Meeting of Board of Aldermen
City of Riverside, Mo.
June 4, 1974
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri, was held in the City Hall in Riverside,
Missouri on June 4, 1974, at 7:30 p.m. Upon a roll call.
aldermen Bailey, t3rogan, Swetnam, wlgamott and Nest were present,
Fries absent; Mayor Czamanake calling said meeting to order.
Minutes of meeting of May 21, 1974, ware approved as read
and corrected.
Mr. Richard Anders, 3405 N.B. 72nd Street, Liladstone, Mo.,
and Lee Butler, 8605 N.N. Oldstagecoach Road, Bahasa City, Missouri,
applied for occupation license for R.J.&L. Paint Company at 2605
N.N. Riverside Drive, Riverside, Missouri. They advised this
is for painting trucks and toilers only. A discussion was had
with regard to the neatness of the lot. The City did not want
lots of trucks and trailers parked outside of the building and
on the lot. Messrs. Anders and Butler explained that they get
orders to paint the tractors and trailers, there is no body
work done here, after they are painted, the party is called
that they are ready and they come and pick them up. Two or
three tractors~or trailers would be the most at one time.
They agreed to not have any trucks stored outside on the weekends
(Saturday and Sunday), they also agreed that the longest time
that any vehicle would be stored outside would be four days and
they doubted that there would be any that long. The application
of the R.J.&L Paint Company was approved suYjject to their not
storing any vehicle more than four days and there would be no
storage on weekends (Saturday a Sunday); the license fee being
$45.00 for that portion of year remaining and $60.00 an annual
fee.

Ted Heater/applied for occupation license to sell motorcycles
at his place of business, he advised that all he has now is
motor vehicles - all the trailers have been moved out. This matter
was discussed and upon advice from Attorney Witt that Mr. Heater
would need a license to sell the motorcycles, he would be advised
to obtain the license.
Sill Nelson, 4807 NW Hillside, Riverside, Missouri, applied
for license to sell fireworks at 2526 N. Platte Road, Riverside,
Mo., he would have a 40' x 20' tent. R'he application was approved,
the fee being $250.00 plus $100.00 deposit. This was subject to
the federal government allowing the selling of fireworks, and if
they are not to be sold, the money would be refunded.

Mr. Howard Price, 419 South Montgall, icansas City, Missouri
applied for occupation license to sell furniture at Red-X, the
applicataz waa approved, subject to the paying of $45.00 for
license fee for the remainder of the year. A full year would
be $60.00.
A discussion waa had with regard to the different rated
movies shown at the drive-ins and the controll of people 17
years of age and under not being allowed to enter the drive-ins.
Grogan moved that Bill No. 74-17 being bill providing for the
controling of movies at twin drive-ins and checking the patrons
who enter the drive-ins to see that they are over 17 years
of age be placed on its first reading, seconded by West, the
roll was called and votes were as follows: Bailey-ayes Fries, absents
Grogan, Swetnam, Vulgamott and West voted aye, Said bill was
accordingly read.
Mayor Czamanske announced that the owners of the Drive-ins
would be notified of its Bill so that their side could be heard
at the next regular meeting.
'~ Mr. Glen Tehel was present for his building permit. Don
Jack advised that Mr. 9tehel's plans were in order and that he
approved same. The Hoard approved the plans.
Mr. Jim Farley, attorney representing Bill Hedgecock, was
present inquiring with regard to the City's position of sewers
in the area of Bill Hedgecock's proposed development. Mr. Farley
was advised that the City has already applied for the Federal
aid and State Aid and have gone as far as they can at the present
time.

Don Jack advised that he surveyed the flood damage and presented
the paper to the City.
Don Witt advised that he secured the 1973 assessment valuation
of the proposed annexed area and it was $768,978. He thought
there would be approximately 475 houses in the area, including the
200 in Misty Woods.

various committees of the Hoard of Aldermen and setting out the
salaries therefor; also setting out the duties; to be retroactive
as of April 2, 1974, be placed on its first reading, seconded
by Swltnam, the roll was called and votes were as follows Fries=
,:absent; Bailey, Grogan, Swetnam, vulgamott and West voted aye;
said bill was accordingly read.
West moved that rules be suspended and Bill Dio. 74-19
be placed on its second reading, seconded by Swetnam, the roll
was called and votes were as follows: Bailey, Grogan, Swetnam,
vulgamott and West voted ayes Fries abaentt said bill was
accordingly read.
Grogan moved that rules be suspended and Bill No. 74-19
be placed on its third reading and upon passage of same becoane
Ordinance No. 74-19, seconded by west, the roll was called and
votes were as follows Bailey, Grogan, Swetna~, West and wlgamott
voted aye; Friee; absent; said bill was accordingly read,
attached hereto and made a part hereof, approved by Maryo Czamanske
and became Ord. No. 74-19.
Don Witt reported with regard to the utility companies
having different amount of users and there is quite a
difference in the water and telephone users and also the
wader, gas and electric. The board discussed this matter and
decided to see if they could get a college stiudent to do some
work on this, possibly to go door to door.
The matter of spraying for mosquitoes was to be looked into
to see the cost of perhaps doing the spraying from an airplane.
It was announced that the next meeting would be on the
budget, this would be June 11, 1974, at 7:30 p.m.
West moved that Bill No. 74-20 being bill amending Code
Section 5.1, subsection 6 of the City of Riverside to correct
a typographical error, seconded by Grogan, the roll was called
and votes were as follows: Bailey-nay, Fries, Absent; Grogan,
Swetnam, Vulgamott and West voted aye; said bill was accordingly
read.
Swetnam moved that rules be suspended and Bill No. 74-20
be placed on its second reading, second 1~~r West, the roll was

accordingly read.
Grogan moved that rules be auspendld and said bill be
placed on its third reading and upon passage of same become
ordinance No. 74-20, sem nded by Swetnam, the roll was cal led
and votes were as followss Bailey-nay; Pries, absent; Grogan,
Swetnam, Vulgamott and west voted aye; said bill was accordingly
read, attached hereto and made a part he®of, approved by Mayor
Czamanske and became Ordinance No. 74-20.
There being no further business, upon mourn made,
seconded and. passed, meeting adjourned.
