OF BOARD OF ALDERMEN OF-THE
CITY OF RIVERSIDE, MO.
May 3, 1977
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri, was held in the City Hall in Riverside, Missouri, on May 3,
1977, at 7:30 p.m. Upon a roll call, aldermen Rodeberg, Brenner, $est,
Scudder, West and Swetnam were present, Mayor Young calling said meeting
to order.
Hal Kooistra, 1913 William Street, Jefferson City, Missouri 65101
of the Missouri Municipal League was present to answer ariy c~t}~stions with
regard to his setting up the City's bookkeeping system. Se Qxpla~.nsd
how he intends to do it, should the contract be signed. ~~p D~aypr~and
Board explained what they had in mind that the accounting s'~ou~.s~ dhow.
He will furnish the type of forms that should be ordered by the G~ty in
order to carry out his accounting system. Mr. Kooistra advised that
he has set up the accounting systems for several other Cities and he
did leave some of the books for the Bea rd to look over, covering the
other Cities that he has and is doing work for. He said the type of
system he would set up would take very little changing should the State
require all Cities to use the same system of accounting. Also should
they want to get into a double entry system, this could bye 3one quite
easily.
The minutes of the meeting of April 19, 1977, were read and
approved as read.
Change Order No. 2 on the addition to the City Hall Building
was discussed. It was suggested and recommended by the Mayor and
Board that Don Jack attempt to secure more credit than shown on the
items on Change Order No. 2, and Don Jack is to do this.
A recess was called. Meeting reconvened.
Best moved that Bi11 No. 77-7, being bill amending ordinances
Nos. 326.3 and.26-8 (designated Code Sec. 12.17) only with respect to
the definition of the gross receipts, be placed on its first reading,
seconded by Brenner, the roll was called and votes were ss follows:
Rodeberg, Brenner, Best, Scudder, West and Swetnam voted aye; said bill
was accordingly read.
West moved that Bill No. 77-7 be placed on its second reading, seconded
by Rodeberg, the roll was called and votes were as follows: Rodeberg,
Brenner, Best, Scudder, West and Swetnam voted aye; said bill was accordingly
read.
Swetnam moved that Bill No. 77-7 be placed on its third reading and
upon passage of same become Ord. No. 77-7, seconded by Brenner, the roll
was called and votes were as follows: Rode'l3erg, Brenner, Best, Scudder,
West and Swetnam voted aye; said bill was accordingly read, attached hereto
and made a part hereof, approved by Mayor Young and became Ord. No. 77=7.

The money held in escrow for " rs Enterprise was disGUSSed end it
was recommended that the money for Engineering expenses be kept by the
City and the balance returned to H3~tns Enterprise,

Aon Witt explained that he belongs to the Missouri Municipal`
Attorneys Association and this fee is charged to the City, however,
he then <3,~'edits the City this amount.
Mayor Young h~ought the matter that the City has an ordix}anca
requiring the maintenance of a sewer constructed by private p~l~ty~to
be guaranteed fog one year only, and he would like to set this' ~~,ve'
,years. ~'
Gary Hohimer dLS cussed with the City entering into ceafpaodal agreements
with other cities concering fire protection. He said Lake Wauko~is wants
to enter into one. We are also negotiating one with Kansas City 'and
Gladstone. It was felt the one with Lake Waukomis should ba ohecked into
further.
With regard to purchasing a rotary mower it was suggested that
prices be secured from several places before deciding to make: any
purchases.
- The Board agreed it was in order for Brenner to have the road
in the bottoms repaired.
There being no further business, upon motion made, seconded and
passed, meeting adjourned.
