December 13, 1976 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on December 13, 1976, at 7:30 p.m. and upon a roll call, aldermen Rodeberg, Scudderand West were present, Mayor Young calling said meeting to order - - Aldermen Best, Brenner and Swetnam absent. 1976. Mayor Young waived the reading of the minutes of December 7, Gary McClure of HUD spoke to the Mayor and Board and the Residence of Riverside, regarding the Flood insurance. He advised them the way the flood insurance had started; that the Government wanted an insurance which would take care of the flood disasters rather than have the federal government doing it. This started to be thought of and progress in 1968. As the insurance is now, it is subsidized 90% by tax payers, or the government. 'T'hey have had many hours of studying put in the 100 year flood level and the areas which could flood. He said they have tried to take every- thing into consideration when establishing the flood level, the channels the rivers, the levees the reservoirs and they will take all the new buildng of dams, levees and reservoirs into consideration when or if a new flood level should be established. - The buildings in the flood area can continue the insurance at the same rate as now and will be subsidized by the government. New construction will have to build according to the specifications required for the area. The person building or doing substiantial remodeling or reconstructing h the flood area will have to have established at his own expense the flood level at the particular place the building is to be built. Then from there, the person will have to fill or build the building according to the specifications set out for the flood area. Don Jack inquired whether they would have a map with topography lines and he eas advised that the final m~ would be-designed for everyone to use. On the maps, everything in blue is in the 100 year flood area. The white is where nothing can be built. Mr. McClure stated that they will need to have information on all new buildings built. There will be certain forms to complete and reporting on these. He also stated that he will want to know if the City waives certain requirements and why such requirements were waived with regard to the buildings. They need to know the reason for any variances. They will check us once a year. Mr. McClure stated the people ~oing'the_bu~ding could almost set their own rate of insurance, for instance if they have to build on a 10 foot fill and filled the 10 feet, they will get a low rate of Page 2, Dec. 13, 1976 Reg. Meeting. insurance, however if they build one foot above the fill required, then the insurance would be less -- if they build one foot below the fill, the insurance would increase considerably, two feet below, an increase substantially more and this goes on down the line. There is also insurance on contents; the cost for inddstfi~llis somewhat higher than that of residence. Other than the person building on a fill, they can construct the building such ways to entitle them to various insurance rates. Mr. McClure said that the State and City rules exceed that of the Federal Government in this matter. He also said that should the City see a reason a person could not fill or build to the required specifications and they wish to purchase the insurance and pay a premium the City has the authority to tell them to go ahead. However, HUD does want to know why this was done. Mr. McClure stated the Government has spent 140 Billion in flood areas and this study and setting it up would cost approximately 100 million. He feels there will be more communities coming into the flood area insurance program, and as this happens it is possible the cost of the insurance will be less. Mr. Ben Stevenson, in the Dirrector's office was also present to answer questions. .,
