Meeting of Board of Aldermen
City of Riverside, Mo.
Nay 21, 1974
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri, was held in the City Hall in Riverside,
Missouri on May 21, 1974, at 7:30 p.m. and upon a roll call,
aldermen Fries, cirogan, Vulgamott, Swetnam and Nest were present,
Bailey absent; Mayor Czamanske calling said meeting to order.
Minutes of May 14, 1974, were read, corrected and approved as
written.
Mr. ciregg Dean, 9103 W. 81st Street, Terrace, Overland Park,
sae, applied for fire work permit, his place vauld be adjacent
to ICellys on Neat Platte Road, his tent would be 50' x 40'; the
li erase fee would be $500.00 plus $100.00 deposit for cleaning up.
Th Board approaved the application pending the L-ederal government
allowing the selling of fireworks; if they are not allowed to be
sold, it is understood that the money would be refunded.
J. B. Nilson, 7315 DT. Avalon, Kansas City, Missouri, applied
for business license to operate Riverside T'hriftway - groceries,
meat, produce, liquor (Class C. License); it would be called
Jim's Riverside Thriftway. A letter was received from Chief
Hohimer that the usual police check for record was made and Mr.
Wilson's record was in order. The Board requested Mr. Nilson to
keep the pornographic material up high on a shelf or behind the
counter, away from minors and this Mr. Nilson agreed to do.
Mr. Nilson's application was approved, the amount being $78.75 for
the grocery part and $12.50 for the liquor for the remainder of
the year.
Mr. Joe Battogolia, 3924 Scarritt, Kansas City, Missouri,
advised that he did not want to keep the pool table in his place
of business and he also would like to extend the hours he is

wh n school is in session 3:00 pm to 9:°:~~ pq~; on the woek ends

on week days and Saturday; and on Sunday L:00 p.m. to 11:00 p.m.
The Board approved that the houcs be changed on the license and
that he be refunded the $50.00 for the pool table.

Mr. Hill 1ingerman, 8810 Kesslsr Street, Overland Park, Kansas
applied for business license, for Construction Machinery, Inc. at
6501 River Park Drive, {shooting range for the eanployes of the
company). The Board approved the application and this is a no-fee
type of business.
Don Jack reported that he called Dlen Tahel on his building and
advised him of some Corrections to make.
Chief Hahimer is to find out whether a private company is
constructing a temporary cement plant on the south end of Northwood
Road.
Don Jack is to survey the damage in Riverside ca~ised'by the
recent flood and to write a brief description of same. This is to
be sent to the Office of 8mergency - Col. Bash, Depart of State
llrtijutant General.
The matter of the Mater Company filling in the places they
dug for lines with dirt was to be looked intot this was on
Strathberry Street. It was also brought out that the water pressure
in Indian Ailla is still very low at times and Don Jack is to
write the Water Company regarding the pressure.
Fries moved that Bill No. 74-14 being a bill fixing the
terms of a contract with Glen E. Sohimer for the mowing of rights
of ways of the City Streets and Roadways within the City of
Riverside, Missouri, and providing for the execution of said
Contract, be placed on its first reading, seconded by Swetnam,
the roll was called and votes were as follows: Bailey, absents
Fries, Grogan, 3wetnam, Vulgamott and West voted ayes said bill
was accordingly read.
West moved that rules be suspended and Bill No. 74-14 be placed
on its second reading, seconded by Vulgamott, the roll was called
and votes were ae followss Bailey-absents Grogan, Fries, Swetnam,
Vulgamott and West voted aye; said bill was accordingly read.
Vulgamott moved that rules be suspended and said bill be
placed on its third reading and upon passage of same become
Ordinance No. 74-14, seconded by Swetnam, the roll was called and
votes were as follows Bailey-absent; Fries, Grogan, Swetnam,
Vulgamott and West voted aye, said bill was accordingly read, approved
by Mayor Czamanske and became Ord. No. 74-14.
It was brought out that the salary of the Animal Control Officer
was fixed by the Board.

The Board requested Don Mitt to prepare an ordinance for a
business to be penalized if it operates without a license, it was
thought that 1/2 again as much as the license would be the penalty.
Don Mitt brought out that on the Rood Insurance, that it
see~ns that the City has done all it can to cosily with the
requirements on the lower insurance rates.
The matter of the Police and Fire Departments calls being
monitored was brought out and discussed.
Grogan moved that Bill ~To. 74-15 being bill enacting
section 19.923 of the City Code of the City of Riverside,
Missouri, and providing that it is unlawful to equip a motor
vehicle with any appliance or equipment which transmits or
receives messages on any police Radio Frequency or to use such
appliance or equipment in any motor vehicle within the City, be placed
on its first reading, seconded by Swetnam, the roll was called
and votes were as follows: Bailey-absent; Fries, brogan, Swotnam
vulgamott and West voted ayes said bill was accordingly read.
Swetnam moved that rules be suspended and Bill No. 74-Ii be
- placed ai its second reading, seconded by Mast, the roll was called
and votes were as follows Bailey-absent= Fries, Grogan, Swetnam
Wlgatmott and West voted aye: said bill was accordingly read.
West moved that rules be suspended and Bill No. 74-15 be placed
on its third reading and upon passage of same become Ord. No. 74-15
seconded by Grogan, the roll was called and votes were as follows:

Swetnam moved that Bill No. 74-17 being bill providing for
the controling of movies at twin drive-ins, where one movie is
"I~'rated anfl the other is "G" rated and the control of checking
the patrons entering the drive-ins to see that they are over 17
years of age - seconded by West, the roll was called and votes
were as follows: Bailey-absent; Fries-nay; Grogan-aye; Swetnam-aye;
Wlgamott-nay; and West aye.

west moved that Hill No. 74-16 being bill providing for the
appropriation of money out of the general fund of the City of
Riverside, Missouri, be placed on its first reading, seconded by
Grogan, the roll was called and votes were as follows: Sailey-
absent; Fries, Grogan, Swetnam, Vulgamott and Ifest voted aye;
said bill was accordingly read.

Fries moved that Yizles;: be ~us~-ended,: and Bill No. 74-16 be
placed on its third reading and upon passage of same became
Ordinance No. 74-16, seconded by west, the roll was called and
votes were as follows Bailey-absent; Fries, Grogan, Swetnam,
Vulgamott and west voted aye; said bill was accordingly read,
attached hereto and made a part hereof, approved by Mayor Czamanske
and became Ordinance No. 74-16.
It was announced by the Mayor that the first Tuesday of
June, the meeting will be at 7:30 p.m. and one of the things on
the agenda would be the Sign Ordinance, (June 4, 1974)
It was also announced that on the Second Tuesday in June,
at 7:30 the Board will have a meeting and one of the things to
be discussed would be the 1974-75 City Budget (June 11, 1974).
There being no further business, upon motion made, seconded
and passed, meeting adjourned.
