- A regular meeting of the >oard of A]_dermer: of the City of Riverside, Missouri
was held in the City Hail in Riverside, Missouri on May G, 19'75, at 7:30 p.m. and upon ,.a

..Mike Huff presented application for a sign at F.o. 9 highway and Van~opuTier
Roads.. He advised that he had been before the Planning Commission and that the~Planning
Commission, recommended to the Board that it had approved the sign. ,The sign ~yrould be'8'x10
The sign would be 55 yards from the centerline of the Higrway. Mr. Huff appeared on behalf
of the National Sign Company. The Board approved the application for the sign for one year

Vivian ~~,2bad inquired with regard to orhat conclusion the Board had come to ,on .the roof
sign on his building, as he was to appear before the Board at t}ris time. It was suggested

Arthur Gelphrrian, 704 E. 72nd Street, Kansas City, Missouri, had presented

:-the Gas .Company with regard to the Gas Company's easement on his property and the amount
,of fill'which could be placed on top of tl~e gas line. Mayor CzamansY.e advised that he.
• -and Mr._~Witt were to contact the Gas Company and try to work out something with them,,
?'however RS' of this time it had not been done and he would see when Mr. Witt could
go witYi`him to see the Gas Company, in an attempt to work out the matter.-
Ann Hayes, 4712 Cedar, Kansas City, Missouri, was present on behalf`of the
Gateway.,Restaurant for its application for business license. The location of the
business being 4600 NW Gat.ecaay. The Board approved the application subject to the fee

Glenn Hohimer inquired with regard to mowing the City's right of ways, his '
large-would be $12.50 per hour, this included the machinerc anal manpower. He!.thought~;
~- t could ,take 20 hours to mow all the right of ways. The Board agreed to have Mr. Hohirtiert`.
to mow the right of ways this time for $12.50 per hear, however, in the future, 'bids would~°
' be obtained for this work.

Gary Hohimer advised that he had minirrimi fire truck specifications. Mayor
Czamanske suggested the setting up of a committee to study these specifications and
recommended the following to be on the Committee: Dick Grogan, Chairman, Winston Peeler,
Paul Ownes and Bill Hedgecock to be on said committee, and that same be appointed.;
West moved that the appointment of Dick Grogan, Chairman, Winston Peeler,
Paul, Qp~As and Bill Hedgecock be the Committee to study the specifications for a new
fire truck to be purchased, Scudder seconded the motion. The vote was called for and
all voted in favor - motion carried.
West advised that he would like to have the Police Department and the
Fire Department's proposed budget and also the information of last year's expenses.

A recess was called. Meeting reconvened.
Tony Cappo, 405 E. 73rd Ter., Kansas City, Missouri, applied for permission
sto sell beer on Sundays. He said i_n accordance crith the Board's request orhen he had
;''first obtained the license to operate Tory Pizza that he should come back and present
`'?to the Board the figures showing that his volume of other than liquor was more than 500,
and h~•.nt54r had.the figures and would l.il:e to get permission to sell beer on Sundays.
This master-was discussed. It was brought out that the Board could change the Ordinance
and have.a category wherein a business could obtain iicene>e for the sale of beer only
< on Sundays, or it could approve the application for liquor by tine drink and obtain;a
waiver setting out that Tony Pizza will not sell liquor by the drink, but only sell
beet.
Best moved that the City Attorney be authorized to prepare a new classification
in~ahe Code for the sale of beer only on Sunday, along with the sale of package beer being
sold for a certain fee and that Tony Cappo's applicatior. be approved subject to this,.
seconded by Scudder, the Roll :eas called and votes were as follows: Best, Grogan, Scudder,
aye;'Swetnam, Vulgamott and West - nay. Mayor Czamanske voted Aye.

appropriate =license fee being paid, seconded by Grogan, the roll was called and votes ,
were as follows: Best, Grogan, Scudder, Swetram and West voted aye; Vulgamott voted nay.

C. J. Ditching had applied for permission to ra~Se the building north of
Jones business buildings which had burned. The Board agreed to the approval of the
~~plication with the stipulation that this be done within 60 days from the date of
`~"'the application and that the premises be left cleared of debris and of any hazardous
condition.

that the Municipal League was haa.nc: a seminar at Jeffers=on ~i-ty, Missouri on May 30,
a one day session, and it was T.igirly rer_ommerded that they attend if at all possible:

Mayor Czamanske suggested. that Lester SJ~ffiam remni.r; as t:he Chairman of the
Committee on sewers; that Dick Grogan li}:ed the Public Safety Committee and that he
- remain Chairman of this Cormnittee; that John West remain the Chairman of the Finance
Committee; that Bernie Vulgamott be the Chairman of the Public Property Committee; that
Bob Scudder take Al Fries' place as Chairman of. the Business and Commerce Committee and :.
that Floyd Best be Chairman of the Street Committee; all present agreed to accept these
' positions.

West moved that Bill No. 75.14 being bill amending code 2,5 which sets out
the dates-for the Planning Commission tc meet - the Second and Fourth Thursdays of each
. month, be placed on its first reading, seconded by Grogan, the roll was called and votes
were as follows: Best, Grogan, Scudder, Swetnam and West voted aye; Vulgamott absent,
said bill was accordingly read.
West moved that rules be suspended and Bill. No. 75-14 be placed on ids second •

Grogan moved that rules be suspended and Ei.ll No. 7.14 be placed on its
third reading and upon passage of same become Ordinance No. 7.14, seconded by Scudder,.-
• the roll was called and Votes were as follows: Best, Grogan, Scudder, Swetnam, West voted
aye; Vulgamott absent; said bill was accordingly read, attached hereto and made a part
hereof, approved by Mayor Czarnanske and became Ordinance No. 7.14.
The matter of the three houses behind Filger Plaza being abandoned and
having three feet of water in the basement was brought up and discussed. It was suggested-
that t}re owners of the houses be notified of this condition and that this should be
'corregt~d. ,
It was brought out that the Corps of Engineers had been out and looked at
the debris and fill which the floods had deposited at. the Line Creek Bridge on West Vivian
.'::Road. It was felt that. this slows down -the flow of water. and should be cleaned out. West
is to Contact Don Jack to see if the Corp of Engineers will clean this portion-bf Line
Creek.
The matter of the dedication of Filger Secoer was brought up and Mayor Czamanske
advised that Mr. Filger has not returned the papers.
The matter of the liquor code is to be studied and P•ir_s. Collier is to send
-the aldermen a copy of the Code.
Geary Hohimer advised that he was going to start. a 100 hour police school
'r'and inquired as to what days he could have access to the City Hall. He was advised of
the days the Council met and the Planning t:ommission met on the second and fourth Thursdays,
and he could work his mettings in the other days. "i
