Minutes of Regular Meeting of Board of Aldermen, City of Riverside, Missouri December 18, 1973 ~. _ A regular meeting of the Board of Aldermen of the City ~f Riverside, Missouri. was held in the City Hall in Riverside, Missouri on December 18, 1973, at 7130 p.m. ` and updn a roll call, Bailey, Fries, Grogan, Swetnam, Vulgamott and Weat were present ,Mayor Czamanske calling said meeting to order. • Minutes of Meeting of December 11, 1973, were read and approved as written, read and eorx~,c ted . David Brenner presented plans and application for building a house and same were ~ , approved by the Board.- Jim Latham of Body Shop, Inc. was present and wanted to know what heshould do to oorrect his business in order to obtain a 1974 license. He was told to clean up the., junk vehicles on his property as the City didn't want a salvage yard. Mr. Latham ~dvisad that he could not find the owner to one car and that he had moved some of the others. The reason some of the vehicles are left so long on his property is account of ix+surance matters. He advised the Board that he would do everything he could to keep the place cleaned up. Katbl.een Dodd and Danny Veatch of Platte County Welfard Department were present and wanted to know the procedure to follow for people wanting to secure a license to have -- day care homes for children. She also wanted to know the cost of the license.. She was ADVISED that the license fee would be $60.00 per year and that if the person cared for flour or more children then they would have to obtain a license. This matter was discussed further and it was brought out by Mrs. Dodd thatthis fee might be a little high. Fries moved that•any person in Riverside, Missouri, wanting to care for Z_• or more children would Be required to first obtain a license and the Welfard department is to write Riverside, stating that they so recommend the person who will apply for the license and any complaints of,Fhe day care center are to be reported to the Welfard Department, seconded by Bailey,- the ro12 was called and votes were as follows: Bailey, Fries, Grogan and Vulgamott voted aye, Swetnam and West voted nay. The Welfard Department wanted to receive a letter to the effect of the above motion. ,Don Jack summarized the cost of improving High Drive and advised that the total extras would be $6914.35, as he listed them, and which are attached hereto and made a part of -these minutes. Bailey moved that this sum be approved for payment by the City ($6914.35) seconded by West, the roll was called and all voted in favor. It was brought out that :.the seeding would be done in the spring. It was decided to wait until spring to hook up the City Hall into the public sewers. r Don Jack reported on Filger Sewer, which would be District 18, this was coming along andthe onlq ones not on this sewer in the area would be Helen Brenner's property and the .. motel, The matter of the road at Pawnee and Vailey View was brought up and Mr. Jackson advised he would repair it, but wanted to wait until better weather. Bailey moved that Mr. Jackson be advised that he is to repair the road within 30 days, weather permitting, seconded by West, the roll was called and all voted in favor. r r Repulir~Meeting . Page 2~ Dec.. 18t 1973 Swetaan advised that he had called Don Jack with regard to the Highway Depatt~"eIIt breaking a water line and'he wanted Mr. Don Jack to check to see if the Highway Department could have broken our sewer line which was installld prior to the construction of the `- Interstate. 635. Mr. Jack ad~tised he would check into this. It was decided to use all the money in the Special Road District Fund before the ' ~- end of the year. `. West moved that rules be suspended and said bill be placed on its second reading; seconded by Bailey, the roll was called and votes .were as follows: Bailey, Fries. Grpgan~" Swetnam, Vulgamott and West voted aye; said bill was accordingly read. " `• Vulgamott moved that rules be suspended and said Bill be placed on its third1ieading and upon passage of same become Ord. No. 73-48, seconded by Swetnam, the roll was called: and votes were as follows: Bailey, Fries, Grogan, Swetnam, Vulgamott, West voted dye; _ said bill was approved by Mayor Czamanske, attached hereto and made a part hereof, and 'k`: became Ordinance No. 73-48. '. West-roved that the Mayor have authority to appoint Mrs. Collier as temporary City Clerk as of January 1, 1974, seconded by Grogan, the roil was called and all voted in favor. - The Notice to Builders and Developers issued October 10, 1973, was put upon s motion ;:.--for adoption by the City and that this be distributed to people requesting building application, the motion was made by West, seconded by Grogan and a roll call indicated .all voted in favor. Vulgamott wanted to know if the City had decided whether or not they should go further ~_ " Witte regard to purchasing property for park, patticularly the Ed Young's property on ,.Vivian Road.. The Board decided to not take any further steps this year and perhaps at a later date the City could reapply for federal aid.
