November 13, 1973 A special meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri, on November 13, 1973, and upon a roll call, aldermen Fries, Grogan, Swetnam, Vulgamott and West were present, Bailey absent, and Mayor Czamanske. The purpose of the Special Meeting is to handle what shnil.d have been handled at the last regular meeting when a quorum was not present. The minutes of October 16, 1973, were gpproved as written and corrected after being read. Mike J. Hurla, 830 South 54th Street, Kansas City, I4ansas applied for license to do business at 4101 Riverside Drive, this would be an automotive service and warehouse --8,000 sq. ft. for service and 14,000 sq. ft. for warehouse. West moved that application for business of Walker Manufacturing be accepted and issued subject to final approval by the city engineer for construction plans and that the building is ready for occupancy, seconded by Swetnam, the roll was called and all present voted aye; Bailey absent. The fee for one year is $315.00 - for 1/4 year would be $78.75. Marjorie Ellen Summers, Route #~24, Box 47, Parkville, Missouri, presented application for the Jet Diner -restaurant at 2711 NW Vivian Road; A health certificate was presented from the Platte County Health Department and said application was approved by the council, license fee being $15.00 for 1/4 year - 60.00 for full year. John L. Capps, 234 E. 34th Street, Kansas City, Missouri presented application forinstallation of radios in automobiles at 2401 NW Vivian Road (Old Walt's Service Station). The Council approved the license, fee being $15.00 for 1/4 of year -- $60.00 for full year. Ruby Keller of 2812 NW 55th Street, Kansas City, Mi.souri presented permit to demolish a building at Brenner Memorial Cemetery, would like the permit to extend through February, 1974, and the person wanted to tear the inside out first. Vulgamott moved that the City issue a permit for demolishing a building at 4816 Highway A in Riverside, West seconded the motion, the roll was called and all present voted in favor, Bailey absent. Grogan moved that Bill No. 73-39 being bill providing for Page 2, Special Meeting of Board November 13, 1973 the appropriation of money out of the general fund for the payment of two police department vehicles in the sum of $6,317.16, seconded by Swetnam, the roll was called and votes were as follows: Bailey-absent; Fries, Grogan, Swetnam, Vulgamott and West voted aye; said bill was accordingly read. West moved that rules be suspended and bill No. 73-39 be placed on its second reading, seconded by Grogan, the roll was called and votes were as follows: Bailey-absent; Fries, Swetnam, Grogan, Vulgamott and West voted aye; said bill was accordingly read. Vulgamott moved that rules be suspended and Bill No. 73-39 be placed on its third reading and upon passage of same become Ordinance No. 73-39, seconded by Fries, the roll was called and votes were as follows: Bailey-absent; Fries, Grogan, Swetnam, Vulgamott, and West voted aye; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Czamanske and became Ord. It was suggested that Mrs. Cox contact the KCP&L Co. advising that the Underground Permit presented appeared to be outside of the City of Riverside Limits. Vulgamott was excused for a short period of the meeting. A letter from the Welfard Department, Mrs. Elsie K. Wells was read. This pertained to people caring for children and whether or not a license would be required. Mrs. Cox is to advise the Welfare Department that a permit from the Board of Aldermen of the City should be obtained if the person is caring for four or more children; if they are caring for three or less children, than a permit wou ld not be necessary. A recess was called - Meeting reconvened. A discussion was had with regard to the removal of the snow and ice from the streets and it was decided that everyone should think this matter over and see what they can come up with and then decide at the next regular meeting. Page 3, Special Meeting of Board November 13, 1973 West moved that Bill No. 73-40 being bill declaring the elected and appointive officers for the City, Declaring salaries, duties and terms of office and combining sections 2.2 and 2.12 of the Code of Riverside, be placed on its first reading, seconded by Vulgamott, the roll was called and votes were as follows: Bailey-absent; Fries, Grogan, Swetnam, Vulgamott and West voted aye; said bill was accordingly read. Vulgamott moved that Rules:.be ~uspdndedugnd Bill No. 73-40 be placed on its second reading, seconded by Sw~nam, the roll was called and votes were as follows: Bailey-absent; Fries,. Grogan, Swetnam, Vulgamott and West voted aye; said bill was accordingly read. Swetnam moved that rules be suspended and Bill No. 73-40 be placed on its third reading and upon passage of same become Ord.