July 16, 1974
A regular meeting of the Board of Aldermen of the City of River-
side, Missouri, was held in the City Hall in Riverside, Missouri, on
July 16, 1974, at 7:30 p.m. and upon a roll call, aldermen Bailey,
Fries, Grogan, Swetnam, Vulgamott and West were present.
Minutes of meeting of July 2, 1974, were read and approved
as written and corrected.
Mr. Bob Rimel, 8001 Prospect, Kansas City, Missouri (All State
Plumbing and Heating) was present and stated he was advised to be
present at the council meeting; that he did sewer hook-ups and other
miscellaneous plumbing, at the present time he was working in Raerside,
but he had no place of business in Riverside. It was the consensus of
the Board that there would be no charge for this type of business.
Jimmie L. Roy, 6508 N. Forest, Kansas City, Missouri 64118,
presented agiication for Ray's Barber Shop, 4535 A. Highway (Coens
Barber Shop); the applt:ation was approved subject to the payment of
the license fee for the remainder of the year $30.00 - $60.00 for the
full year.
Larry Myers, 4615 N. Winn Road, Apt. 203, Kansas City,
Missouri 64117, presented applicatun"for Auto Sales on the south
end of Northside Mobile Home Sales. He advised he would have
1968 and newer cars, there would be no junk cars and the most he
would have would be five or six cars. The Board advised tYft if he
wanted to sale motor cycles, he would have to apply for license to
sell same. The Board approved the application for the sale
of used vehicles, .upon the payment of the fee of $52.50 for remainder
of year; yearly fee being $105.00.
Mr. Mark redennick, 11209 N.W. 60th Street, Parkville,
Missouri applied for license for Mid-Continent Disposal, Inc.; at
__. the present time he has just commercial customers; said application
was approved upon the fee of $112.50 for the remainder of year(3/4 yr.
since was in operation since June, 1974) the full year being $150.00.
Mr.~redennick requested permission to park his vehicles at Vivian
Road and Cliff View Drive (Prior the 66 Service Station). H9 waned to
nse~ti~e~station building as storage;. he would put a phone in thebuilding
as matter of convenience for his men working only and not for solicitation
of business or receive calls for business; he also wanted to use the
storage gasoline tanks there for his own use; he advised that he had a
girl in parkville who took his phone calls and did his bookkeeping. He
would not use the building for hi place of business_.office. After
a discussion, the board and Mr. redennick agreed that this place was
not to be used as an office. The building would be used as storage and
phone only, and these restrictions would be placed on his license.

Mr. George F. James, 26 Camilot Place, Liberty, Mo., 64068,
advised he sold out his portin of North Side Mobile Sales and wanted
license to operate his business at Highway A and Woodland Street.
Mr. James agr 9t~ keep the large mobile homes from the corner of
Woodland and
so that it would not interfere with the vision
of people driving on Woodland when they wanted to enter on the Highway.
The board approved the application for license, subject to the payment
of the fee of $52.50 for orie half of year, restricting the said license
to the sale of mobile homes only and no sale of used automobiles.
Marilee Campbell, 864 Southshore Drive, (P. O. Box 9226,Riverside,Mo.)
Lake Waukomis, Missouri, applied for license for sale of antiques and
miscellaneous items, inside only. The place of business would be
Highway A and West Platte Road. The Board approved the application subject tc
the payment of $30.00 for one half year fee.
Mr. Gene Geiger, 6161 Secluded Lane, Kansas City, Missouri 64118,
representing Ted Wilkerson, l0 Central Avenue, Kansas City, Kansas,
applied for license to do heavy construction work on the A-635 highway.
The Board approved this application subject to the fee of $105.00 being
paid.
After a short recess, meeting reconvened.
Don Jack advised he was notified to check Homer McKehan's application
for remodeling to see if his building was according to the plane submitted,
and he did check this out. Mr. Jack advised that there was an 8' x 8'
utility addition made by Mr. McKehan which waste not shown on the plans,
in his opinion. The Board felt that Mr. McKehan should be advised that
the building was not according to the plans submitted to the City and
that this addition should have been presented to the planning commission, and
that he should come before the Boa d with hiS ne llan I££ Mr. M Kehan did
not report to the meeting, it was ~elt that rie s~o~ld ~e subpoenaed.
Don Jack advised that he worked a good portion of last week with
the Highway people on the flood disaster and met with federal highway men.
Mr. Jack advised that the city would not be eligible for any money (government
spent on the repair of the bridge on West Platte Road.
-" Vulgamott aid ~a;_ley advised they talked to highway department with
regard to overlay of West Platte Road and the Highway De~art_.~nt advised
it would be a while before this could be done. It was brought up that
_ there were several other communities which the highway department had done
some overlay work on just recently. Don Jack is to look into this
matter and will advise the Board of his response.
Swetnam brought up the matter of the land slide on High Drive and
Bailey advised. that this work would be done shortly.

