March 11, 1975 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall in Riverside, Missouri, on March 11, 1975, at 7:30 p.m. and upon a roll call, aldermen Grogan, 3wetnam, Vulgamott and West were present, Bailey and Fries absent; Mayor Czanamske calling said meeting to order. The minutes of meeting of March 4, 1975, were read and approved ss read and corrected. Mayor Czamanske announced that the purpose of this meeting was to confer with the Committee which was appointed by him sane time ago to study different means to increase the City's incase for the coming fiscal year. Bill Bright was the chairman of the committee and advised the Board of its findings from the past meetings it had had. Bill Bright said that he was told that the City needed additional funds to purchase a fire truck and to operate the Fire Department, and there were other things in the City which could be improved, such as the streets and street maintenance. A conclusion of the meetings brought out the fact that most of the members of the committee were in favor of a 1% sales tax and he so recommended this to the Board. Representatives and owners of businesses were present and gave their opinions with regard to the 196 sales tax. Also present were residents who gave their opinions on this matter. It appeared that most of the businesses were opposed to the 1% sales tax, but would favor a 1/2% sales tax; and most of the residents were for the 1% sales tax. It was bm ught out that if there were a 1% sales tax enforced, then some of the business licenses could possibly be lowered andth~is would be taken into consideration. These matters were discussed for a while. Grogan moved that the Board adopt a 1% sales tax, seconded by Swetnam, the roll was called and votes were as follows Bailey and Fries absent; Grogan and Swetnam aye; Vhlgamott and West abstained. ~L+tS•'1 Grogan moved that bill providing for the:. 1'% sales tax on the ballot for the April 1, 1975, be placed on its first by Swetnam, the roll was called and votes were as follows absent; Grogan, Swetnam, Vulgamott and West voted aye; said ly read. .e placed reading, seconded. Bailey and FrieB`" bill was accordirig~ Meeting of Board March 11, 1975 Page 2 Swetnam moved that rules be suspended and said bill be placed ai its second reading, seconded by Grogan, the roll was called and rotas were as follows: Bailey and Fries absent; Grogan, Swetnam, Vulgamott and West voted aye; said bill was accordingly read. Vulgamott moved that rules be suspended and said bill~~bo placed on its third reading and upon passage of same become ordinance, s~dad by West, the roll was called and votes were as follows: Bailey and BtiN absent; Grogan, Swetnam, Vulganttt and West voted :yet said bill was accordingly read, attiached hereto and made a part hereof, approved by Mayor Czananske and became Ordinance. 7!here being no further business, meeting adjourned.
