HomeMy WebLinkAbout1975-09-23` Minutes of Regular Meeting of Board of Aldermen ~f the City of Riverside, Missouri - September 23, 1975 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall in Riverside, Missouri, on September 23, 1975, at 7:30 p.m. and upon a roll call, aldermen Grogan, Scudder, Swetnam,West ar;~ Vx~lgam~tt present; Best absent; Mayor Czamanske calling said meeting to order. The mir_utes of meeting cf September 16, 1975, were read and approved as read and corrected. The purpose of the meeting is to consider the Liquor License of Charles Stewart at Cross Roads and consider the new license for liquor at the Cross Roads for Michael Heller; to discuss the ordinance with regard to trailers being parked in various areas in the City and to discuss the sign ordinance. Prior to the meeting, a hearing was had with regard to the liquor license held by Charles Stewart at the Cross Roads. Dan Czamanske, liquor control Com- missioner, recommended that since Charles Stewart did not appearatthe hearing; he ceased to be present and inactive control of Cross Roads; and that he had discontinued or abandoned the premises; and that-the Public Safety Commissioner presented an affidavit to the Board setting out .that Charles Stewart was in violation of the ordinances. Liquor Control_`.Commissioner Dan Czamanske read and presented a Resolutior_ Lo the Board, revoking the liquor license of Charles and Mildred Stewart at Cross Roads and recommended to the $oard that it be adopted. West moved that the City adopt the Resolution, revoking the liquor license of Gm.arles and Mildred Stewart at the Cross Roads Tavern, seconded by Scudder, the roll was called and votes were as follows: Best, absent; Grogan, Scudder, Swetnam, Vulgamott and West voted aye. Mayor Czamanske recommended that the Director of Public Safety pick up the license from Charles and Mildred Stewart for the Cross Roads, and hat the City Clerk direct a letter to the State Lie~uor bureau advising of the Board's action regarding the said liquor license. Warren Brenner advised the Board that financial circumstances would not allow Michael Heller to open the Cross Roads and that his application be tabled until further advised, or that Mr. Brenner would find another person to rent the Cross Roads. Larry Meyerkorth, 6701 Eastside Drive, Kansas City, Missouri,~presented license application for a private shooting park at CMI, the Board approved the license, there being no fee since it is a private park and nothing is charged to use it and rnly employees of ~CMI and their friends can uSe it. The .license expire September 1, 1976. Minutes of Reg. Meeting Page 2, Sept. 23, 1975 The matter of semi-trailers and campers, boats, etc. being parked in various areas in the city was discussed. Don Witt is to present a proposed ordinance to the Board prior to the meeting of October 7, 1975. A recess was called. Meeting reconvened. The sign ordinance was discussed and the enforcement and setting up records for the signs were also discussed. Mayor Czamanske appointed Bob Scudder, John West and Gary Hohimer to interview applicants for a commercial e:,force_-nent officer. Mayor Czarnans.ke announced that Ruth Colliers, City Clerk, is planning on resigning around the middle of October and would like to receive applicants for that position. Geary Hohimer advised that the janitor was leaving and this position is open. Grogan moved that Bill No. 75-30 being bill authorizing the City Attorney to file suit against the people who are behind in the payment of the sewer bills, seconded by Scudder, the roll was called and votes.'-were as follows: Best absent; Grogan, Scudder, Swetnam, Vulgamott and West voted aye; said bill was accordingly read. West moved that Bill No. 75-30 be placed on its second reading, seconded by Scudder, the roll was called and votes were as follows: Best absent; Grogan, Scudder, Swetnam, Vulgamott and West voted aye; said bill was accordingly read. Swetnam moved that Bill No. 75-30 be placed on its tried reading and upon passage of same become Ordinance No.75-30, seconded by West, the roll was ca11e~ and votes were as follows: Best absent; Grogan, Scudder, Swetnam, Vulgamott and r M~.nutes of Reg. Meeting Page 3, September 23, 1975 west voted aye; said bill vas accordingly read, approved by Mayor Czamanske, attached hereto and made a part hereof and became Ordinance No. 75-30. There was a discussion about Mandan Road. The Board decided a tube was needed. If s~?rfacing was needed, it was the responsibility of the land owner. There being no further business, upon motion made, seconded and passed, meeting adjourned. September 23, 1975 Hearing on Charles and Mildred Stewarts' Liquor License at Cross Roads, Riverside, Missouri In accordra:e with the notice sent out by the City Clerk to Charles and Mildred Stewart advising them of the hearing to be held with regard to the revoking of their liquor:~license at Cross Roads Tavern, Riverside, Missouri, -- the hearing was held at 7:30 p.m. in the City Hall. 2'he notice to Charles and Mildred Stewart was served on them in person by a police officer on September 17, 1975. The Mayor advised that since neither Charles or Mildred Stewart were present at the hearing; that notice had been duly served upon them; and that an affidavit was presented to him by the Public Safety Director setting out the violations of the business; that he recommended that the license be revoked.
