HomeMy WebLinkAbout1977-03-01, Minutes of Regular Meeting of Board of Aldermen City of Riverside, Missouri March 1, 1977 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall in Riverside, Missouri, on March 1, 1977, at 7:30 p.m. Upon a roll call, Aldermen Rodeberg, Brenner, Scudder and Swetnam were present, Best and West were absent; Mayor Young calligg said meeting to order. Minutes of meeting of February 15, 1977, were read and approved as corrected. It was suggested that a letter be written to William Wilson, ' setting out all the provisions that he has agreed to do in connection with his building on the addition to the Manager's apartment and connecting to the public sewer, so that he will be aware of what he has to do within certain time elements. Richard Schoeck, 4716 N.w. High Drive, presented applicator to build a two-car garage at same location, said application was approved subject to the payment of the fee. Carol Shaw, 4416 N.W. Apache, K. C., Mo., presented application for private swimming pool. These plans were approved. As soon as the cost _ for such permit is determined she will be billed accordingly. Bill Mynatt, 290 Bayview Drive, Lees Summitt, Missouri 66203, presented application for business of Ruco Equipment Co., at 4123 Riverside,Street, Riverside, Missouri. This application was improved subject to the payment of the fee. Thelma DeShon, 800 N.W. 69th Street, Gladstone, Missouri, presented applicatin for restaurant at Vivian and Gateway. Said applica- tion was approved subject to the payment of the fee. Brenner asked Don Jack about the different utility companies breaking holes in the streets and what were the requirements of the repairing of same. Don Jack advised there was an ordinance requiring certain specifications to repair these by. The Mayor and Board suggested that each of the ttility companies be written a letter, setting out how they are to repair the streets should they break holes in them and giving them the ordinance reference. In this regard, the aldermen are to make record of any holes not repaired so these locations can be put into the letters. Lester Sharp inquired of the City whether or not they could have a culvert put in Mandan Road on the North Side, to ward the east end. Ths matter would be looked into. Michael Moore of the Missouri Cities Water Company was present to answer any question the City had with regard to their asking for an increase in the cost of cc~.ecting for the sewer charge. A letter was - gage 2, Regular Meeting March 1, 1977 dated February 17, 1977, from Missouri Cities Water Company, addressed to Mayor Young was read -- this letter set out the formula used to _ calculate the taxes collected on the water sold to customers. Mayor Young appointed David Brenner and David Swetnam to check on the other utility companies to see of they are using the same formula to calculate the taxes collected. Mr. Moore is to check to see when the state changed the formula for calculation and to advise the Mayor of this. Mr. Moore brought the City up to date on what the Water Company is doing to improve the water service. They are installing two new filters, which he said would improve the cpapcity of the flow of water, one is to come off through Misty Woods, through Green Hills Trailer Court to Ridgewood to High Drive. This would make a loop at High Drive and would improve the water situation. The booster pump installed at High Drive would be removed and placed at Valley Lane and West Platte Road which should be an improvement of that water situation. This should all be accomplished this summer. Mr. Moore was advised how the holes cut in the streets should be repaired, since he said he was ready to do some work in Riverside. A recess was called. Meeting reconvened.. .Rodeberg, Brenner, Scudder and Swetnam present, Best and West absent. Mr. Herzog was present to inform the Board and Mayor that he leas completed all the work on Sewer~District No. lA; Don Jack advised the Board that there were a couple of things which would have to be correcb d, but these could be done very easily. Mayor Young wanted the record to show that it was negligence on the part of the Mayor, Board, City Engineer and City Attorney to accept a sewer with one year guarantee. A discussion was had with regard to the time limit the bond should be made for. Also an inspection of the sewer should be made before the time limitY~s expired. Swetnam moved that Bill No. 77-3 being bill accepting the dedication of sewer District No. lA, subject to the bills being paid as set forth therein, seconded by Rodeberg, the roll was called and votes were as follows: Rodeberg, Brenner, Scudder, and Swetnam voted aye; West and Best absent; said bill was accordingly read. Swetnam moved that Bill No. 77-3 be placed on its second reading, seconded by Scudder, the roll was called and votes were as follows: Rodeberg, Brenner, Scudder, and Swetnam voted aye; Best and West absent; said bill was accordingly read. Scudder moved that Bill No. 77-3 be placed on its third reading and upon passage of same become Ordinance No. 77-3, seconded by Rodeberg, the ro] was called and votes were as follows:Rodeberg, Brenner, Scudder, Swetnam vote aye; Best and West absent, said bill was accordingly read, attached hereto and made a part hereof,' approved by Mayor Young and became Ord. No. 77-3. Scudder moved meeting adjourn, seconded by Brenner, meeting adjourned.
