OF RIVERSIDE
October 3, 1978
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri was held in the City Hall in Riverside, Missouri, on October $,
1978, at 7:30 pm. Upon a roll call, aldermen Peebr, Brenner, Scudder,
West and Swetnam were present, Rodeberg absent, and Mayor Young calling
said meeting to order.
The minutes of September 19, 1978, were read and approved.
The Southern Clay JC's wives presented applicatirn to sell soft..
drinks and candy and hot dogs at the Haunted Hause'~ocated on NW Gateway,
said application was approved and fee waived account of this being a none
for profit business.
q~ y ewis of TownHouse Apt. Complex presented a building application
fo ~a~~Tie school bus stop, and could be used as a guardhouse should
the situation need. This matter was discussed. `
Scudder moved that this be approved and permit issued for a~two- ~'
year period, seconded by West, the roll was called and votes were as ~`~"J
follows: Peeler, Brenner, Scudder West and Swetnam voted aye; Rodeberg
absent.
Wilburn Poe, 3002 Florence Road, Riverside, presented application
for addition to their house at same location. Said application was
approved subject to the payment of the fee.
Ralph O Wright of North Crest Apartments presented applicationfor
the building of an office building at 5105 NW Gateway, said applicatirn
was approved subject to the payment of the fee.
Mike Koska of Mike's Fireworks, presented preliminary drawing
for building, they wanted to started the work on installing the piers
only and this would not mean that they could comtinue the building ~ ~'

West moved that a permit be given to Mike Koska for the building of
the piers subject to their being approved by Larkin and Associates, then
the complete drawings with application are to go before the planning
commission, a~roval by Larkin and Associates to be gotten along with
recommendation of the Planning Commission too, before the matter is
presented to the Board, seconded by Scudder, the roll was called and
votes were as follows: Peeler, Brenner, Scudder, West and Swetnam
voted aye; Rodeberg absent.
Richard E. McDaniel, 3743 NE 46th St. Terr, presented liquor license
applict~inn for the Silver Fox. This matter was discussed. It appeared
that there should be more exit doors, the rest rooms improved and
that the building be put on public sewers. It was suggested that the

owner of the business be informed of this ;matter, and that Gary Hohimer
take someone with him from the Fire Commission to see if there should be
more exits and where they should be.
A recess was called. Meeting reconvened. The roll was called and
Peeler, Brenner, Scudder, West and Swetnam were present, Rodeberg, absent
and Mayor Young presiding over remainder of meeting.
Don Witt is to see if Mike Koska's locatin for the new building
is going to be in the proper zoning and will report back on this matter
to the City and Mike.
John S. Newberry spoke on"behalf of Gladstone Cab Co. to operateC
cabs in Riverside, they would like to find a location to operate out
of, and wanted to get with the Towing Company on west Platte Road,
however this party has to January to operate the business and if
the area around it is not black topped then they will hot have
license to operate longer.
West moved that Bill No. 78-20, being bill providing for the
provisions of the Taxi Companies to operate within the City of
Riverside, seconded by Scudder, the roll was called and votes were as
follows: Peeler, Brenner, Scudder, West and Swetnam voted aye; Rodeberg,
absent; said bill was accordingly read.
Brenner moved that Bill No. 78-20 be placed on its second reading,
seconded by Scudder, the roll was called votes were as follows: Peeler,
Brenner, Scudder, West and SF~uetnam voted aye; Rodeberg, absent; said
bill was accordingly read.
Swetnam moved that bill No. 78-20 be placed on its third reading
and upon passage of same become Ord. No. 78-20, seconded by West, the
roll was called and votes were as follows, Peeler, Brenner, Scudder,
West and Swetnam voted aye; Rodeberg absent; said bill was accordingly
read, attached hereto and made a part hereof, approved by Mayor Young
and became Ord. No. 78-20.
West moved that Gladstone Cab Company of ~208B North Oal: Street
Trafficway, Gldstone, Missouri, be given permit to operate their
business in the City of Riverside, according the the ordinance, seconded
by Brenner, the roll was called and votes we re as follows: Peeler, Brenner,
Scudder, West and Swetnam voted aye; Rodeberg absent.
West moved that Bill No. 78-2f, being bill designating a city
depository and an additional depository for city funds, directing the
manner of deposit of said funds and authorizing the execution of certain
depository instruments, seconded by Swetnam, the roll was called and votes
were as follows: Peeler, Brenner, Scudder, West and Swetnam voted aye;
Rodeberg absent, said bill was accordingly read.
West moved that Bill No. 78-21 be placed on its second reading, seconded

