A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri was held in the City Hall in Riverside, on November 12, 1974,
at 7:30 p.m. Upon a roll call, aldermen Bailey, and Swetnam, absent;
Fries, Grogan, ;Vulgamott and West were present, said meeting was called
to order by Mayor Czamanske.
The Mayor announced that we would dispense with the reading of the
minutes of the last meeting until next week.
It was also announced by the Mayor that there were two things
on the agenda for this meeting -- One is the matter of increasing the
City's income by sales tax or property tax and the other matter is
the Fire Department.
The Mayor and Board talked about the budget and that the City's
present budget for the year 1974-75 was in balance, however, it was
for the next year that it was felt more income would be needed,
especially when talking about obtaining more gire Department
equipment.
Mr. Young said he canvassed about six businesses and that he
came up with about $63,750, that would be paid if there were 1/2 cent
sales tax. However, he stated he needed all the things necessary to
get more traffic into Riverside. Mr. Azorsky, spoke in generally
the same way, and also Mr. Cohen stated that the businesses needed
all the help they could get, anything to bring traffic into the
City.
The matter of taxes was discussed for quite a while and several
ideas were brought out.
N definite decisions were made at this time and the Mayor called
for a recess and after the recess th~::matter of the Fire Department
would be discussed.
Meeting reconvened.:
The matter of CFA requesting the City of Riverside to pay it
$10,000 for 1975 fire protection. It was understood that thin is
20% of their budget. The CFA feels that it cannot come into Riverside
and handle the fires unless they are compensated for it in some way.
The individual people paying their assessment was not bringing into
their budget enough money. If the City did not pay this sum, then
the Fire Department would only answer the calls to the people who
belonged to the CFA.

In the discussion it was brought out that the City of Riverside
would not be able to have its Fire Department equipped sufficiently
to have reciprocal arrangements with other cities for about six months.
West moved tYat the Mayor be authorized to notify the DFA that
the City of Riversides declines to pay the sum of $10,000 for the
full year but wishes to negotiate with the CFA for a six-month
service without the residents being required to be members and if
the residents do pay a membership that this be refunded should the
negotiations be successful, seconded by Grogan, the roll was called
and all presentaooted in favor, Bailey and Swetnam absent.
West moved that Rick Turner be authorized to prepare specifications
for a new fire truck, coordinating same with the City Attorney and
City Clerk for the purpose of taking bids for a ,:1250 gallon per minute
pumper, specifications will be available on Monday, November 18, 1974,
and the bids will be open at the regular meeting of the Board on
November 26, 1974, seconded by Grogan, the roll was called and all
present voted in favor, Bailey and Swetnam absent.
