March 16, 1976
A regular meeting of the Board of Aldermen of the City of River-
side, Missouri was held in the City Hall in Riverside, on March 16,
1976, at 7:30 p.m. and upon a roll call, Aldermen, Best, Scudder, West,
Grogan, Vulgamott and Swetnam were present, Mayor Czamanske callag
said meeting to order.
The minutes of meeting of March 9, 1976, were read and approved
as written and corrected.
Nate Shurin, 615 E. 72nd Terrace, Kansas City, Missouri 64131
presented application for license to operate a Swap and Shop business
at the Twin Drive-In on Northwest Gateway. This would be operated on
Saturday and Sunday and Mr. Shurin advised there would be no business
people allowed to sell their merchandise at the Swap and Shop. The
Mayor and Board approved the application subject to the payment of fee
of $105.00 for one year.
Gerald Shields presented application for trash hauling (9613
East Truman Road, Independence, Mo.) in Riverside, he stated that they
have one customer at the present time and they pick up for business
only; they have been working in Kansas City, North Kansas City and
Independence, Missouri. The Mayor and Hoard of aldermen approved
the application subject to the paymentof fee of $150.00.
Pat Perretta, 4406 NW 50th St. Riverside, Missouri, Secretary
to Mr. Pole presented application for occupation license for Pole
Construction Company, 4124 W. Riverside Street. This is~for office
purpose only and no equipment will be kept at this location. The
location is next to Seal-O-Matic. The Mayor and Board approved .the
application, subject to the payment of $60.00 fee for one year.
Bernice Torgerson, 830 NE 68th Street, Gladstone, Missouri,
presented plans and application for residential building on High Drive,
(Formerly Prince Trailer Park); the Mayor and Board approved the Mans
subject to the payment of the fee of $82.80.
Jim Hodges, 3220 NE 59th Street, Kansas City, Missouri, requested
all the support he could get in trying to get House Bill 1298 defeated;
this bill Pe rtains to the allowing of large Cities and first class
counties to let the businesses therein sell liquor until„Q.:00 a.m.

Mr. Hodges said he would send each of the Aldermen and Mayor a copy of
the bill and the City will investigate further to see how involved it
should get.
Michael Moore, introduced himself as the Division Manager for
Missouri Cities Water Company for this area and has left his phone
number and address with the City Clerk.
A recess was called and meeting reconvened.

Mr. Lloyd Brown and Mr. Modeer, his attorney were present to
be heard regarding the Elkins Enterprise matter pertaining to the new
building on West Platte Road and Riverside Street. After a discussion
on the matter, Don Jack and the construction and architect people
would get together and make the improvements and corrections as
required. Don Witt advised that he had the information needed to
prepare the proper ordinance for the rezoning of the area involved
and would proceed to prepare the necessary papers.
West moved that a certificate of occupancy be issued to Elkins
Enterprise upon $~e posting of a cash bond in the amount of $5,000
upon terms approved by Counsel for Elkins and the City of Riverside,
said bond to secure the completion of construction in compliance
with the originally approved plans as noted or variations granted by
the City Engineer, said completion to be within a period of thirty
working days, seconded by Grogan, the roll was called and votes were
as follows: Best, No; Scudder, Pass; West, Grogan, Vulgamott and
Swetnam voted aye.
The businesses operating in Lloyd Brown's building will continue
to operate without license and no summons will be served the businesses
until and unless the construction is not completed within the 30-work
day period; and the Board agreed it would not be necessary for the
operators of the businesses to appear before the Mayor and Board after
the certificate of occupancy is received by Elkins Enterprise.
Geneve Nelson inquired as to permission to have a carnival in
Riverside as a Bicentennial project and to have all proceeds to
go to the Safety Officers Benefit, she wanted to know if the City
would enter into an agreement with the carnival people. This matter
was discussed. The Board considered the legality of entering into
the contract and the City's potential liability. After further
discussion, Geneve Nelson withdrew her request, for permission to
have the carnival.
Geary hohimer is to check to see the cost of leasing electronic
equipment.
Vulgamott moved that Bill No. 76-6 being bill providing for the
appropriation of money out of the general fund of the City of River-
side, Missouri, in the total sum of $11,231.25 to be paid as set out
therein be placed on its first reading, seconded by Swetnam, the roll
was called and votes were as follows: Best, Scudder, West, Grogan,
Vulgamott and Swetnam voted aye; said bill was accordingly read.
West moved that Bill No. 76-6 be placed on its second reading,
seconded by Vulgamott, the roll was called and votes were as follows:
Best, Scudder, West, Grogan, Vulgamott and Swetnam voted aye; said
bill was accordingly read.

Grogan moved that Bill No. 76-6 be placed on its third reading and
upon passage of same become Ordinance No. 76-6, seconded by Scudder, the
roll was called and votes were as ;follows: Best, Scudder, West, Grogan ,
Vulgamott and Swetnam voted aye; said bill was accordingly read, attached
hereto and made a part hereof, approved by Mayor Czamanske and became
Ordinance No. 76-6.
Don Jack reported that the District Engineer Mr. Saterlee relayed
the information that the overlay for West Platte Road and Northwest
Gateway is to be considered by the State Highway Commission at its
April meeting.
Don Jack checked on the garage at Merrimac and Northwood and
advised this was built as set out in the application for building the
garage.
Don Jack requested the City to allow the Quandario Bend
Levee District the use of the City's aerial photo negative and
permission was granted by the Board.
Don Witt advised that he hhd the Fire Prevention Code completed.
It was reported that the people were meeting in the City Hall
in Riverside on March 23, 1976 at 7:30 p.m. with regard to the
Flood Area District.
It was announced that Vivian Road would be closed for six
months.
A letter was read from Burlington-Northern with regard to the
property the City wished to obtain for right of way purposes and
it set out that the 5.40 acres required for the right of way could
be purchased for the sum of $59,400.
There being no further business, upon motion made, seconded
and passed, meeting adjourned.
