Meeting of Board of Aldermen
City of Riverside, Mo.
_ December 4, 1973
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri, was held in the City Hall in Riverside, Missouri
on December 4, 1973, at 7:30 p.m. and upon a roll call, aldermen
Bailey, Fries, Grogan, Swetnam, Vulgamott and West were present,
Mayor Czamanske cal ling said meeting to order.
The minutes of November 20, 1973, were approved as written „
read and corrected.
Eldon Lacky, attorney representing Fork-Lift Leasing who
' wanted to have a P.O.Box in Riverside, Missouri, to receive the
orders and correspondence with regard to the business. There would
~ be no equipment in Riverside, just the paper work would be done in
the City. It was the consensus of the Board that an occupation
~ license was not necessary.
Several people from Indian Hills were present with regard to
'~ \ motor cycles using the area adjacent to the east boundary of Riverside,
~ Indian Hills Addition, for racing their cycles and this is getting to
1.{ be a nuisance. It appears people are hauling the cycles in justto
race them. It was noted that the area was Mr. Young's and that
,~ it started out to be used for only the local children under age to
ride their cycles on public streets. This matter was discussed and
}~ ~ it was decided that the Mayor would write Mr. Young a letter and
`~ ask him if he would post signs (No Trespassing) on the property.
Melvin Campbell, 8024 N. Hemple, Kansas City, Missouri, was
present as he had advised the Judge that he would be present with
regard to the building for storage which he built at 4900 Northwood
Road. This matter was di:~cussed and upon mourn by &lrbes that Melvin
Campbell will hot be prosecuted for being in violation of..our building
code for the building at 4900 Northwood Road, until July 1, 1974,
seconded by Swetnam, the roll was called and all voted in favor.
Don Jack reported on the sewers and advised he was trying to
find out who was on the sewers and who was not in Sewer Districts 15
and 11. Mr. Brown advised him that LeFebure was on the sewers, however
he was going to make further investigation. Don Jack advised he was
working with Mr. Filger's engineer for the sewer district in that
area.

_ Vulgamott mentioned the matter of the culvert/being blocked
when the high water was in the City and that it was partially unblocked
after the water had gone down, ~~ that this should be completely

cleaned out. After a discussion on the matter was had, it was
decided that Vulgamott would ask Mr. Young to ciean.theiaulvert
and if he does not do it, then the City will do it.
A recess was called and meeting reconvened.
Don Witt advised the Betty Lampkin needs a release signed
for the clearing of her title, this is with regard to the money
deposited for the road in Seven Oaks, Mr. Witt said that he would
have Mrs. Collier to sign the appropriate paper to comple to this
matter.
West moved that Bill 73-46 being bill establishing regular
meeting times of the Board of Aldermen and the Planning Commission of
the City of Riverside, Missouri and further providing for notice by
publication of special meetings of said board and commission, seconded
by Grogan, the roll~:was called and votes were as follows: Bagley,
Fries, Grogan, Swetnam, Vulgamott, and West voted aye; said bill vas
accordingly read.
Grogan moved that rules be suspended and Bill 73-46 be placed
on its second reading, seconded by West, the roll was called and votes
were as follows: Bailey, Fries, Grogan, Swetnam, Vulgamott and West
voted aye; said billwas accordingly read.
Vulgamott moved that rules be suspended and Bill 73-46
be placed on its third reading and .upon passage of same become
Ord. No. 73-46, seconded by Swetnam, the roll was called and votes
were as follows: Bailey, Fries, Grogan, Swetnam, Vulgamott and
West voted aye; said bill was accordingly read, attached hereto and
made a part hereof, approved by Mayor Czamanske and became
Ordinance No. 73-46.
West moved that Bill 73-47 being bill pequi~ing a permit
for breaking into or connecting into or for maintaining a connection
into any public sewer, providing the prerequidites for issuance of
the permit, providing the fee for the issuance of the permit and
providing for criminal penalty for the violation of said bill,
seconded by Vulgamott, the roll was called and votes were as follows:
Bailey, Fries, Grogan, Swetnam, Vulgamott and West voted aye; said
bill was accordingly read.

Grogan moved that rules be suspended and Bill No. 73-47 be
placed on its second reading, seconded by Fries, the roll was called
and votes were as follows: Bailey, Fries, Grogan, Swetnam,
Vulgamott and West voted aye, said bill was accordingly read.
Bailey moved that rules be suspended and Bill No. 73-47 be
placed on its third reading and upon passa~je of same become
Ordinance, seconded by West, the roll was called and votes were•
as follows: Bliley, Fries, Grogan, Swetnam, Vulgamott and West
voted aye; said bill was accordingly read, attached hereto add
made a part hereof, approved by Mayor Czamanske and became Ordinance
No. 73-47.

Grogan reported that the firemen would like to have a
uniform to wear, especially when going to different meetings, this
matter was discussed.
The Board agreed to stay in the Community Fire Department.
Grogan reported that a trap which was borrowed from Parlsalle
was stolen and we will probably be billed for it.
A tree on high Drive was reported to be on the right of way,
and it was agreed to ask the Kansas City Power & Light Company to
cut the tree.down and remove same.
It etas agreed to put a sign on the Mayor's Office Door,
showing it was the Clerk's Office..
The Board authorized the use of the Fire Truck to deliver
Candy to Ch~dren on Christmas day.
Bailey was authorized to use his own judgment with regard
to securing Salt and Sand for the Streets.
'' Fries moved that Vulgamott's appli® tion to dispense liquor
by the drink and liquor by the drink on Sundays be approved and
license issued upon the receipt of recommendation by the Police
Departmentl and upon receipt of same, the Ma~aor is authorized to
issue the license. seconded by Bailey, the roll was called and
Bailey, Fries, Grogan, Swetnam and West voted aye; Vulgamott obstained.
There being no further business, upon motion made, seconded and passed,
meeting adjourned.
