HomeMy WebLinkAbout1974-01-15w MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN CITY OF RIVEIS IDE, MISSOURI JANUARY 15, 1974 '~--- A regular meeting of the Board of Aldermen of City of Riverside, Missouri, was held in the City Hall, in Riverside, Missouri, on January 15, 1974, at 7:30 p.m. and upon a roll call, aldermen Bailey, Grogan, Swetnam, Vulgamott and West were present, Fries absent, and Mayor Czamanske calling said meeting to order. The minutes of January 8, 1974, were read and approved as written, read and corrected. Mrs.Glen Douglas, 3432 N.E. 72nd Terrace, Gladstone, Missouri, presented application for Easy Wash Laundromat, 2705 Vivian Road, It was brought out that the laundromat is not on public sewer and just as soon as this sewer is available the laundromat would be required to hook into it. Mre. Douglas understood that when the sewer is available that the laundromat will have to be hooked into it. The application was approved for Easy Wash Laundromat upon the above stipulation and the paying of $60.00 occupation fee for one year. . Kenneth Pate, 2730 South Mall, Antioch Shopping Center, Kansas City, Missouri, applied for license for American Security Company, an alarm service company. Swetnam moved that the occupation for burglar alarm service be $60.00 per year, seconded by West, Bill No. 74-2 (Code 12.1, Section 3) be placed on its first reading, theroll was called and votes were as follows: Bailey,Grogan,Swetnam,Vulgamott, and West voted aye; Fries absent, said bill was accordingly read. Bailey moved that rules be suspended and said bill be placed on its second reading, seconded by West, the roll was called and votes were as follows: Bailey;Grogan;3wetnam;West; and Vulgamott voted aye; Fries absent; said bill was accordingly read. West moved that rules be suspended and said bill be placed on its third reading and upon passage of same become Ordinance No. 74-2, seconded by Bailey, the roll was called and votes were as follows: ,, Bailey, Grogan, Swetnam, Vulgamott and West voted ayes Fries absent; said bill was accordingly read, attached hereto and made a part hereof; approved by Mayor Czamanske and became Ordinance No. 74-2. The application for the American Security Company was approved subject to the payment of the fee of $60.00 for one year. Minutes of Reg. meeting Page 2, Jan. 5, 1974 The matter of Mr. Baldwin's application for permit to park trailer at his place of business was discussed further and it was decided by the Board that the application to park a trailer at his place of business be denied; that the City will withhold prosecution for the violation of-the Ordinance until March 1, 1974, with regard to the trailer home before enforcing the ordinance, ~°~~~ Don Witt is to check with the uti ity Company with regard to their paying the 1096 ~.Q .~ It was agreed to transfer $12,000 of the Federal Revenue sharing to general funds; $12,200.00 of the Police Court account to general funds and $35,OOOAO from the Time Deposit to the General Funds. West moved that Bill No. 74-3 being bill providing for the appropriation of money out of the General Fund of the City of Riverside, Missouri,for the payment of certa~n indebtedness as listed therein be placed on its first reading, seconded by Bailey, the roll was called and vo~gfe~rer~s~~followss Bailey, Grogan, Swetnam, Vulgamott and WestJvoted ay said bill was accordingly read. Bailey moved that rules be suspended and Bill No. 74-3 be placed on its second reading, seconded by Grogan, the roll was called and votes were as follows: Bailey, Grogan, Swetnam, Vulgamott and West voted aye; Fries Absent) said bill vas accordingly read. Vulgamott moved that rules be suspended and Hill No.74-3 be placed on its third reading and upon passage of same, become Ordinance No. 74-3, seconded by West, the roll was called and votes were as follows: Bailey, Grogan, Sv~nam, Vulgamott and West voted aye; Fries absent, said bill was accordingly read attached hereto and became a part hereof, approved by Mayor Czamanske and became Ordinance No. 74-3. The Board agreed that it would be in order for the Clay-Platte fund for Crippled Children collect in Riverside, Missouri. The matter of someone spilling an acid at the closed Phillip 66 Station on Vivian Road (Gillette+e) was brought to the Board's attention and Don Jack is to see what can be done with it. Burnie Vulgamott excused at this portion of meeting. The matter of Trader Mobile Homes selling used automobiles without license was to be checked into. Minutes of Reg. Meeting Page 3, Jan. 15, 1974 The matter of Hohn's dedication of the sewer to the duty was discussed and Mr. Witt said Mr. Hohn's attorney has the easement ready and also the dedication papers in order and the only problem seems to be that Mr. Hohn had agreed to reimburse the City for the engineering expense for the inspection of the sewer and this has not been paid. The Board felt the matter of the inspection expense should not be pursued further but that the dedication should be handled as soon as possible. Don Witt advised that the suit captioned Riverside v. Warren Brenner is to come up for trial January 18, 1974. Mr. Witt advised he prepared a stipulation to be executed by the mayor which gives Warren Brenner 90 days instead of 6 months in which to put the trailer court in condition to coanply with the ordinance. West moved that Hill No, 74-4, being bill authorizing the Mayor to execute a stipu~tion for disposition of litigation captioned City of Riverside vs. Warren Brenner, seconded by Bailey, the roll was called and votes were as follows: Bailey, Grogan, Swetnam, and West voted aye; Fries and Vulgamott absent, said bill was accordingly read. _ Grogan moved that rules be suspended and Bill No. 74-4 be placed rn its second reading, seconded by Swetnam, the roll was called and votes were as follows: Bailey, Grogan, Swetnam, and West voted aye; Fries and Vulgamott absent, said bill was accordingly read. Bailey moved that rules be suspended and Bill No. 74-4 be placed on its third reading and upon passage of same become Ord. No. 74-4, seconded by Grogan, the roll was called and votes were as follows: Bailey, Grogan, Swetnam and West Voted aye; Fries and Vulgamott absent, said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Gzamanske and became Ordinance No. 74-4. It was announced that the Nursing Hoene would like to take the firemen through the nursing home on a tour. Dick Grogan announced thathe was meeting with the firemen on Wednesday. Swetnam inquired wh#her some of the buildings at Edwards' Rentals could be removed as they appeared to be unsafe. West inquired with regard to dumping signs, and also about cleaning out Line Creek. It was suggested that Mr. Pettis be contacted with regard to inspecting Line Creek. Y Minutes of Regular Meeting Page 4, Jan. 15, 1974 The matter of the police department having to break into one of the apartments at Greysbne and damaging the door and lock was brought up. The matter of paying for the damage was -- also discussed. It was announced that the next meeting would be February 5, 1974.
