Board of Aldermen of City of

A regal ar meeting of the Board of Aldermen of City of Riverside,
Missouri, was held in the City Hall in Riverside, Missouri on January 8,
~-- 1974, at 7:30 p.m. and upon a roll call, aldermen Bailey, Fries,
Grogan, Swetnam, Vulgamott and West were present, Mayor Czananske
calling said meeting to order.
Minutes of December 16, 19f4 were read, and approved as read and
corrected.
Jack Ball, 11010 East Truman Road, Independence, Missouri,
presented application for business license and also wanted permit
for temporary building, the matter of temporary building was discussed
and the Board did approve the business agolication for Ball
Distributing Co., Inc. upon the payment of the fee. The application
for its temporary building was not approved by the Hoard. The business
office is in the Riverside Stadium building, t'.:e fee being $60.00.
Steven C. Thompson, 5040 N. Woodland, Kansas City, Missouri,
applied for business license to operate Adco Insurance Agency in the
Riverside Stadium Building. The Board approved the license application
subject to the fee of $60.00 being paid.
Jack Ball and Steven C. Thompson both are of the understa~iding
that they can have only one sign on the outside which sets out their
business and it should be a professionally painted sign, and both men
agreed to this.
Mr. Baldwin of Mid Continent Engineering advised that he was
to report to the meeting with regard to the trailer he had at his
business which he was remodeling and using at his different job
locations. This matter was discussed and it was agreed to table
the matter for one week. Mr. Baldwin then inquired what he need
to do in order to beautify the building. He was advised that he
should submit his plans to the Planning Commission. Mr. Baldwin
also advised that they have a total sum of 10 people working for
them most of the time and at their peek, they have more people. He
also stated that they were continuing to expand their business.
The Board requested that Mr. Pate of White City be notified
to be present at our next seating.
`-- The matter of Bernie Vulgamott's application for liquor
license and business license was discussed and upon motion by West
that he be issued an occupation license, seconded by Bailey, the
roll was called and all voted in favor, Vulgamott abstained. The fee
being $160.00 plus $275.00 for liquor license.

Gary Hohimer requested permission to purchase the one desk
transcriber and two hand units for the total price of $709.99.

The Board agreed on the date of February 159 fa~~~

fine.
Mayor Czamanske brought out that several businesses
wanted to know if something could be done about bringing KCATA
through Riverside and after a discussion, it was decided not to
study this matter further at the present time.
A letter was received from Attorneys representing
Stewart Sand and Materials Company, stating that someone of the
other construction companies are using Mattox Road and they do
not want to be held responsible for the road. The Police Department
is to find out what other Construction Company is using Mattox Road.
It was decided to hold up on issuing occupation licenses,
and letters be r~ritten the certain businesses which were to correct
,_ situations at their place of business before the licenses were
issued, advising them of the reason for holding up the licenses
and that a penalty is charged after a certain time, also the fact
that they can be brought into court and fined.
It was decided that a snow ordinance need not be written,
a s the traffic rnde already authorizes the police department to
remove any stalled cars which are hindering traffic.
Don Jack advised that he inspected Mr. Brown's building,
that there were several things which were not built according to
the plans which the City approved. This matter was discussed and
Don Jack is to write Mr. Brown a letter reprimanding him severely
for not adhering to the plans presented to the City for the building.
Don Jack advised that he did get the plans for the
sewer in District 18, however the weather would not permit to start
working on the sewer.
The matter was brought up that the Missouri Cities Water
-- Company does not have anyone in their office from 4:30 p.m. until
8:00 a.m. in the morning. When an emergency arises, there is no
one to report to. The Board agreed that Don Witt shouldwrite a
letter to the Water Company advising of the situation and seek a
remedy for same.

Don Witt advised that Warren Brenner case is coming up for trial
very shortly.

,_ Grogan moved that Bill 73-48 being bill providing for the
creation and establishment of a fire department for the City of
Riverside, Missouri' setting forth the duties, rights and
responsibilities of the fire chief and assistant fire chief and
the appointment thereof; setting forth the duties, rights and
responsibilities of the members of the fire department and the
appointment thereof; providing for the dismissal of fireman by the
fire chief; authorizing and establishing salaries for the fire chief,
assistant fire chief and members of the fire department; and
authorizing fire service outside the corporate limits of the City,
be placed on its first reading, seconded by West, the roll was called
and votes were as follows: Bailey, Fries, Grogan, Swetnam, Vulgamott
and West voted aye; said bill was accordingly read.

West moved that rules be suspended and Bill x-8=49 be placed
on its second reading, seconded by Bailey, the roll was called and
votes were as follows: Bailey, Fries, Grogan, Swetnam, Vulgamott
and West voted aye; said bill was accordingly read.

Vulgamott moved that rules be suspended and said bill ~4"9 be
placed on its third reading and upon passage of same become Ordinance
Nc:. 73-49, seconded by Grogan, the roll was called and votes were
as follows: Bailey, Fries, Grogan, Swetnam, Vulgamott and West voted
aye; said bill was accordingly read, attached hereto and became a ~y --
pars hereof, approved by Mayor Czamanske and became Ordinance No.
Vulgamott moved that f, Victor
Rodeberg First Assistant Fire Chief and Vince Keating Second Assistant
Fire Chief, seconded by West, the roll was called and all voted in
favor.
The Pool Table Ordinance was discussed and Don Witt to rewrite the
ordinance.
Trader Mobile Coach House license are to be checked to see if he
has license to sell ..automobiles.
Upon motion made, seconded and passed, meeting adjouned.
