HomeMy WebLinkAbout1974-07-02MINUTES OF MEETING OF BOARD OF ALDERMEN City of Riverside July 2, 1974 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall in Riverside, Missouri, on July 2, 1974, at 7:30 P.M. and upon a roll call, Aldermen Swetnam, Vulgamott, Bailey and West were present, Grogan and Fries absent; said meeting was called to order by Mayor Czamanske. The minutes of June 19, 1974, were read and approved as corrected. Mr. Mike McGinnis attorney, representing North Twin Drive-In Theatre, presented written memos to the Board, requesting the Board to read and consider some of the points made in the memo before voting on the theater ordinance. Mr. Vaughn and Mr. Sutton from Mid America Cinema were also present. West moved that rules be suspended and Bill No. 74-17 being bill amending subsection 3 of Section 23.013, Chapter 23, offenses against moras of the Criminal Code of the City of Riverside, Missouri, dealing with pornography and amending sub- section 23.014 of said chapter and adding to further subsections thereto, be placed on its second reading, seconded by Swetnam, the roll was called and votes were as follows: Fries and Grogan absent, West and Swetnam voted aye, Bailey voted no, Vulgamott voted no, said bill was accordingly defeated. Mr. Don Zelfer, 7106 N, W. Coronado, Kansas City, Missouri, made application for a business license for Mr. Turf Sod Company, located next to Bill's D X for the purpose of contracting sod. Mr. Zelfer stated they will not park trucks or store sod at this location. Application was aprpoved subject to the fee for one- half year of $52.50, Mr. Van Meter representing Tobin-Clarkson Construction Co. was present concerning a batch pant they were operating inthe construction of the new highway. Don Jack pointed out that no other construction facility has a license to operate in the City at this time. The mailer was deferred until Mr. Witt arrived at which time it was decided Mr. Witt would check further into the matter of charging occupation license fees to sub-contractors and would advise Mr. VAn Meter by mail as well as the other highway contractors inthe area. A recess was called and meeting reconvened. Don Jack stated he had met with the Corp of Engineers concerning the flood damages and their jurisdiction is very small. They assumed jurisdiction for two items: Clearing the channel from W. Platte Road to Lee Bush's, especially one tree blocking the channel, total project $2500.00. Don Jack stated that he objected to this figure and they increased it $700.00. The other item was the removal of rubble from the channel at 50th Street in the amount of $1440.00. Don Jack also stated Bill Tott completed the work on South Drive and Hillside which was under warranty. The Sign Ordinance was discussed, Mr. Witt was instructed to prepare sign ordinance for first reading for next meeting. Bailey moved that Bill No. 74-22 being an ordinance prohibiting operation of a motor vehicle in violation off' license restricticns and £iasing ef;~t3na7. penalty therefor be placed on its First reading, seconded by Vulgamott, the-roll was called and votes were as follows: Swetnam, Vulgamott, West and Bailey voted aye, Grogan and Fries absent; said bill was accordingly read. West moved that rules be suspended and Bill No. 74-22 be placed on its second reading, seconded by wwetnam, the roll was called and votes were as follows: Swetnam, Vulgamott, West and Bailey voted aye, Grogan and Fries absent, said bill was accordingly read. Bailey moved that rules be suspended and Bill No. 74-22 be placed on its third reading and upon passage of same become Ordinance No. 74-22, seconded by West, Swetnam, Vulgamott, West and Bailey voted aye, Grogan and Fries absent, said bill was accordingly read, attached hereto and made a part thereof, approved by Mayor Czamanske and became Ordinance No. 74-22. The ordinance providing for penalty for failure to apply for occupation licnese before commencing business was discussed and decided to table for a while. West requested 20 MPH signs in Indian Hills. Chief Hohimer instr~ed to place signs in that location. Swetnam suggested signs at entrance of City stating that Business license and Building permits were required. Chief Hohimer instructed to order such Signs and have installed at least five locations. It was decided written notice would be given to people concerning weeds and if they did not comply with the City's ordinance, city would mow the weeds and charge same to property owners. Don Witt was instruc ted to-.work with Andes and Roberts on tearing down the sign at the entrance to Riverside Townhouses and grading at that location. Chief Hohimer instructed to contact foreman on Highway job at High Drive concerning hole in street under bridge. Asst. City Clerk instructed to send letter to Don Jack asking him to check out plans and find out why Mr. McKeehan did not conform to plans presented to City for his building project at .:his home on High Drive. Gary Hohimer instructed to check into Dust situation on Mattox Road. If it had not been taken care of, Don Jack was to be notified to see what steps the City should take to correct this situation, using the money from the Bond posted by Stewart Sands. Don Witt was instructed to check into the matter of Roy's Automotive Shop on High Drive. There bung no further business, upon motion made, seconded and passed, meeting adjourned.