- No. 73-40, seconded by Grogan, the roll was called and votes were as f©llows: Bailey-absent; Fries, Grogan, Swetnam, Vulgamott and West voted aye; said bill was accordingly read attached hereto and made a part hereof approved by Mayor Czamanske and became Ord. No. 73-~0 Grogan moved that Bill No. 73-41 being bill fixing the salary of the assistant City Clerk of the City of Riverside, Missouri, and fixing the salary of the Police Clerk of the City of Riverside, Missouri, seconded by Fries, the roll was called and votes ve:e as follows: Bailey-absent; Fries, Grogan, Swetnam, Vulgamott and West voted aye; said bill was accordingly read. West moved that rules be suspended and Bill No. 73-41 be placed on its second reading, seconded by Swetnam, the roll was called and votes wire as follows: Bailey-absent; Fries, Grogan, Swetnam, Vulgamott and West voted aye; said bill was accordingly read. Svttnam moved that rules be suspended and Bill No. 73-41 bey.placed on its third reading and upon passage of same become Ordinance, seconded by West, the roll was called and votes were as follows: Bailey-absent; Fries, Grogan, Swetnam, Vulgamott and West voted aye; said bill was accordingly read attached hereto and made a part hereof, approved by Mayor Czamanske and became Ord. No. 73-41. West moved that Bill No. 73-42, being bill amending Section 19.1302 of the Code of the City of Riverside, Missour i, relating to repalcement of City License, seconded by Grogan, the roll was called and votes were as follows: Bailey-absent; Fries, Grogan, Swetnam, Vulgamott and West voted aye; said bill was accordingly read. Swetnam moved that rules be suspended and Bill No. 73-42 be placed on Page 4, Sepcal Meeting of the Board November 13, 1973 its second reading, seconded by West, the roll was called and votes were ~s follows: Bailey-absent; Fries, Grogan, Swetnam, Vulgamott and West voted aye; said bill was accordingly read. Grogan moved that rules be suspended and Bill No. 73-42 be placed on its third reading and upon passage of same become Ordinance, seconded by West, the roll was called and votes were as follows: Bailey-absent; Fries, Grogan, Swetnam, Vulgamott and West voted aye; said bill was accordingly read, attached hereto and made a part hereof, approved by Mayor Czamanske and became Ordinance No. 73-42. Fries, moved that Bill No. 73-42 being bill appointing Abe Shafer and Douglas B. Eskridge as assistant City Attorneys for the City of Riverside, Missouri, seconded by West, the roll was called and votes were as follows: Bailey-absent; Fries, Grogan, Swetnam, Vulgamott and West voted aye; said bill was accordingly read. West moved that rules be suspended and Bill No. 73-43 be placed on its second reading, seconded by Swetnam, the roll was called and votes were as follows: Bailey absent; Fries, Grogan, Swetnam, Vulgamott and West voted aye; said bill was accordingly read. Grogan moved that rules be suspended and Bill No. 73-43 be placed on its third reading and upon passage of same become Ordinance, seconded by Swetnam, the roll was called and votes were as follows: Bailey-absent; Fries, Grogan, Swetnam, Vulgamott and West voted aye; said bill was accordingly read, attached hereto and made a part hereof approved by Mayor Czamanske and became Ordinance No. 73-43. Don Witt advised that he was working with Twin Drive-In regarding the road; he also said that Warren Brenner's Trailer:°suit was set for trial this month. Other matters brought up to receive attention were: Industrial Spring Co.; Trailer parked out of zone on Vivian Road, east of Barry Oil station, Gary Hohimer to issue a citation; someone should put up the signs on High Drive; William Kalivas still has water in the lagoon, which was supposed to have been drained - a letter to be written to the Health Department on this lagoon. Jack Miller Body Shop - to take down the signs; Katz is cleaning up his property. Write letter to North Side Trailer Sales -- possibly not issue 1974 license. Plywood building. Mayor Czamamske suggested that everyone write down whatever they see with regard to complaints hbout the business and bring them to the next meeting. . . Page 5, Special Meeting of the Board November 13, 1973 Vulgamott brought up the matter of purchasing property for parks, this matter was discussed but nothing definite decided. There being no further business, upon motion made, seconded and passed, meeting adjourned.
