A regular meeting of the Board of Aldermen of the City of Riverside, Missouri sas held in the City Hall in Riverside, Missouri on Septembeuly~tt4$ndtwestOwere• Upon a roll call, aldermen Bailey, Fries, Grogan, Swetnam, present, Mayor Czamanske calling said meeting to order. Minutss of meeting of August 20, 1974, were approved as read written and corrected. Mr. Soong Un Park of 818 W. Kansas, Independence, Missouri 64050 presented application for his wife (Sunheel !or setail of Wigs and Import of Gifts at 2401 W'nt oftS30.00,for Rsd X. Plaza. The Board approved the application, subject to the payme one-hal! hsar, full year license being 560.00. Ms. Allen Karr, 6500 N. Main, Gladstone, Missouri presented application to sell used cars at the former Dog 'N Suds at 1920 W. Platte Road, (this would be for retail and wlalesale of motor vehicles). Mr. Dale Snyder, 605 E. 123rd Terr., Kansas City, Missouri, stated he vas requested to bs present at the meeting with regard to his outside storage building. He stated that before the tiro in his restaurant, he had been renting a refrigeration unit and that shortly before he reopened that he had this unit picked up and he purchased his own unit. He said that this is on Cement Blocks and it is one-half deep Erases and ono-half walk-in Eraser. This matter was discussed and Mr. Snyder was advised that the City would bs:.getting in touch with him regarding this building. The Board thought that there should bs a consistency in allowing this type of building and the matter would have to bs studied turther. Toat Potovich, 4800 Cliff View Drive, 4009 Vivian Road, (Mike's Toys) was present with regard to the two Drailers parked behind Mike's. The board advised this would be studied and would take the matter unadvisement. Roy McClellan, 5007 High Drive, Riverside, Missouri, presented application tos his business at the said address for the sale and repair of vehicles. The Board advised him that there had been a complaint made about the noise he was making and the way the vehicles were parked in and about the area which was hazardous. He was advised by the Board that he was to report back in two weeks with an outline of how he vrould keep the wouldletakefthetmatterrolhhisflican edapplicationnunder adv e~rtent forcltwo vpreeksdafter he has presented a layout of his property and where the cars could be parked. Don Jack spoke with regard to the Flood Disaster money and that he had requested that another survey of the damage be made by the Government. It was-rbported that Mr. F11ger's sewer was to be started the first of September and that it would now be about 10 days before the project 1s started. With regard to Helen Brenner's sewer, it was the Board's desire to have Don Witt write her requesting that he advise the City what her plans are with regard to hooking her property up to sewers. A recess was called and meeting reconvened. Dick Grogan was excused this portion of meeting account of his being ill. Meeting of September 3, 1974 Page 2 Gary Hohiwes advised the Hoard that he has opportunity to obtain a large 6 wMel drive truck which is surplus gowrrrsent property and all the City has to do is show that they have uae for it and are using same. Also the City has to keep it in working order. It is suppose to be in good condition. It was thought that this could be a good place of firs tighting equipwsnt. The Board aughorized Geary Hohimer to see what it would cost to bring this whlcle to Kansas City, and if 1t is obtained, that the Fire Chief is authorized to take care of the vehicle. The natter o! the trailers parked in violation of the ordinance was discussed and Gary ilohiwss was to take tare of this. Mayor Czawanske advised that they would like tc bring up the Sign Ordinance at the next meeting. The Hoard discussed the matter of the trailers parked at diflerent places and thought this might be covered under the new zoning ordinance. The Board also discussed the natter of temporary structures being at the three restaurants and thought that this wetter should come before the Planning Camwisaion and that the Planning Cowmission cove up with sows ideas as to screening of the buildings and perhaps same other ideas with regard to saws. Hill lb. 74-Z7 being bill pertaining to the installation of petroleum storage tanks and tM repair of same was placed on its first reading by Bailey, seconded by Vulgawott, the roll was called and votes wore as follows: Bailey, Fries, Swtnaw, Vulgawott and sleet voted ayes Grogan absent, said Bill was accordingly read. 1Nst wooed that stulel4Y~ suspended and Hill No. 74-27 be placed on its second reading, •eaonded by 8wetnaw, the roll was called and votes were as followseeailey, Fries, Swtnaw, Vulgamott and west voted ayer Grogan absents said bill was accordingly read. Fries shoved that rules be suspended and Bill No. 74-27 be placed on its third reading and upon passage of same become Ordinance No. 74-27, seconded by Nest, the roll was called and votes were as follows: Bailey, Fries, Swetnam, Vulgamott and Nest voted ayes Grogan absent, said b111 was accordingly reads attached hereto, and made a part hereof, approved by Mayor Czamansk® and became Bill No. 74-27. Fries moved that Bill No. 74-28 being bill repealing Chapter 4 which pertained to the Ambulance Ordinance be placed on its first reading, seconded by Bailey, ttte roll was called and votes were as tollowss Bailey, Fries, Swetnam, Vulgamott and Nest voted ayer Grogan absent, acid bill was accordingly read. s Swetnam moved that rules be suspended and Bill No. 74-28 be placed on its second reading, seconded by Fries, the roll was called and votes were as follows: Fries, Bailey, Swstaam, Wlgamott and Nest voted ayer Grogan absents said bill was accordingly read. Vulgamot't moved that rules be suspended and Hill No. 74-28 ba placed on its third reading and upon pas~nge o! same become Ordinance No. 74-28, seconded by Bailey, the roll was called and votes were as follows: Bailey, Fries, Swetnam, Vulgamott and Nest voted aye= Brogan absentt acid bill was accordingly read attached hereto and made a part hereof, approved by Mayor Czamanske and became Ordinance No. 74-2B. Nith regard to the fee to be paid by Tob~~s Construction for the operation of its business in Riverside, it is Don Nitt'9 opinion that because Tobin is not engaged in the commercial sale of concrete, that it should, therefore, not be charged a fee for this type of business and that the fee of $52.50 paid for the remainder of 1974, is proper. Meeting of September 3, 1974 Page 3. __ The setter of the City getting up an inventory of Its assets was discussed and the Board had no objection in getting up such inventory. The matter of Petty Caah Fund was discussed and Ruth Colliers was to have charge of this matter. The matter of the cash taken in by the dispatchers was discussed and it was decided that this money was to be turned over to Ruth Collers daily. The matter of the care of the police department's vehicles was discussed. It ras tlwught that a daily log should be kept on each police vehicle. It was also decided that the State Highway Patrol should be written a letter, inquii~ng how this matter is handled by it. Neat moved that Mayor ezamanske is authorized to direct a letter of rspras-and to the Police Chief regarding the maintenance of the police vehicles and for iailtire to care for same, seconded by Fries, all present voted in favor, Grogan absent. There being no Lurther business, upon motion made, seconded and passed, meeting adjourned.
