November 4, 1975
A regular meeting of the Board of Aldermen of the City of Riverside,
Misso uri, was held on November 4, 1975, at 7:30 p.m. and upon a roll
call, Aldermen Best, Grogan, Scudder, Swetnam, Vulgamott and West were
present, Mayor Czamanske calling said meeting to order.
The minutes of October 21, 1975, were read and approved as read
and corrected.
Calvin Lamers was present to obtain information as to the time
and date the Missouri Public Service Commission was having the hearing
on the complaint filed by Riverside, Missouri, regarding the Missouri
Cities Water service within the City, and he was advised that it was
on Thursday evening at 7:30 p.m. and on Friday morning at 10:00 a.m.,
November 7 and 8, 1975. Mr. Lamers advised that he would be present
as a witness.
Wueh Ning Chang, Apt. #5, NE 74th Street, Glad~.ione, Missouri,
presented application for occupation license at 2711 W. Vivian Road,
for a restaurant. His hours would be from 11:00 a.m. to 9:00 p.m.,
six days per week. The Board advised him that there are to be no
"A" form signs to be placed in front of the business and that the
City's Commerce Officer would probably be ~ touch with him regarding
the sign on the roof of the business. The Board approved the
application, subject to the payment of the fee of $15.00 for remainder
of year - $60.00 for full year.
George James, 26 Camelot Place, Liberty, Missouri, said he was
requested to be present at this meeting with regard to his Trailer
Sales business. The parking of his trailers was discussed and also
the fact that he was using one of the trailers for his office. The
Board agreed to his removing his temporary office prior to January 1,
1976.
Jim Tarwater, 7135 W. 55th Street, Overland Park, Kansas, Representing
the Union, was present with regard to COL license. This matter was dis-
cussed and it was brought out that this was consumption of liquor on the
premises only, not the right to sell liquor or food by the Union Hall.
This would give the people who rent the hall the right to have liquor
after 10:30 p.m. The cost of the license would be $90.00 from the City
and $60.00 from the State, the County would not have a charge for the
license. Mr. Tarwater explained to the City that he was only one on
the Union's advisory board and he would lase to talk to other members
of the Board and would be in touch with the City in this regard. Mr. Tar-
water brought up the matter of the two temporary building at the Ball
Park - that they were a~ "eye sore" as people were tearing them down
and destructing them. Geary Hohimer is to contact the person in charge
of the Little League and have him correct the situation.

Lloyd Brown, 5621 N. Wilson Boulevard, Kansas City, Mo., presented
application and drawings for business building. The Planning Commission
did hold its public hearing on Thursday, October 30, 1975 for the rezoning
of the area involved from its present Commercial to Industrial and recommended
to the Board the rezoning of same.
Scudder moved that Bill No. 75-32, being bill providing for the
rezoning of certain area as requested by Lloyd Brown from Commercial to
Industrial subject to the submission of written description of the
area, seconded by West, the roll was called and votes were as follows:,
Best, Grogan, Scudder, Swetnam, Vulgamott and West voted aye; said bill
was accordingly read.
Vulgamott moved that bill No. 75-32 be placed on its second reading,
seconded by Swetnam, the roll was called and votes were as follows: Best,
Grogan, Scudder, Swetnam, Vulgamott and West voted aye; said bill was
accordingly read.
West moved that Bill No. 75-32 be placed on its third reading and
upon passage of same become Ordinance No. 75-32, seconded by Grogan, the
roll was called and votes were as follows: Best, Grogan, Scudder, Swetnam,
Vulgamott and West voted aye; said bill was accordingly read, approved
by Mayor Czamanske, attached hereto and made a part hereof and became
Ordinance No. 75-32.
Mayor Czamanske advised that since he represented a proposed
lessee in the building to be build by Lloyd Brown that he would turn
the meeting over to Swetnam.
West moved that the Special Use permit be granted to Lloyd Brown
on this property, seconded by Best, the roll was called and votes were
as follows: Best, Grogan, Scudder, Vulgamott and West voted aye;
Swetnam, acting mayor.
Best moved that the building application of Lloyd Brown be approved
subject to the sewer situation being worked out; and subject to the
plans being corrected as noted thereon by Don Jack -- that all this be
handled prior to issung occupancy permit for the building, seconded by
Scudder, the roll was called and votes were as follows: Best, Grogan
and Scudder voted aye; Vulgamott and West abstained, Swetnam, acting
Mayor. The structural plans will be sent to Don Jack Wednesday, Nov. 5,
1975.
The Owens property on Hillside was discussed. Don Witt advised the
matterwwas reported to the insurance company.
Grogan moved that this matter be handled by Don Witt through the
insurance company, seconded by Best, the roll was called and votes were
as follows: Grogan, Best, Scudder, Swetnam, and West voted aye; Vulgamott,na