ly read.
Swetnam moved that Bill No. 78-21 be placed on its third reading and
upon passage of same become Ordinance No. 78-22, seconded by Peeler, the
roll was called and votes were as follows: Peeler, Brenner, Scudder, West,
Swetnam voted aye; Rodeberg absent; said bill was accordingly read, attached
hereto and made a part hereof, approved by Mayor Young and became Ord. No. 78-2:
West moved that Bill No. 78-22 being bill repealing all prior ordinances
on the topic of prostitution, enacting a new section of the Criminal:Code
dealing with prostitution and the penalties therefor to be known as
Section 23.006 of the Criminal Code of Riverside, Missouri, seconded by
Brenner, the roll was called and votes were as follows: Peeler, Brenner,
Scudder, West, Swetnam voted aye; Rodeberg, Absent, said bill was accordingly
read.
West moved that Bill No. 78-22 be placed on its second reading,
seconded by Scudder, the roll was called and votes were as follows: Peeler,
Brenner, Scudder, West and Swetnam voted aye; Rodeberg, Absent, said bill
was accordingly read.
Brenner, moved that Bill No. 78-22 be placed on its third reading and
upon pas~g a of same become Ord. No. 78-22, seconded by Swetnam, the roll..

Swetnam voted aye; Rodeberg, absent; said bill was accordingly read,

Brenner moved that Bill No. 78-23, being bill repealing Section 23,004
of the Criminal Code of the City of Riverside, Missouri, seconded by West,
the roll was called and votes were as follows: Peeler, Brenner, Scudder,
West and Swetnam voted aye; Rodeberg absent; said bill was accordingly read.
West moved that Bill No. 78-23 be placed on its second reading, seconded
by Brenner, the roll was called and votes were as follows: Peeler, Brenner,
Scudder, West and Swetnam voted aye; Rodeberg absent; said bill was according-
ly read.
Swetnam moved that Bill No. 78-23 be placed on its third Breading,
seconded by Brenner, the roll was called and votes were as follows: Peeler,
Brenner, Scudder, West and Swetnam voted aye; Rodeberg absent; said bill was
accordingly read, attached hereto and made a part hereof, approved by the
Mayor and became ordinance No. 78-23.
Swetnam moved that Bill No. 78-2?~ be placed on its first reading,
said bill repealing all prior ordinances on the topic of pornography,
enacting a new section of the criminal code dealing with pornography and
the penalties therefor to belmown as Section 23.007, of the Criminal Code
of Riverside, Missouri, seconded by West, the roll was called and votes

Brenner, moved that Bill No. 78-24 be placed on its second reading,
seconded by Scudder, the roll was called and votes were ae follows:

Swetnam moved that Bill No. 7824 be placed on its third reading and upon
'passage of same become Ord. No. ;78-24, seconded by West, the rollv~as called
and votes were as follows: Peeler, Brenner, Scudder, West and Swetnam voted
aye; Rodeberg, absent; said bill was accordingly read, attached hereto and
made a part hereof, approved by Mayor Young and became Ord. No. 78-24.

Attorney Witt is to check into the a~e~,~of Green's Trailer Court
Suit and also H. Brenner's house ~ °~atter.
The outdoor siren matter was discussed and two bids as follows were
received: Law Enforcement of Kansas Clay $4,592.75 Roof * $350 on pole;
Koptronics $4,565.42 Roof + 350.00 pole.
David Brenner moved that the City award the oontract to Koptronics
for the siren for the sum of $4,565.42, seconded by Swetnam, the roll was
called and votes were as follows: Peeler, Brenner, West_ and Swetnam voted
aye; Scudder nay; Rodeberg absent. ~~
