A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri, was held in the City Hall in Riverside, Missouri, on February 3,
1976, at 7:30 p.m. and upon a roll call, Aldermen Best, Scudder, West,
Vulgamott and Swetnam were present, Grogan absent, Mayor Czamanske calling
said meeting to order.
The minutes of January 20, 1976, were read, and approved as corrected.
Geary Hohimer advised that he had worked out with Mr. Biggs the procedure
to follow regarding people who have not paid the fee for the sign permit.
Geary Burns and Geary Hohimer discussed with the Board the amount
of times the computer is being used by the City and the amount of times
the City has record of Northmoore using the Computer. It was brought out
that Riverside used the computer 10,408 times during 1975, and Northmoore
used it 2,890 times. The Board decided to defer the matter until Geary
Hohimer has reviewed the contract to see when it expires and then set
up a meeting with Riverside's Police Committee and the people of Northmoore
to see what can be worked out with possibly ~n~easi~h~ ~ tt th~~

Geary Hohimer advised that at the time the fire truck was ordered,
" Walter Clark met with the fire department committee and decided on what
accessories were needed and he applied for federal funding. Mr. Clark
was advised that there were no funds available for this at this time.
S~t'with Platte County Communication spoke to the Mayor and
Don
Board regarding his wanting to either get a franchise with the City or
a permit to do business within the City. He stated he has installed
the Cable TV in unincorporated areas within the County, he now has
permission to do business in Parkville, he is in Waukomis. He stated
the cost is $6.00 per month, the first 30 days arthenethere isean~n.00
per month, if a person wants the extra channels,
added fee, which makes it $7.95 per month. Should there be a time when
the Communication Company would feel it was necessary to increase the
cost, they would have to first get approval from the City and then go to
the FCC. Mr. Shot also explained that on older sets there is certain
remote control box which is installed by them and the cost of this is
$40.00, however this is refunded, should the boxebforefirstdhooking them
are extra sets to be hooked up, there is a charg
up and then a monthly charge of $1.00 for every extra set.

- Don Jack advised that his associate Tom Zimmerman and Bill Wilson
have been having discussions with regard to Wilson connecting the Greystone
Apartment buildings into the public sewers, and making a die test. Bill
Wilson advised the Board that he was ready and willing to go into the
public sewers now and would do whatever necessary to make the connections.
Mr. Wilson was agreeable to start paying the sewer usage fee as of this
date and would make application for same. He thought he would be ready
to hook in the sewer around May 1, 1976. He was willing to pay the City
for the engineering expense incurred and stated he would furnish the
city with a drawing of the sewer line. The City would make the inspections
of the line as he constructs same. He advised the City that he had one
meter for each building and hepa~s the water bill, he has 8 meters.
Don Jack advised the Board that he has information regarding the
Flood Hazard Area project that no reply should be made until a further
study is made and more information is received. He is to advise Swetnam,
Vulgamott, West, Hedgecock and any other party who owns property in the
flood hazard area who is interested in attending the meeting the date
and tine of such meeting.
Vulgamott is to receive bids and handle the matter of the heating
system for the City Hall.
A letter was read from the Missouri Sales Tax Department and also
an affidavit attached thereto which is required to be executed by the
person receiving the confidential information from the Tax Department
regarding people paying the sales tax from the City of Riverside.
Swetnam moved that Betty Burch be the person to execute the affidavit
and receive the confidential information, seconded by Vulgamott, the roll
was called and votes were as follows: Best, Scudder, West, Vulgamott and
Swetnam voted aye; Grogan absent.
Bill Hedgecock requested that Katz Body Shop license be made in that
name, even though he had paid the license. He said that Katz was going
to move in the building behind the main one, and the license should be
madein his name. The Board was agreeable to this, however they requested
that Katz be present at the next meeting, and that he complete the
application.
Don Witt and Don Jack explained to the Board the two contracts which
will have to be executed with regard to the Federal Funding for the
Comprehensive Sewer Plan. The completion of these are necessary in order
for Don Jack to receive the pay for his service on the first phase.
The one contract set out the Engineer's fee at $25.00, his associa tes $20.00
per hour and other employees their hourly rate. Don Jack requested that
the Board approve the increase in his pay from the present $20.00 per hour
to $25.00 per hour, this would be as of March 1, 1976. This matter was

d'-cussed and upon motion by West that the City increase Don Jack's salary

as of March 1, 1976 on the work performed for the Comprehensive Sewer

Vulgamott moved that Bill 76-2 being bill adopting agreement for
engineering service on two separate contracts between the City of
Riverside, Missouri, and Donald S. Jack, with proper corrections and
additions made thereto by Don Witt, be placed on its first reading,
seconded by Best, the roll was called and votes were as follows: Best,
Scudder, West, Vulgamott and Swetnam voted aye; Grogan, absent; said bill
was accordingly read.

Don Witt presented the Housing Code to the Mayor and Board and they
are to go over this and will discuss it at a later date.
With regard to whether or not the City must have a collector, it was
reported by Don J~ralc that we must have a collector, either elected or

It was reported that the establishment of Daddy's Money has changed
its name and they are to be notified to report to the City, regarding
this change of name.
It was reported that the Gas Service Company has put up a small
building on Bill Hedgecock's property and they are to',be notified that
~e City does not allow temporary buildings.
Best reported that they did a~nvestigate the use of the County's
cinders and figuring all expenses involved, he felt it best to use the
sand and salt as has been done.

It was reported that Harold Biggs requemtad an increase in salary,
. to the maximum he can make while on Social Security. This matter is

A letter was read with regard to the Clay-Platte Retarded People's
rogram wanting to sell honey from dos to door and the Board and Mayor
pproved of same.
There being no further business, upon motion made, seconded and
