Meeting of Board of Aldermen of
City of Riverside, Mo.
September 16, 1975
A regular meeting of the Board of Aldermen of the City of River-
side, Missouri, was held in the City Hall in Riverside, Missouri,
on September 16, 1975, at 7:30 p.m. and upon a roll call, aldermen
Best, Scudder, Swetnam, Vulgamott and West were present, Grogan
absent; Mayor Czamanske calling said meeting to order.
The minutes of September 2, 1975, were read and approved as
read and corredted.
Don Jack advised the Board tYat he feels it would be the best
for the City of Riverside to have the hearing which is scheduled
for October 15, 1975, before the Missouri State Highway Commission
to be postponed until further notice and that a letter be written
to them in this regard. Don Jack felt that we should see whether
or not the Highway Department will schedule the overlay for the
portion of West Platte Road in Riverside for the next fiscal year
and if so the hearing could be cancelled; however if this is not
on their schedule for thenext fiscal year, then perhaps the hearing
should be reset. The Board was in agreement with this and was of
the understanding that Don Jack would keep on top of this situation
and advise the board just as soon as he finds out whether or not
i}as work is on the Highway Department's schedule for the next
fiscal year.
Don Jack said that the survey on VanDepopulier and Maddox
Roads would be on his desk by Friday.
Don Jack also advised that he made another survey of the I-635
overpass on High Drive and recommended that the grading be done to
correct the safety hazard and also the erosion problem should be
corrected, and that this would come to approximately $8,000.
Grogan present this portion of meeting.
Best moved that Don Jack draw up the specs for the improvement
of High Drive in the vicinity of I-635; $4,000 to come out of the
Special District Fund and the remainder to come out of the Road Improvement
Fund; this is to cover erosion problem under the bridge and the imprrovement
for the safety of tYe road, seconded by Scudder, the roll was called
and votes were as follows: Best, Grogan, Scudder, Swetnam, aye;
Vulgamott and West Nay.
Best brought up the matter that Mandan Road needs grading and
ditching and rock on it; he said he talked with the Special Road
District and they would be willing to do this work it would cost

from $500. to $700. All the board members with the exception of
Vulgamott were in favor of having Best proceed with the improvement
of Mandan Road.
Vulgamott was opposed to the amount of money allowing Best
to have authority with and brought up the matter that former
alderman William Bailey was criticised for spending something like
$191. for a survey.
A recess was called - meeting reconvened.
Swetnam moved that Bill No.75-29 being bill providing for the
appropriation of money out of the general fund of the City of River-
side, Missouri for the payment of certain indebtedness as listed
therein be placed on its first reading, seconded by Scudder, the
Roll was called and votes were as follows: Bailey, Grogan, Scudder,
Swe#.r~am, Vulgamott and West voted aye;said bill was accordingly
read.
Grogan mooed that bill ?>To. 75-29 be placed on its second
reading,-~s.dconded by Best, the roll was called and votes were as
follows: Best, Grogan, Scudder, Swetnam, Vulgamott and West voted
aye; said bill was accordingly read.
West moved that Bill No. 75-29 be placed on its third reading
and upon passage of same become Ordinance No. 75-29, seconded by
Scudder, the roll was called and votes were as follows: Best,
Grogan, Scudder, Swetnam, Vulgamott and West voted aye; said bill
was accordingly read, approved by Mayor Czamanske, attached hereto
and made a part hereof and became Ordinance No. 75-29.
Michael Heller, 3800 North Cherry, Kansas City, Missouri, had
presented application for licquor license and business license
a little earlier in the meeting, but it was continued until latter
in the meeting. The location of the business is Cross-Roads at
Vivian and NW Gateway. Warren Brenner advised the Board that the
former occupant (Charles Stewart) was behind in paying the rent and
that he had paid with checks which were returned marked insufficient
funds. Also Warren Brenner advised that he had to supply the money
and did supply-the money for the Liquor License and occupation license
for the present year. Warren Brenner advised that he had filed
suit to evict Charles Stewart and to collect for unpaid rental; that
the matter was settled outside of court; that he got a judgment for
the amount Stewart owed him and was able to evict him. Stewart
had moved most of his belongings from the place. 'I{his matter was

discussed and it was agreed by the Boa d to act in accordance with
Section 27, paragraph 7 of the City Liquor Code. West moved that
a five-day written notice be sent to Charles Stewart, pursuant to
Section 27, paragraph 7 of the Liquor Code and that a hearing will
be held after the five-day notice, at the City Hall, at 7:30 p.m.
on September 23, 1975, seconded by Swetnam, the roll was called
and votes were as follows: Best, Grogan, Scudder, Swetnam, Vulgamott
and Wcst voted aye .
Mayor Czamanske announced that there would be a meeting
immed~a tely following the hearing on the Liquor License for Charles
Stewart on September 23, 1975.
It was brought up that Katz was spraying cars and that some
of the paint was going on other people's cars and that they were
complaining; a~1sa it was brought out that he did not have license
to operate at this location.
Another matter brought up was that there were many semi-trailers
parked over the different areas in Riverside and they should be
removed. Thi ma ter was discussed and it was to be brought up
at the next met' ~~~~~
The Legal Ai~~-' n whad previously asked for
a donation from Riverside has now ~ ~ ~3 ~~ Platte County.
Authority was given to rchase two n~w tires for the Animal
Control Truck.
There being no further business, upon motion made, seconded
and passed, meeting adjourned.
