their 50th Wedding Anniversary.
A letter was read from John E. Shaw for C. R. Melugin, Jr. Department of
Transportation, Federal Aviation Administration, dated December 6, 1978.
The matter of having the occupation license on body repair shops (auto)
restaurants and bars every three months or twice a year was discussed.
The health ordinance was discussed and is to be discussed further.
A recess was called. Meeting reconvened, and roll was called. Peeler,
Rodeberg, Brenner, West and Swetnam present, Scudder absent, Mayor Young
preciding over remainder of me~ ing,. ,

The matter of accepting t~e,~property in Plantation Addition was discussed
and upon motion by West that the City accept the property if the wording
"or other City uses" be added, seconded by Rodeberg, the roll was called and
votes were as follows: Peeler, Rodeberg, Brenner, West and Swetnam voted aye;
Scudder absent, said Bill No. 78-29 was pladed on its first reading.
Rodeberg moved that Bill No. 78-29 be placed on its second reading,
seconded by West, the roll was called and votes were as follows: Peeler,
Rodeberg, Brenner, West and Swetnam voted aye; Scudder absent, said bill was
accordingly read.
_ Swetnam moved that Bill No. 78-29 be placed on its third reading and
upon passage of same become Ord. No. 78-29, seconded by West, the roll was
called and votes were as follows: Peeler, Rodeberg, Brenner, West, Swetnam
voted aye; Scudder absent said bill No. 78-29 was accordingly read, approved
by Mayor Young, attached hereto and made a part hereof and became Ord. No.

Witt reported that he was working on the contract with the Water Company
pertaining to the extension of line to the City Hall and also asked the City
whether the City wanted to seed and sod the part the Water Company would
dig up; and the Board advised that the City would do the seeding and soding /
West moved teat Bill No. 78-30 being bill amending 1l.l, sub section 4 of
the City Code setting the terms of occupation license for certain types of
business, seconded by Brenner, the roll was called and votes were as follows:
Brenner, Peeler, Rodeberg, West and Swetnam voted aye; Scudder absent;
said bill w as accordingly read.

attached hereto and made a part hereof and become Ord. No. 78-30.
(This Ordinance pertains to Restaurants, bars and or establishments serving
liquor - making license for 6month period)
West moved that Bill No. /8-31 being bill amending 12.1, sub-section 4,
by adding an additional paragraph be placed on its first reading, seconded b~
Brenner, the roll was called and votes were as follows: Peeler, Rodeberg,
Brenner, West and Swetnam voted aye; Scudder absent; said bill was according]

West moved that bill No. 78-31 be placed on its second reading, seconded
by Brenner, the roll was called and votes were as follows: Rodeberg, Peeler
Brenner, West and Swetnam voted aye; Scudder absent; said bill was according]
read.
West moved that Bill No. 78-31 be placed on its third reading and upon
passage of same become Ord. No. 78-31, seconded by Rodeberg, the roll was ca]
led and votes were as follows:Peeler, Rodeberg, Brenner, West and Swetnam
voted aye; Scudder absent; said bill was accordingly read, approved by Mayor
Young, attached hereto and made a part hereof and became Ord No. 7t3-31.
The Board agreed to have Mr. Witt write letters to L and T. Body Shop
and Bsette concerning the condition of their places of business.

West moved that the Cityn~ Mike's Toys, Easy Wash, Cosmos with
regarding their flashing light signs which are inviolation of the City Ordin-
ance, seconded by Swetnam the roll was called and votes were as follows;
Peeler, Rodeberg, Brenner, West and Swetnam voted aye; Scudder absent;
Certain portions of the Liquor Ordinance were discussed and it was
agreed upon to have 5 license under Class C; two under Class D; and "l under
Class E.
West moved that the City adopt a resolution allowing the establishments
--..- selling liquor by the drink to remain open from 1:00 p.m. on December 31,
1978 to 1:30 a.m. January 1, 1979, seconded by Rodeberg, the roll was called
and votes were as follows: Peeler, Rodeberg, Brenner, West, Swetnam voted
aye; Scudder absent;

~~ West moved that Bill No. 78-32 being bill providing for the appropriation
of money out of the general fund of the City of Riverside, Missouri for
the payment of certain indebtedness as listed therein be placed on its first
reading, seconded by Rodeberg, the roll was called and votes were as follows:
Peeler, Rodeberg, Brenner, West and Swetnam voted aye; Scudder absent;
said bill was accordingly read.
Swetnam moved that Bill No. 78-3'L be placed on its second reading, seconde
by Brenner, the roll was called and votes were as follows: Peeler, Rodeberg
Brenner, West and Swetnam voted aye; Scudder absent; said bill was accordingl
read.
Rodeberg moved that Bill No. 78-3'l be placed on its third reading and
upon passage of same become Ord. No. 78-32, seconded by West, the roll was
called and votes were as follows: Rodeberg, Peeler, Brenner, West and
Swetnam voted aye; Scudder absent; ssaid bill was accordingly read, approved
by Mayor Young, attached hereto and became a part hereof.
Gary Hohimer is to check to see if the contract people are covered under
our insurance.
There being no further busines, upon motion made, seconded and passed
meeting adjourned at /~;~ O a.m. December 20, 1978.