Mr. Jack advised that the $1,000 held back with regard to Seal-O-Matic's
work on Hillside, South Road and Merrimac should now be forwarded to Seal-0=
Matic.
The matter of people disposing of trash on St. Joe Boulevard was
discussed and it was the Board's feeling that posts and chain should
be put across this road to pr~tient people from entering this area.
Mr. Glen Hohimer would be contacted to install such chain and posts.

Swetnam moved that Bill No. 74-~ being bill providing for the
appropriation of money out of the generla funds of the City of Riverside,
Missouri, for the payment of certain indebtedness as listed therein
be placed on its first reading, seconded by Vulgamott, the roll was
called and votes were as follows: Bailey, Fries, Grogan, Swetnam,
Vulgamott and West voted aye; said bill was accordingly read.

West moved that rules be suspended and Bill No. 74-ice be placed
on its second reading, seconded by Grogan, the roll was called and votes
were as follows: Bailey, Fries, Grogan, Swetnam, Vulgamott and West
voted aye; said bill was accordingly read.

Grogan moved that rules be suspended and Bill No. 74-~ be placed
on its third reading and upon passage of same become ordinance No. 74-18,
seconded by Bailey, the roll was called and votes were as follows:
Bailey, Fries, Grogan, Swetnam, Vulgamott and West voted aye; said bill
was accordingly read, attached hereto and made a part hereof; approved
by Mayor D, Czamanske and became ordinance No. 74_~a3._
Attorney Don Witt brought up the subject of the sign ordinance
and thought that it should be part of the Zoning Ordinances; and that
permits for new signs should come through the Planning Commission first,
and then presented to the Board of Aldermen for final approval. Don Witt
also inquired the length of time to be given to persons to phase out
their sign if it does not conform to the sign ordinance and also the
cost for the license permitting signs. These matters were discussed and
the Board thought it would be best to have the non-conforming signs phased
out within three years and that the license permit be for three years,
and the cost to be ten cents per square foot, minimum of $5.00
T It was brought out that the people in Northwood acres had no
water in the evenings. Don Witt advised he would handle this matter.
-- The matter of Andes and Roberts Meaning up their place was discussed
and it was decided to get someone to mow the the weeds and bill the property
owner and also to try to get rid of the sign.
Swetnam moved that Bill No. 74-24, being bill amending subsection
3 of Section 23.013, Chapter 23, offenses against morals of the Criminal
Code of the City of Riverside, Missouri, dealing with pornography and
amending subsection 23.014 of said chapter and adding to further sub-
sections thereto, be placed on its first reading, seconded by Grogan, the

roll was called and votes were as follows: Bailey-No; Fries-aye; Grogan-aye;
Swetnam-aye; Vulgamott-No; West-aye; said bill was accordingly read.

It was suggested that Mr. Bill Bright be appointed as the City
Auditor, to replace the present auditors, Franke and Hardin. Mr. Bright's
charges will be similar to Franke and Hardin's.
Vulgamott moved that Bill Bright be appointed City Auditor, seconed
by Bailey, the roll was called and all voted in favor - West obstained.
A'letter was to be written to Franke and Hardin, terminating
their services.
A bid was received from Seal-O-Matic to repair Merrimac; for
1,070 lineal feet, the sum would be $3,840.00. Swetnam moved that this
bid be accepted and that Merrimac be repaired according to said bid,
seconded by West, the roll was called and all voted in favor.
A bid from Seal-~-Matic was received for the repair of St. Joe
Boulevard in the sum of $2,360.00 for 600 lineal feet. Bailey moved
that the City accept said bid to repair St. Joe Boulevard in the sum
of $2,360.00 as per the bid, seconded by Vulgamott, the roll was called
and all voted in favor.
There being no further business, upon a motion made, seconded
and passed, meeting adjourned.
