• Board of Aldermen of City of Riverside
August 9, 1978.
A special meeting of the Board of Aldermen of the City of
Riverside, Missouri, was held in the City Hall in Riverside, Missouri,
on August 9, 1978, at 7:30 p.m. Upon a roll call, aldermen Peeler absent;
Brenner, Rodeberg, Scudder, West and Swetnam were present, Mayor
Young calling said meeting to order.
West moved that we dispense with the reading of the minutes
of August 1, 1978, seconded by Rodeberg, the roll was called and
votes were as follows: Peeler absent; Brenner, Rodeberg, Scudder,
West and Swetnam voted aye.
Mayor Young announced the purpose of the meeting was to
open the bids received for the repair of the streets as summer
season was coming to an end; and to take care of any other business
which may come before the Board.
Peeler present this portion of the meeting.
Ben Binegar, 516 N.W. Cherokee, Indian Hills presented
application for house in Indian Hills Third Addition, Lot 3, Block 3.
This matter was discussed. A recess was called and the Board and
Mayor and all other interested parties went to the area involved
in this application.
Meeting reconvened, the roll was called and Peeler, Brenner,
Rodeberg, Scudder, West and Swetnam prepent, Mayor presiding over
meeting.
Brenner moved that with regard to this building permit, that on
Lot 3 on the property line that joins Lot 2 Mr. Bineger should provide
a burro in some manner to carry the water that falls on his lot to the
back utility poles and extend the drainage ditch that somes from Lot 4
along the back of his Lot 3 behind the ufili~y pole on Lot 2 and
with Mr. d Mrs. Gustapason's permission to improve the ditch
~-LQ along th ^wa er way that now exists on the back side of Lot 2; that
_~ this be shown on the plot plan; that Mr. Binegar get an occupancy
permit before the house is sold or occupied; seconded by Scudder,
the roll was called and votes were as follows: Peeler, Brenner,
Rodeberg, Scudder, West and Swetnam voted aye.
Mr. Binegar is to bring the correct plot plan and drawings to
the meeting on Tuesday, August 15, 1978, for approval.
Jake Hannah, 5112 N. Merrimac, presented application for storage
Building 40'x30'. Sendder moved that Jake Hannah's application be
approved subject to a special use permit, seconded by Brenner, the roll '
was called and votes were as follows: Peeler, Brenner, Rodeberg, Scudder,
West and Swetnam voted aye. _ ~~ ~.~~~

The correct procedure to resurface Osage drele was discussed;
it was thought more information should be gotten with regard to the
drainage portion before something could be worked out.
Bids on the repair to the streets listed on the attached sheet
and made a part of these minutes were opened and were as follows:

The three above companies bid on the other items as listed on the
attached separate and the bids are set out on the sheet.
West moved that the bid on the first 13 items be awamhd to
Booth Asphalt Paving Co. for the sum of $22,779.25, seconded by
Swetnam, the roll was called and votes were as follows: Peeler, Brenner,
Rodeberg, Scudder, West and Swetnam voted aye.
Scudder moved that'the City Parking area be resurfaced with a 2" overlay
at the best price obtainable by the Road Committee, seconded by Rodeberg,
the roll was called and votes were as follows: Peeler, Brenner and West
nay; Rodeberg and Scudder aye; Swetnam absent.
West moved that the parking lot be shot and chipped at the best
price obtainable by the Road Committee, seconded by Peeler, the roll was
called and votes were as follows: Peeler, Scudder and West aye; Brenner,
Rodeberg and Swetnam nay; Young Nay.
Brenner moved that the parking lot be resurfaced with a 3" overlay,
at the bestprice obtainable by the Road Committee, seconded by West, the
roll was called and votes were as follows: Peeker, Brenner, Rodeberg,
West and Swetnam voted aye; Scudder Nay.
A letter from Mr. and Mrs. Joe Ponijan was read this was with regard
to repairing Homestead Road and Homestead Terrace.
David Williams of the Missouri Cities Water Company advised that
he is putting ~ie,Greystone Apartment complex on one water meter.

Scudder moved that $100,0"00 b~put in6-month CD, seconded by
Brenner, the roll was called and votes were as follows: Peeler, Brenner,
Rodeberg, Scudder, West and Swetnam voted aye.
