April 5, 1977
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri, was-.held in the City Hall in Riverside, Missouri, April 5,
1977, at 7:30 p.m. Upon a roll call, Aldermen Rodeberg, Brenner, Scudder,
Best, West and Swetnam were present, Mayor Young calling said meeting to
order.
The minutes of March 15, 1977, were read and approved as corrected.
Scudder advised that the checked the septic tank at 4912 Merrimac
and that they do have a septic tank at the location.
The matter was discussed as to whether the County Health Department
should inspect spetic tank systems after a place has been vacated.
All the Aldermen were in agreement that this should be done and should
b e a part of the Building Code.
Best moved that Bill No. 77-5 being bill providing for the can-
vassing of the returns of the General Election held in Riverside,
Missouri, April 5, 1977, for the election of one alderman from each
of the three wards be placed on its first reading, seconded by Rode-
berg, the roll was called and votes were as follows: Rodeberg, Brenner,
Best, Scudder, West and Swetnam voted aye; said bill was accordingly read.
Swetnam moved that Bill No. 77-5 be placed on its second reading,
seconded by Scudder, the roll was called and votes were as follows:
Rodeberg, Brenner, Scudder, West, Best and Swetnam voted aye; said bill
was accordingly read.
West moved that Bill No.77-5 be placed on its third reading and upon
passage of same become Ordinance No. 77-5, seconded by Scudder, the roll
was called and votes were as follows: Rodeberg, Brenner, West, Scudder,
Best and Swetnam voted aye; said bill was accordingly read, attached hereto
and made a part hereof, approved by Mayor Young and became Ord. No. 775.
June Foster, 4000 N. Jackson Terrace, Kansas City, Missouri, 64117,
presented application for Business License to operate B&B Motors (used
cars sales) and also applied for permission to install a stool and wash
basin in the temporary building. This matter was discussed.
West moved that permit be issued to B&B Motors and the officers of
the business subject to the following: (1) that a stool and wash basin
be installed on the said premises, properly hooked up to the sewer,
subject to the inspection by the City Engineer (inspection fee to be
paid by the B&B Motors, its hens and assigns); (2) the said building
to be used as an office for not more than 18 months and thereafter to
be used as a car service facility for the operation of B&B Motors only,
for an additional three years and four months, after which time the
building will be torn down at the expense of B&B Motors, hts heirs and
assigns; (3) In the event that present owners of the building cease

occupancy, this agreement should be null and void and the building will
be torn down within 90 days after vacating same by B&B Motors its heirs
and assigns at their expense, seconded by Scudder, the roll was called
and votes were as follows: Rodeberg, Brenner, Scudder, Best, West and
Swetnam voted aye. Said license would be issued, after the agreement
is executed by all parties involved.
The Board approved the installation of the plu9ubing under the
above conditions.
William Luck, 4348, Apt. 3, Rockhill 8oad, Kansas City, Missouri,
applied for license to have a mail order business only at 2625 West
Platte Road, (orders for fire works), No merchandise will be on
display or in the building at any time. He plans to have a tent open
on June 20 for the people to pick up their orders. The Board approved
the application for the payment of the fee. The name of the company
is Modern Fireworks, Inc.
Roger Foster, P. O. Box 9151, Riverside, Missouri, 64168, presented
application for license for Bait and 'hackle Shop in the Service Station, ~3
Building, said application was approved subject to the payment of the fee.
A recess was called, meeting reconvened.

Kenneth Harris, representing Groan Sign Company applied for sign
permit for sign at Northside Mobile Homes. Mr:`Harris advised that he
had been before the Planning Commission. He also applied for occupation
~cense.
Mr. West moved that the City approve the sign permit and occupation
license - the sign permit subject to the approval of the City Engineer and
the occupation license subject to furnishing the City Clerk with a sales
tax number, seconded by Brenner, the roll was called and votes were as
follows: Rodeberg, Brenner, Scudder, Best, West, and Swetnam voted aye.
Lester Sharp spoke to the Board with regard to problems he has
been having with trespassers, and mostly from the apartment project. He
would like to see if the City could have the project build a fence around
its property. This matter was discussed and it was tabled until the
Board could study the reports put out by HUD withregard to all corrections
which needed to be made to the property when a ne e~~r p~ur~ha~me.

Seconded by West, the roll was called and votes were as follows: Rodeberg,
Brenner, Scudder, Best, Hest and Swetnam voted aye.
The matter of an auditor setting up the books and records for
Riverside was discussed. The two parties discussed nvsre~ the bids of
Bill Bright and that of the Municipal League. A vote was called for
and Rodeberg, Brenner, Swetnam and Best voted for Municipal League and
Scudder for Bill Bright - West abstained.

Bill Hedgecock's problem with regard to his planning to build a house
on his property and wanting to put the utility meters on the right of
way. This matter was discussed. The location is at 52nd Street and
High Drive.
It was reported that Witt checked the liability of the City with
regard to the base ball team. It was fDand that the city is not covered
with the proper liability insurance. It was then brought out that the
league itself has insurance and this would caazer the City, if the City
was listed therein. Before the leagues could play, the City is to recei ve
a copy of the policy, listing the City ~ on the policy. ,

Rodeberg inquired whether the City wanted Glenn Hohimer to mow the
streets this year and the Board agreed to this -- however, he is to be
written a ld:ter by the City Clerk advising that no one 16 years or
under can operate,~x~,y of ~e City's machinery.
The Board agreed to subscribe to the Platte County Gazette.
Rodeberg advised the Board that there was a City Clerk seminar
and it was the 26th and 27th of April at Columbia,athe cost and expenses
of same being approximately $100.00. The Board was in favor of Betty
Burch attending and at a cost of $100 to $150.
The City is to plan on a clean-up week.
West advised that Art King said their problem was with the
helicopters
There being no further business, meeting adjourned.
