CITY OF RIVERSIDE, MISSOURI
April 4, 1978
A regular meeting of the Board of Aldermen of the City of Riverside,
was held in the city hall in Riverside, on April 4, 1978, at 7:30 p.m.
Upon a roll call, aldermen Rodeberg, Brenner, Best, Scudder and We'bt
were present, Swetnam absent this portion of meeting, and Mayor Young
calling said meeting to order.
The minutes of March 21, 1978, were read and approved.
Mr. Orville Harris, applied for license to do business at the
service station at 2710 West Platte Road (Junction.;of West Platte Road and
NW Gateway). This application is for Service Station and repairs.
Said application was approved subject to the payment of the fee. He
was requested to keep the place cleaned up and not have too many cars
being worked on around the area.
Philip J. Dearing, 3408 N.E. 72nd Street, Gladstone, Mo. presented
application to do business as Roofing and contracting Company. (Swetnam
present this portion of Meeting) This matter was discussed and it was
decided that this area (East of N.W.Gateway and East of Eag~De Animal
Hospital in that general vicinity) was not zoned for this type of business.
Mr. Kent Perry, Attorf~ey-for Bryant Corporation presented n

preliminary plans for building dust off of Riverpark Ro d e t of
Continental Engineering, he said just as soon as the drawings and
correctins on the Preliminary Plans are completed as requested by ~ ~
City Engineers, they will present the completed drawings. He explainedV"~ri` ~
the drawings and the way the building would be completed. The Boardfa~''~

Bill Hedgecock inquired if
authorizing the utility companies
to his property. This matter was

The Council grants permission to have utility meters
installed on the dedicated right of way to Mr. Hedgecock's
property in Northwood Acres (52nd and High Drive)."
Ms. Gail Richardsen, Manager of Northcrest Apartments inqu~d
as to the Dog and Cat ordinance and if it was enforced. She said she
had called the dispatcher to report a cat and was told the matter would
be looked into and no one ever showed up. She also said they are botherdd
with dogs in the area. The Mayor advised her this matter would be looked
into. Gary Hohimer reported that they did not have a record of her calling.

Mr. Moore of Missouri Cities Water Company was present and said
he had gotten the figures up for the City to have a sprinkler system
in the City Hall building and these figures would be good for 120 days.
He explained how this would be brought from the other side of the street
and how a water hydrant could be installed on this side of the street.
Mr. Moore also requested that the City}repare a resolution or letter
setting out how the new line they propose to put in along the Burlington
Northern Railroad on the Park College property would eliminate the

A discussion was had with regard to the hearing of the Missouri
Cities Water Company before the Missouri Public Service Commission.
It was suggested that Mr. Scudder contact Arthur King, attorney
representing the Cities at the hearing, to see what has bean done.
The subject of the Special Road District fund was discussed.
City Attorney Don Witt advised that the Road District that Platte City
is in is different from the Parkville special Road District and that
Platte City would have no trouble of disabandoning theirs but that
there would be considerable work to disabndon the Parkville Special
Road District. Don Witt also advised that he had been in touch with
the work that Senator Wilson was doing. The Board decided to put this
matter on the agenda in a month to see what Mr. Scudder could find out
on this matter.
Attorney Don Witt reported that the suit on Green's Trailer
Park was still pending and wanted to know what should be done. This .matter
was discussed and it was decided that the Mayor and Board decided to tour
the Trailer Park to see if those ordinances which were being violated
ware still in violation and if there were more items to be reported
that needed to be corrected and the results of the tour would be reported
to Don Witt.
Mrs. Rodeberg reported that there were many children on Pawnee
and Woodland Streets and there were also cars that seemed to exceed the
speed limit and that there seemed to be a danger ous situation and
wanted to know if something could be done about this to correct same.
Gary Hohimer stated that they would try to place patrolmen in the area
but that this was a difficult dituation.
It was brought up that the EPA should be contacted about the
dumping into Line Creek.
It appeared that there were several things that Mr. Meyers,
Northside Mobile Homes needed before he could start construction of
his building.-- He needs a letter or document, signed, certifying that
he is complying with the Flood Insurance requirements;

the ordinance requires 12 feet access to parking area -- in order
to accommodate 19 cars, needs 200 sq. ft. per car -- plans need to
be signed by a dertified engineer or architect.
There being no further business, upon motion by Scudder and
seconded by Best, meting adjourned at 11:50 p.m.
