A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri, was held in the City Hall in Riverside, Missouri, on November 1~,
1975, at 7:30 p.m. and upon a roll call, Aldermen Best, Grogan, Scudder,
Swetnam, and~Vul$amott weFe present, West Absent and Mayor Czamaaske calling
said meeting to order.
The minutes of meeting of Nabember 4, 1975, were read and approved
as read and corrected.
Raymond and Dorothy Housh, 7424 NW Mace, Kansas City, Missouri.
presented application for COL or Class "A" License for liquor at Dottie's
CateringService; the Board approved the application subject to the payment
of $67.50 for the remainder of year - full year being $90.00.
Bill Hedgecock presented plans and application for remodeling permit
at Gateway and Woodland; the Board approved the plans and application,
subject to the fee of $50.00 (minimum) being paid. (The planning Commission
recommended approval of the plans)
Mike Koska, 2863 N.E. 59th Terrace, Gladstone, Missouri, presented
a letter to the Board and said this consisted of some of his thoughts and
views on beautifying Riverside, he requested the Board and Mayor to read
this and possibly study it and if he was needed to be present at a later
meeting, he would be there; he stated he had tried to clean up his place
and did have part of the property for sale; he also stated he had a buyer
for the house trailer, but the other trailer was a licensed trailer and
he used it for storage and in case of a flood he would be able to move
his merchandise in it. The Mayor and Board suggested that they study the
letter and Mr. Koska return to the meeting on December 16, 1975, for further
discussions on the trailer; the amount of time in which to remove the trailer
was extended until December 16, 1975.
Bernie Vulgamott, 329 Woodland, Riverside, presented plans and
application for remodeling of his place of business on West Platt Road;
Mr. Huke the architect advised they were not able to get the certified survey
of the area, but this was forthcoming on November 20 and would be forwarded
to Don Jack. These plans had been presented to the Planning Commission
and it recommended approval of same, subject to the securing a certified
copy of the ~isrvey, and completion of the drawings. Mr. Vulgamott advised
he had talked to Mr. Satterlee of the Highway Commission and he stated that
it was up to the City to controll the set-back of the buildings. The Board
approved the application and plans presented subject to a complete set of
plans approved by the City Engineer; certified copy of the survey and set
of the electrical and mechanical drawings approved by Don Jack and subject
to the payment of the fee of $50.00 (minimum).
A recess was called and meeting reconvened.

Vulgamott moved that Bill No. 75-36, being bill providing for
the appropriation of money out of the general fund of the City of
Riverside, Missouri for the payment of certain indebtedness as listed there-
in be placed on its first reading, seconded by west, the roll was called
and votes were as follows: Best, Grogan, Scudder, Swetnam, Vulgamott and
West voted aye; said bill was accordingly read.
Grogan moved that Bill no. 75-36 be placed on its second reading,
seconded by Swetnam, the roll was called and votes were as follows: Best,
Brogan, Scudder, Swetnam, Vulgamott and West voted aye; said bill was accord-
ingly read;
West moved that Bill No. 75-36 be placed on its third reading and
upon passagelof same it become Ordinance No. 75-36, seconded by Scudder, the
roll was called and votes were as follows: Best, Grogan, Scudder, Swetnam,
Vulgamott and West voted aye; said bill was accordingly read, approved
by Mayor Czamanske, attached hereto and made a part hereof and became
Ordinance No. 75-36.
John Reineke and Alfred Renner were present to discuss the City
taking over Sewer Districts 11 and 15; this matter was discussed and
it was decided that Messrs,. Reineke and Renner should settle the matter
with Lloyd Brown and then have the necessary papers for the dedication of
the Sewers to the City and then the City would consider the matter further.
The matter of the sign ordinance was brought up and it was decided
by the Mayor and Board to discuss this ordinance at the December 16, 1975,
meeting.
Don Jack advised the Mayor and Board that heathought that the
drainage inlet on the north of High Drive towards Viv:an~R~oad could be
constructed and the drainage problem corrected for a ~'Y"" between the
sum of $3500^and=$4000, and wanted permission to proceed to do the work.
West moved that Don Jack be authorized to correct the drainage matter on
north side of High Drive, towards Vivian Road, East of City Hall, for a
sum not to exceed $4,000, seconded by Grogan, the roll was called and votes
were as follows: Best, Gr®gan, Scudder, Swetnam, and .West .voted aye; Vulgamot+
voted Nay;
Don Witt reported that they had met this afternoon with the
Flood people - Corps of Engineers and HUD and Sucdder from Riverside was
present; along with Don Jack and him. A map was presented and shown thereon
the type of flood areas. It appeared that this matter would be up to the
City to inform all builders of whit flood proofing is required when they
come to apply for building permits. it was brought out that more information
would be coming within the next 30 days.
~ Vulgamott moved that Bill 75-37 being bill providing for the amount
of points counted against a person's driver's licenses if found guilty
of having consumed intoxicating liquors of .1 0; the points assessed
could be 6 on the first offense, seconded by Scudder, the roll was called
and votes were as follows: Best, Grogan, Scudder, Swetnam, Vulgamott and
West voted aye; said bill was accordingly read.
Grogan moved that bill No. 75-37 be placed on its second reading,
seconded by Vulgamott, the roll was called and votes were as follows: Best,
Grogan, Scudder, Swetnam, Vulgamott and West voted aye; said bill was

accordingly read;
Swetnam moved that Bill no. 75-37 be placed on its third reading,
seconded by Scudder, the roll was called and votes were as follows:
Best, Grogan, Scudder, Swetnam, Vulgamott and West voted aye; said bill was
accordingly read, approved by Mayor Czamanske, attached hereto and medd~
a part hereof, and became Ordinance No. 75-37
West reported that the party in Indian Hills (Nigro) had cleaned
up his place, however there was a discussion with regard to the stock car
racer still there; it appeared this was a matter that would be discussed
along with the other trailers parked in various places in Riverside.
There being no further business, upon motion made, seconded and
passed, meeting adjourned.