Don Witt said he had written an ordinance and sent to each of the
Board members regarding points against people driving while intoxicated;
that the State of Missouri has changed its law on this matter. 2'his
was discussed and would be tabled until next meeting or until studied
further.
Another ordinance Mr. Witt said he had prepared rose on fraud.
Z*his ordinance would be studied further.
Grogan moved that Bill No. 75-33, being bill providing for the
time for candidates to file prior to general elections and special
elections rose placed rn its first reading, seconded by Scudder, the roll
was called and votes were as follows: Grogan, Bed, Scudder, Swetnam,
Vulgamott and West voted aye; said bill was accordingly read.
West moved that Bill No. 75-33 be placed on its second reading,
seconded by Best, the roll was called and votes were as follows: Best,
$rogan, Scudder, Swetnam, Vulgamott and West voted aye; said bill was
accordingly read.
West moved that Bill No.75-33 be placed on its third reading and
upon passage of same become Ord. No. 75-33, seconded by Best, the roll
was called and votes ware as follows: Grogan, Best, Scudder, Swetnam,
Vulgamott and West voted aye; said bill was accordingly read, approved
by Mayor Czamanske and attached hereto, made a part hereof and became
Ordinance No. 75-33.
Best moved that Bill No. 75-34, being bill providing for the appointment
of Jim Beggs as assistant City Attorney be placed on its first reading, se-
conded by West, the roll was called and votes were as follows: Best, Grogan,
Scudder, Swetnam, Vulgamott and West voted aye; said bill was accordingly
read.
Grogan moved that Bill No. 75-34 be placed on its second reading, se-
conded by West, the roll was called and votes were as follows: Grogan, Best,
Scudder, Swetnam, Vulgamott and West voted aye; said bill was accordingly
read.
Vulgamott moved that Bill No. 75-34 be placed on its third reading and
upon passage of same become Ord. No. 75-34, seconded by Swetnam, the roll wa;
called and rotes were as follows: Best, Grogan, Swetnam, Scudder, Vulgamott
and West voted aye; said bill was accordingly read, approved by Mayor
Czamanske, attached hereto and. fade a part hereof and became Ord. No. 75-34.
The matter of accepting the sewer easements on the sewer district
as referred to as"Filger District'was discussed.
Swetnam moved that Bill No. 7535, being bill providing for the
acceptance of certain sewer as per the easements as originally signed
and the description therein be placed on its first reading, seconded by
Scudder, the roll was called and votes were as follows: Best, Grogan,
Scudder, and Swetnam voted aye; Vulgamott and West voted nay; said bill was
accordingly read.

Grogan moved that Bill no. 75-35 be ~~aced on its second reading,
seconded by Scudder, the roll was called and votes were as follows:
Best, Grogan, Scudder and Swetnam voted aye; Vulgamott and West voted
nay, said bill was accordingly read.
Swetnam moved that Bill No. 75-35 be placed on its third reading
seconded by Scudder, the roll was called and votes were as follows:
Best, Grogan, Scudder and Swetnam voted aye; Vulgamott and West voted
nay, said bill was accordingly read, approved by M~~or Czamanske attached
hereto and made a part hereof and became Ordinance No. 75-35,
There being no further business, upon motion made, seconded and
passed, meeting adjourned.
