A regular meeting of the•Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall in Riverside, Missouri, on October 18, 1977, at 7:30 p.m. Upon a roll call, aldermen Rodeberg, Brenner, Best, Scudder, West and Swetnam were present, said meeting was called to order by Mayor Young. The minutes of the meeting of October 4, 1977, were read and approved as read. Frank Wallace, 4601 Northwest Gateway, Riverside, presented license for cabinet shop. Said application was approved subject to the payment of the fee. z. Stewart Clare, 405 N.W. Woodland Road, Indian Hills present applica- tion for two buildings on the back of his property. This matter was dis- cussed and he was advised that there were restrictions for Indian Hills and aside from that the City Ordinance required that he place the buildings farther from his side property line and also farther from his house. Also the City requested that they have a drawing as to the way tY9e buildings will look. - Bill Bright, 4411 N.W. Pawnee Drive, Indian Hills presented license application for Pro-Aid Inc. (Mail Order business) - said application was approved subject to the payment of the fee. Richard Mathis, 4435 N.W. Gateway, Riverside, Missouri presented application for sign 1' x 20 foot, said appl~~,i,~~,, was approved subject to the payment of the fee. (this is for the~lte~~tate Business). The matter of the JC's having a Spook House in Mr. Young's building adjacent to the Post Office. LtJao~c.~cu~,~.~.~~ West moved that the JC's be given permission to install a temporary sign at the new Fata Building and that the sign permit fee and the license fee be waived; the purpose of the sign to display an enchanted castle pro- ject sponsored by the Southern Platte County JC's as a Haunted House for area youngsters; the project will be non-project and all proceeds from the cider, candy, misc. items to go to the Southern Platte County JC's for various community projects; the clean up deposit will be waived; howe~ the JC's will be expected to remove the sign and return the property of its original condition; the waiving of the sign permit and the :occupation license will expire the week end after November 1, 1977, seconded by Scudder, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye. It was recommended that a reserve police officer be available at the Haunted House during the times it is open. Page 2, Reg. Minutes October 18, 1977 fine matter of repealing the Blue Law was discussed. It was brought out that the city is in favor of endorsing the appeal of the Blue Law. Prior to this time, the City did adopt a resolution setting out its endorsing the Law. All the council members and mayor unanimously reaffirmed their endorsement for the a~~~l of the Blue Law. West moved that the Road Committee authorize Glen Hohimer to order and pick up the necessary sand and salt as needed in anticipation of the winter snow and ice, seconded by Scudder, the roll was called and the votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye. West moved that the City employees be allowed to purchase dental insurance through the Municipal League at their own expense on a payroll deduction plan, seconded by Rodeberg, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye. West informed the Mayor and Board that he had contacted Glenn Gray of Larkin Associates and they will send us a letter setting out the rates and other information. West moved that Bill No. 77-18 being bill providing for the appropriation of money out of the general fund of the City of Riverside, Missouri for the payment of certain indebtedness as listed therein be placed on its first reading, seconded by Scudder, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West, and Swetnam voted aye, said bill was accordingly read. West moved that Bill No. 77-18 be placed on its second reading, seconded by Brenner, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye; said bill was accordingly read. Scudder moved that Bill No. 77-18 be placed on its third reading and upon passage of same become Ord. No. 77-18, seconded by West, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Young and became Ordinance No. 77=18. Brenner moved that Bill No. 77-19, being bill providing for flood insurance and setting out certain requirements therefor in the flood plains, be placed on its first reading, seconded by West, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye; said bill was accordingly read. West moved that Bill No. 77-19 be placed on its second reading, seconded by Scudder, the roll was called and votes were as follows: Rodeberg, Brenner, West, Scudder, Best and Swetnam voted aye; said bill was accordingly read. Scudder moved that Bill No. 77-19 be placed on its third reading and upon passage of same become Ord. No. 77-19, seconded by Swetnam, the roll was called and votes were as follows: Rodeberg, Brenner, Best, ScuEl~er, Page ~, Oct. 18, 1977 Reg. Meeting. West voted aye; said bill was accordingly read, attached hereto and made a part hereof approved by Mayor Young and became Ord. No. 77-19. Brenner and G. Hohimer are to investigate further the type of doors which would be the best for the City Hall, and will report back at the next meeting. It appears that Drexel Noble has corrected everything except the O~~^*~ drain. 2'here being no further business, upon motion made, seconded and passed, meeting adjourned at 11:25 p.m.
