HomeMy WebLinkAbout1977-11-15Minutes of Regular Meeting of Board of Aldermen of the City of Riverside, Missouri November 15, 1977 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City fall in Riverside, Missouri, on November 15, 1977, at 7:30 p.m. Upon a roll call, aldermen Rodeberg, Brenner, Best, Scudder, West and Swetnam were present, Mayor Young calling said meeting to order. The Minutes of November 1, 1977, were read and approved. John Franklin, 806 N. E. 113th Street, Kansas City, Missouri, presen- ted license :applicatinn for business at 2707 N,W. Platte - this was to be for .repair of automobiles getting them ready for resale. This matter was discussed - regarding parking the cars, leaving unrepaired cars on the lot for a length of time, etc. The Board members are to look the area over and will report back. Edward L. Gately, X712 N.W. Lilac Ct., K. C., Mo. 6151, presented application for license to operate Sonny's Automotive Repair at 2707 N.W. Platte Road, and also for a Tows-in Service office. This appeared to be the same location as the above and the matter was given the same consideration. Ronald E. Gabbert, RR#2, Box 442, Liberty, Mo. 64068, presented application for BoyBcoizt Troupe #214 to sell Xmas Trees at Red-X; West moved that Boy SCout Troupe #214 be issued an occupation license - no fee or bond required - for the non-profit sale of Xmas trees, all profit to go to Boy Scout'Troupe #214, secounded by Scudder, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye. Michael C. Wineinger, 4303 N. Hallview Circle, St. Joseph, MO 64503 presented application for Sign at Quad Central Housing Corp., said application was approved subject to thepayment of the fee. Don Alexander „3407 N.W.Vivian Road, Riverside, MO presented application fo~~ding at said address, this matter was discussed, upon motion by West that a building permit be issued to Don Alexander subject to receipt of a,. special use permit recommendation from the Planning Commission and subject to receipt of certification from the architect or land surveyor complying with build- ing use in the Floodway Fringe, seconded by Brenner, the roll was called and votes were as follows: Rodeber+4, Brenner, Best, Scudder, West and Swetnam voted aye. (J Colan Campbell presented building applicatin and some drawings for permit to place a building which was moved into the city on foundation, and the building is to be connected to his present building; also the building is to be served as a storage building. Mr. Campbell said the Planning Commission referred him to the Board. This matter was discussed and tabled until the Board could look at the bu3Hing and Page 2, November 18, 1977 Regular Meeting see if something could be worked out. A recess was called - meeting reconvened. The roll was called and Rodeberg, Brenner, Best, Scudder, West and Swetnam present, Mayor Young presiding over remainder of meeting. It was reported that the a~~oun#aak with the Missouri Municipal League setting~~up the bookkeeping is no longer with the Municipal League. This matter was discussed and would be checked out to see of another person would take his place. Brenner moved that Bill No.77-20 being bill providing for the appro- priation of money out of the general fund of the City of Riverside, Missouri for the payment of certain indebtedness as listed therein be placed on its first reading, seconded by Scudder, the roll was called and votes were as follows: Rodeberg, Brenner, West, Scudder, Best and Swetnam voted aye; said bill was accordingly read. West moved that Bill No. 77-20 be placed an its second reading, seconded, by Scudder, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye; said bill was accordingly read. Scudder, moved that rules be suspended and Bill No. 77-20 be placed on its third reading and upon passatle of same become Ord. No. 77-20, secon- ded by West, the roll was called and votes were as follows: Rodeberg, Brenner, West, Scudder, Best and Swetnam voted aye; said bill was accordingly redd, attached hereto and made a part hereof approved by Mayor Young and became Ord. No. 77-20.x[ Geary Hohimer reported that there were three men who completed the Pdlice School and he would like permission to hire Shell Harden Soper as a reserve; upon motion by Scudder that Shell Harden Soper be hired as a reserve officer, seconded by Rodeberg, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West, and Swetnam voted aye. Geary Hohimer reported that the City was in need of storage boxes for records and that the Missouri Surplus place had one-drawer file cabinets (metal) for $1.50 each plus .35 for hauling. Brenner moved that the city purchase 150 of the one-drawer file cabinets at $1.50 each plus .35 for hauling, seconded by Rodeberg, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West, and Swetnam voted aye. Regular Meeting Page 2, Nov. 15, 1977 Don Witt brought up the matter with regard to record keeping and the tickets issued by the Police Department - it was thought that a continuous recond of the number be kept for all tickets, including ones that have been voided, etc. 'i*his matter will be checked into further. Scudder moved that Bill No. 77-2 eing bill approving certain amendments to the Zoning Order andG''cev~ typographical errozs in section 13.106A, 13.703 and 13.711A be placed on its first reading, seconded by West, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye; said bill was according- ly read. West moved that Bill No. 77-21 be placed on its second reading, seconded by Scudder, the roll was called and votes were as follows: Rodeberg, Best, Brenner, Scudder, West and Swetnam voted aye; said bill was accordingly read. West moved that Bill No. 77-21 be placed on its third reading, seconded by Scudder, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Young and became Ord. No. 77-21. there being no further business, upon motion made, seconded and passed, meeting adjourned, - 10:50 p.m.
