HomeMy WebLinkAbout1977-09-20Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri September 20, 1977 A regular meeting of the board of aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri, on September 20, 1977, at 7:30 p.m. Upon a roll call, aldermen Rodeberg, Brenner, Best, Scudder, Weat and Swetnam were present. Mayor Young calling said meeting to order. The minutes of Se tember 6, 1977, were read and approved as correct. -au,.l~- The Baseball player o'used the City's baseball park presented the Mayor~witYi a plague in appreciation for the use of the ball field. ~~ Mrs. Albert Hie., ou a#25, Kansas City, Missouri 64120 presented application for s~e~zrel-sire on St. Joe Boulevard, said application was approved, subject to the payment of the fee. Mr. Ernest L. Cone, 4811 N. Hillside Road, Riverside, MO. presented application for remodeling of iris house at same address, said applic~ ion was approved, subject to the payment of the fee. Thomas W. Wright, 3708 E. 113rd Terrace, K. C., Mo., presented business license application for Riverside Robo at 2713 W. Vivian Road, and said application was approved subject to the payment of the fee. He was advised should he want to put up a sign that he would have to appear before the planning commission. Winston Peeler presented application for sign at the service station on West Platte Road, said application was approved subject to the payment of the fee. Don Jack, City Engineer, had sent in his resignation which was read. Said resignation vas dated September 11,]977. Shudder moved that said resignation be accepted, seconded by Rodeberg, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye. The new legislation on handling people under the influence of alcohol was discussed. West moved that Bill No. 77-14 being bill repealing Section 23.002 of the Criminal Code of the City of Riverside, Missionri which deems public intoxicating a criminal offense be placed on its first reading, seconded by Swetnam, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye; said bill was accordingly read. Swetnam moved that Bill No. 77-14 be placed on its second reading, seconded by West, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye; said bill was accordingly read. Reg. Meeting Page 2, Sept. 20, 1977 Rodeberg, moved that Bill 77-14 be placed on its third reading and upon passage of same become Ord. No. 77-14, seconded by Swetnam, the roll was called and votes were as follows: Rodeberg, Best, Brenner, Scudder, West and Swetnam voted aye; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Young and became Ord. No. 77-14. Scudder moved that Bill No. 77-15 being bill providing for the amount of the fee to be for a person breaking a hole in the street, be placed on its first reading, seconded by Rodeberg, the roll was called and votes were as follows: Rodeberg,Brenner, Best, Scudder, West and Swetnam voted aye; said bill was accordingly read. Swetnam moved that Bill No. 77-15 be placed on its. second reading, seconded by Best, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye; said bill was accordingly read. West moved that Bill No. 77-15 be placed on its third reading, seconded by Scudder, the roll was called and votes were as follows: 8odeberg, Brenner,Best, Scudder, West and Swetnam voted aye; said bill was accordingly read, attached hereto, approved by Mayor Young and became Ord. No. 77-15. Mr. Glen Gray, Engineer with Larkin and Associa tes, spoke to the Board regarding his firm and in what capacity they could serve the City, should the City decide to have that firm represent it. Gary McClure, with the Federal Flood Insurance Administration was present at the meeting. Don Witt advised that September 30 was the dead line for passing an ordinance and that a puHlic meeting had to be held before the ordinance was passed; that an extension of time was needed, Mr. McClure advised that he felt it would be possibel to receive the 30 day extenion, however he would need something in writing stating our intention of completing this phase of the matter within 30 days and also something in writing setting out that the City would not issue any building permits in the flood plan area until after the 30 day extention, or whenever the Ordinance is passed. the City David Brenner moved the City write a letter fQr Mr'. McClure advising/ would not issue any permits for building in the flood fain area, seconded by West, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye; Brenner moved that the City adopt a resolution setting out therein its intention of entering into the Federal Flood Program, seconded by West, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye. Reg. Meeting Page 3, Sept. 20, 1977 Swetnam moved that Bill No. 77-T6 being bill providing for the Sign Ordinance be placed on its first reading, seconded by Rodeberg, the roll was called and votes were as follows: Rodeberg, Brenner, Best Scudder, West and Swetnam voted, said bill was accordingly read. West moved that Bill No. 77-16 be placed on its second reading seconded by Rodeberg, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye; said bill was accordingly read. Best moved that Bill No. 77-16 be placed on its third reading and upon passage of same become Ord. No. 77-16, seconded by Scudder, tlme roll was called and votes were as follows: Rodeberg,Brenner,Best,Scudder, West and Swetnam voted aye; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Young and became Ord. No. 77-16. Mayor Young suggested the approval by the Board of the following as members of the ~lanninc~ Commission: Mrs. A. Fries; Bill Bailey, Dick Grogan, Mrs. M. Layton and Pete Burns. Brenner moved that the Mayor's recommendation of the following be accepted as members of the Planning Commission: Mrs. A. Fries, Bill Bailey Dick Grogan, Mrs. M. Layton and Pete Burns, seconded by Scudder, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye; Gary Hohimer announced that a request for pardon was received from Mrs . Betty L. Pratt f surf-.~ ~~' It was announcedthat Messrs. Hohimer and Wingo have been working on lowering the fire insurance rating. A:Llist of things to do and items to be purchased was read. This matter was discussed. West moved that the City purchase the items listed on the attached sheet as read by an h' ~, with the exception of the hose washer and dryer, which wil e~e City to have its fire rating insurance lowered, seconded by Best,~the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye; Messrs. Brenner and Hohimer have been working with the corps of engineers regarding the flood damages. Brenner announced that the Board should give a standing ovation on the fine job done by Mrs. Rodeberg and others on the Fall Festival. West moved that Bill No. 77-17 being bill providing for the appropria- tion of money out of the genera 1 fund of the City of Riverside, Mo. for the payment of certain indebtedness as listed therein be placed on its first reading, seconded by Scudder, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye; said bill was accordingly read. Reg. Meeting Page 4, Sept. 20, 1977 Rodeberg moved that Bill No. 77-17 be placed on its second reading, seconded by Scudder, the roll was called and votes were as follows: Rodeberg, Brenner, Best, Scudder, Weat and Swetnam voted aye; said bill was accordingly read. West moved that Bill No.77-17 be placed on its third reading and upon passage of same become Ord. No. 77-17, seconded by Swetnam, the roll was called and votes were as follows: Brenner, Rodeberg, Best, Scudder, West and Swetnam voted aye; said bill was accordingly read, attached hereto and made a part hereof and approved by Mayor Young, becoming ordinance No. 77-17. Rodeberg mowed that Brenner be authorized to proceed with the resurfacing of the streets, weather permitting, seconded by West, the roll was called and votes tare as follows: Brenner, Rodeberg, Best, Scudder, West and Swetnam voted aye; There being no further busines$, upon motion made, seconded and passed, meeting adjourned at 1:00 a.m. September 21, 1977.
