City of Riverside, Missouri
December 17, 1974
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri was held in the City Hall in Riverside, Missouri on
December 17, 1974, at 7:30 p.m. Upon a roll call, aldermen Bailey
Swetnam, Vulgamott and West were present, Grogan absent; and Fries absent.
Minutes of meeting of December 10, 1974, were read and approved
as read and corrected.
Mayor Czamanske announced that the third Tuesday meeting is
the finance meeting and paying of bills and that also at this meeting
there would be approximately ten businesses notified to be present
with regard to securing the 1975, occupation license.
Fries present this portion of meeting.
Alex Fram and Body Shop representative advised he would try to
remove the two old cars which were left there for quite some time.
Bessette Auto Sales, 2101 Vivian Road, was informed that he
could not move from one address to another without applying for
occupation license at the new address. 7t was brought out that the
sign should be removed and that he should park his automobiles farther
back; also that there appeared to be~some junker vehicles which should
be removed. He stated he would get the place cleared out within 30 to
6G days if the weather permitted. He would get rid of the old cars,
sign cleaned up and ~buld get rid of the tractors. He was given 60 days
to clean up the place - the Junkers and sign and six months to remove
the tractors.
Jay Fast was advised that he should move the two trucks
that were parked at the Skelly Service Station and that his
house was not in a business area andthat he should not work
out of his house. Fast advised that he was trying to sell
the trucks and would like to get rid of them. The Board told
Fast that this matter would be worked out later.
Allan Karr was told that he was allowed only one free standing
sign and Karr advised the Board that he had taken down the sign
referred to and that he would have the only one free standing sign.
•Jim Coen advised the Board that he had already taken down
the sign they had reference to.
Larry Meyers of Lbd+~t Auto sales stated he would put his vehicles
in order that the trailers would be at one end and vehicles at the
other end, and he would try to work out a place to put his free
standing sign.

The Party present representing Lee's Used Cars agreed to
remove the sandwich sign.
Larry's Alignment and Brakes agreed to only the necessary
signs which were allowed.
Mid-Continent Engineering and Testing agreed to one
free standing sign and one on the building.
The Gas Service Company was to be written a letter regarding
their new installation of a line and that they did not put the
street in the condition that it was prior to the installation.
Mr. Young brought up the matter of the sales tax and thought
that there was something wrong with the figures as shown in the
Kansas City Star, -- he was advised by the Board that such figures
as shown in the. news paper .
Jim Coen brought up the fact that the City seem never to
receive his statements which he sends us. The Mayor and Board
agreed that Ruth Colliers should have permission to pick up the
mail from the Post Office Box and this would be taken care o.f
immediately .
It was brought out that a white line should be painted on
High Drive -- in the middle and if possible one on each side.
This would be looked into, by the road department.
With regard to the purchasing of a fire truck, Don Witt
advised the City that he did not think it was in order for the
City to enter into the agreement prepared and advised against
the City's signing such agreement.
Don Jack is to check the installation of an underground
line by the utility company and the City is to obtain a drawing
showing exactly where the line is.
Don Jack advised he would like to get bids on the three
streets where the Flood damaged them.
Don Jack is to look at Mattox Road, pertaining to the
-- part where Stewart Sand's temporary plant was located and where
they used the road.
Don Jack is also to check out Sutherland Lumber Company,
regarding its completionand conformity with the plans.

Don Jack is also to look at West Platte Road and
West Riverside Street. He is also to checkout where Filger Pla za
is putting fill into the Creek and advise the City of this situation
at the next meeting.
-- Fries advised that he talked to Agnew and Agnew advised he would
get the place cleaned up, possibly within the next week.
It appeared that someone to represent Katz Body Shop and
Northside Mobil Homes were the only people not present.
Fries moved that Bill No. 74-36 being bill providing for
the appropriation of money out of the general fund of the City of
Riverside, Missouri, be placed on its first reading, seconded by
West, the roll was called and votes were as follows: Bailey,
Fries, Swetnam, Vulgamott and West voted aye; Grogan Absent, said
bill was accordingly read.
Vulgamott moved that rules be suspended and Bill No. 74-36
be placed on its second reading, seconded by West, the roll was called
and votes were as follows: Bailey, Fries, Swetnam, Vulgamott and
West voted aye; Grogan absent; said bill was accordingly read.
West moved that rules be suspended and Bill No. 74-36 be
placed on its third reading and upon passage of same become
Ordinance No. 74-36, seconded by Bailey, the roll was called and
votes were as follows: Bailey, Fries, Swetnam, Vulgamott, and West
voted aye; Grogan absent; said bill was accordingly read, attached
hereto and made a part hereof, approved by Mayor Czamanske and
became Ordinance No. 74-36.
