Minutes of Regular Meeting of Board of Aldermen City of Riverside, Mo. June 19, 1974 ,_ A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall in Riverside, Missouri, on June 19, 1974, at 7:30 p.m. and upon a roll call, aldermen Fries, Swetnam, Vulgamott and West were present, Bailey and Grogan absent; said meeting was called to order by Mayor Czamanske. The minutes of June 4, 1974, were read and approved as corrected. The minutes of June 11, 1974, were read and approved as corrected. Mr. L. G. Rolland, 807 North 84th Street, Kansas City, Kansas 66112 presented application for occupation license for Crepaco, 4107 W. Riverside. Street, (location in Mr. Brown's Building). It appeared that he had more than 4,000 sq. ft. of warehouse area and that he had been in Qperation since the last quarter of 1973. The application was approved subject to the payment of one quarter of year for 1973 - $43.75 and the full year of 1974 - $175.00. Al Stock, 4210 Chaumiere, Kansas City, Missouri, applied for Fire Works permit at Dog & Suds on West Platte Road, the area would be 10' x 36', and the permit would be X250.00 plus $100 for clean-up bond. The application for Fire Works was approved subject to the payment of the $250.00 and $100 bond. William Harvey, 5617 N. Colrain, Kansas City, Missouri, applied for license to sell Fire Works at area next to Jocky Club on the North Side, the application was approved subject to the payment of $250.00 fee, plus $100. deposit for clean-up. Mr. Charles Smith of Mid-CityTransfer, Inc., 10220 West 56th Terrace, Shawnee, Kansas 66203, applied for license to operate his business at 2504 NW Platt Road, he has five trucks and delivers merchandise from Intercontinental Air Port to various places in Kansas City and he works against time. He advised he would not park any of his trucks on the graveled surface. The application was approved subject to the payment of fee of $45.00 for 3/4 of year, full year being $60.00. `--- Mr. Glen Paisley, of Sutherland Lumber Company, St. Joseph, Missouri, presented bualding permit application. It appeared all drawings and papers were in order and the Board approved the application, subject to the payment ~f the ffiuilding fee. Mr. Paisley agreed that if they are allowed to connect nto the public sewer, that they will do so, rather than go on the septic tank system. Reg. Meeting June 19, 1974 ge 2, 1974 Melvin Campbell, 8024 N. Hample, Kansas City, Missouri, applied for building permit for house at 4904 Northwood Road; it appeared the plication and papers ~e in proper order, subject to supplying each document in triplicate and the Board also approved the extension of 90 days for the permit of the temporary construction; and the payment of the fee of $112.00. Vera Mae Cobb, 723 Southshore Drive, Lake Waukomis, Mo., presented application for selling fire works on the inside drive of Phil's Body Shop, the space would be 30' x 10', the application was approved subject to the payment of the fee, plus $100.00 bond deposit. The proposed Drive-In Theatre Ordinance was discussed with regard to "R" rated and other rated movies. Mr. Howard Sacks, Attorney for Commonwealth Theatre and also on behalf of Mid-America Cinema (Twin-Drive-In) spoke with regard to the feelings of the Drive-Ins. He thought that pe}shaps this matter slauld have been brought to their attention before the preparation of passing an ordinance, and the problems might have been worked out. Joe Wise of Mid-America Cinema and Danny Smart of Commonwealth were also present. They advised the Board that they could not survive if they did ^~t run the "~" rated movies; that some of the "R" rated movies do become . "GP" movie; that these theatres bring in approximately 350,000 patrons through riverside during the season and this could mean more business for other places of business in 8iverside; it was also brought out that more than 50/ of the movies made are "R" rated. The theatre people thought it would cause lots of trouble for them if they had to check the age of the patrons coming in the threatre; that is to see if they were 17 years and older; as some patrons have false papers. Geary Hohimer thought the carrying out of th¢s portion of the Ordinance mmg&t cause a longer traffic jam. The residen~ present brought up the fact that maybe the theatre ©anld be screened from the public; however it was brought out that this was practically impossible. The Theatre people agreed to be willing to check the identification of the patrons coming in the theatre rather than have the ordinance passed. The residen~~i present (Mrs. Swetnam, Mr. Joe Collier, Mrs. Piene ) Messed the desire that they would like to see the ordinance passed. The Mayor expressed his opinion as a resident that the City probably would cause more yR" rated movies if the ordinance was passed; also the ~t that he felt that it would be the parent's responsibility to control their own children. Swetnam moved that Bill No. 74-17 being bill amending subsection 3 of Section 23.013, chapter 23, offenses against morals of the criminal code of the City of Rive~ttside, Dealing with pornography and amending Reg. Meeting June 19, 1974 Page 3, 1974 subsedion 23.014 or said chapter and adding to further subsections thereto, be placed on its first reading, seconded by West, the roll was called and votes were as follows: Bailey absent; Grogan, absent; Fries, Swetnam, Vulgamott and West voted aye; said bill was accordingly read. A recess was called and meeting reconvened. Don Jack advised that it was i~ order to pay the balance of $1300.00 to Seal-O-Matic for High Drive; that the $1339.00 for youth Drive, Merrimac and Hill Side should be held for a why since Seal-O-Matic has to do a little more work. Don Jack advised with further reference to Jim Farley's request that the City see what federal and state aid could be gotten with regard to public sewers in the City; that everything was done that was necessary and it would just take time, probably 5 to 6 months before we would get definite information. Don Witt advised that with regard to the Ordinance relative to the penalty for persons operating businesses without a license; that this was not complete and he would have it by the next meeting. Geary:"Hohimer reported on his meeting at Richmond, Missouri with regard to the Disaster funds and advised that we would be funded 100% of our loss. If the loss was under $25,000, that the check could be picked up possibly the same day as the claim is presented. The applications to have to be completed and sent in. There will be an inspection by the Federal and State e le with regard to the loss. Judge Miller was present to ~~~Platte County to see that each City would get refunded for its loss. West moved that the City adopt a resolution to process the necessary applicationsto obtain a fund for the flood damage it suffered, seconded by Swetnam, the roll was called and all present voted in favor, Bailey and Grogan, absent. Mrs. Collier is to write Ande and Roberts with regard to the lawn and drainage problem. Vulgamott moved that Bill No. 74-21 being bill proviling for the appropriation of money out of the general fund of the City of Riverside for the payment of certain indebtedness as listed therein be placed on its first reading, seconded by Fries, the roll was called and votes were as following: Bailey aryl Grogan absent; Fries, Swetnam, Vulgamott and West voted aye; said bill was accordingly read. Vulgamott moved that the City accept the buflget for the 1974-75 fiscal year, seconded by Fries, the roll was called and all present ~roted in favor; Bailey and~lGrogan absent.
