A regular meeting of the Board of Alderllmen33of the City of Riverside,
Missouri, was held in the City Hall in Riverside, Missouri, on November 20,
1973, at 7:30 p.m. and upon a roll call, aldermen Bailey, Fries, Grogan,
Swetnam, Vulgamott and West were present. Acting Haybr Swetnam, called said
meeting to order, in the absence of Mayor Czamanske.
The minutes of special meeting of November 13, 1973, were read and N
approved as read.
The Mayor was present after the reading of the minutes.
Clint Meyer of 3619 N.E. 35th Street, Kansas City, Missouri 64117, ~
applied for license to have an auction at 2401 Vivian Road, this is~in the
place where the Walt's Service Station is located. They would hold their
auctions on either Saturday of Sunday, depending on the Ga's Rationing,
and the auction would start at noon. The amount of aaetions held would ~
depend upon the availability of the merchand~~ 'he Bo ov th

be removed after each auction.-- $26.25 for 1/4 year - full year $105.00.
Mike Litchy advised he represented Southerland Lumber Company with
regard to obtaining property within the City of Riverside for the purpose
of opening a retail store - They were mostly interested in whether or
not the property was zoned for such type of business. The Board seemed
to be in favor of this type of business and advised that they would be
zoned for the type of business they were planning to operate. Don Jack
did advise them that they were in the flood plan area, and this might
require a certa in type of building, and should get in touch with Don Jack
before any type of building plans are made.
The matter of Jones'Laundromat was brought up and the police department
are to advise them that the City cannot accept an application for license
under a fictitious name.
Don Jack advised that he does not have the final figures on the cost
of High Drive, and advised that there are two places that the drain has to
be done over or corrected.
Don Jack is to check on the entrance to the Skating Rink, and to
check on Walker"'Manufacturing Company, as of this date the building is
not completed for them to do business.
West inquired with regard to the utility companies putting the streets
in the same condition as it was before they dug it up. Don Witt is to check
on the utilit~r-aompanies with reference to their showing proof of a bond
for the streets and also see if they will post a $2500.00 standing bond

for this purpose.
It was agreeable to the Boa rd to have Don Jack inspect the overlay
on High Drive.
Don Jack is to meet with the engineer on the sewer in the area of
Filger Oil Company. It is to be so constructed so that all the people
in-the area could hook into the sewer. It was Don Witt's understanding
that the sewer would be built by Filger and to be dedicated to the City
and are not expecting any contributions from other people who will
hool on the sewer at a later date.
Gary Hohimer requested the appointment of three reserve officers,
Eslteg Gerald Copeland, Jr., Gregory Alan Keller, Larry Bruce Clark.
Vulgamott moved that Eslie Gerald Copeland, Jr., Gregory Alan Keller and
Larry Bruce Clark be appointed reserve officers for the City of Riverside,
seconded by Grogan, the roll was called and all voted in favor.
Estimates were to be gin on repairing the furnace in the
garage.

With regard to the trailer being parleed out of zone on Vivian Road,
Gary Hohimer ad~sed the people ~er~ to take it down to the Lake of the
Ozarks within a week or so. However, the Board advised that he should
have it moved immediately.
A recess was called and meeting reconven~d.:s.
West moved that rules be suspended and Bill'.'73-44 be placed on its
second reading, seconded by Vulgamott, the roll was called and votes
r~g@ as follows: Bailey, Fries, Grogan, Swetnam, Vulgamott and West
Vu],~emott moved that bill 73-44 being bill amending 5.2 regarding
license f dogs, be placed on its first reading, seconded by West, the
roll was called and votes were as follows: Bailey, Fries, Grogan,
Swetnam, Vulgamott and West voted aye; said bill was accordingly read.

Grogan moved that rules be suspended and said bill No. 73-44 be
placed on its third reading and upon passage of same become Ordinance
No. 73-44, seconded by Swetnam, the roll was called and votes were
as follows: Bailey, Fries, Grogan, Swetnam, Vulgamott and West voted
aye; said bill was accordingly read, attached hereto and made a part
hereof, approved by Mayor Czamanske and became Ordinance No. 73-44.
It was agreed that Grogan would take care of the ordering of the
Dog Licenses and check with Dr. Noyes.
Don Witt advised that the State of Missouri requires the City to
submit a plan with regard to solid waste material, and thought that the
people who were hauling the trash would be permitted to continue to do so.
Jay Fast is to submit his schedule of picking up trash in Riverside
and give it to Gary Hohimer so that the people can be advised and their
trash will not be out longer nhan specified in ordinance.
The hames,.of the people ~ta~th-occupation licenses were read and the following
are to appear before the Board:

Mayor Czamanske advised that there would be a special meeting of
-the Board on December 11, 1973, at 7:30 p.m., this would concern
occupation license.
Mrs. Cox is to accumulate all the information on Agnew, beginning
with the first building application.
Vulgamott moved that Bill No. 73-45being bill providing for the
payment of certain disbursements as listed therein be placed on its first
reading, seconded by Grogan, the roll was called and votes were as follows:
Bailey, Fries, Grogan, Swetnam, Vulgamott and West mooted aye; said bill was
accordingly read.
Swetnam moved that rules be suspended and Bill 73-45 be placed on
its second reading, seconded by Fries, the roll was called and votes were
as follows: Bailey, Fries, Grogan, Swetnam, Vulgamott and West voted aye;
said bill was accordingly read.
West moved that rules be suspended and Bill 73-45 be placedaon its
hied reading and upon passage of same become Ordinance No. 73-45, seconded
-by Swetnam, the roll was called and votes were as follows: Bailey, Fries,
Grogan, Sw~nam, Vulgamott and West voted aye; said bill was accordingly
read; ~ptached hereto and made a part hereof, approved by Mayor Czamanske
and became Ordinance No. 73-45. ~~
West moved that Bailey be authorized to purchase~th Bader fo ~
sand and salt and the blade and then pay for the mountin also would
pay Permaseal the cost of the labor $15.00 and $20.00 per hour per man;
If Permaseal does not agree to this, then go ahead and authorize their(Permaseal)
purchasing the equipment and paying $2,000, plus the labor of $15.00 and
$20.00, seconded by Swetnam, the roll was called and votes were as follows:
Bailey- pass; Fries, Grogan, Swetnam, Vulgamott and West voted aye.
There being no further business, meeting adjourned, upon motion being made
seconded and passed.
