City of Riverside, Mo.
October 16, 1973
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri was held in the City Hall in Riverside, Missouri
on October 16, 1973,at 8:30 p.m. Upon a roll call, aldermen Bailey,
Grogan, Fries, Vulgamott and West were present, Swetnam absent,
said meeting was called to order by Mayor Czamanske. (Bailey absent
for roll call and reading of minutes}.
The Minutes of special meeting of October 9, 1973, were read
and approved as read and cosected.
Mr. John Howerton of Quick Trip presented his drawings and
application for self service gasoline sta tion. The only structure
would be the pumps, twocf them. The pumps are self-service, one
regular and one premium quality. These would be controlled from
the inside. There would be a speaker and the person would advise
what they wanted and the person in the inside could turn on the pumps
and control the amount of the purchase from the inside. The pumps
can be turned off completely from the inside as a protective measu2~e.
The storage tanks would be under the slab - 10,000 for regular and
6,000 gallons for premium. There will be a~change in the contour
of the land as there is a gas line and the highway department
requires the change. This will be done in accordance with the
highway specifications. This application was approved by the Board
and permit will be issued upon payment of the fee of $50.00.
Vulgamott reported that with regard to the federal funding on
property to be purchased for recreational purposes, the people from
the federal government were inquiring as to the property proposed
to purchase and Vulgamott wanted to know what he should show the
people as theyadvised they would return in a short while. Vulgamott
advised he had two properties in mind and the Board thought this
would be proper to show the properties which the City had in mind
to purchase.
Vernon Davis advised heYad something brought up to him and_.,;..--~
that was to get some janitor work done on the Police Department and
City _Iiall.

Don Jack advised that h~ is read~:ito get bids on the sewer line
to hook the City Hall into the sewer.
Mrs. Cox is to interview people for the cleaning of the City
Hall and this is to be brought up at our next regular meeting.

Grogan moved that Bill No. 73-~5 being a bill repealing Chapter 5.2
of the Code of the City of Riverside, Missouri, dealing with animals
and fowls and enacting a new chapter 5.1 and 5.2 the same being an
ordinance regulating the control and keeping of animals and providing
for the licensing of dogs and providing a criminal penalty for
violation of these ordinances and renumbering Chapter 5.1, be placed
on its first reading, seconded by West, the roll was called and votes
were as follows: Bailey, Fries, Grogan, & West aye; Vulgamott nay and
Swetnam absent, said bill was accordingly read.
West moved that rules be suspended and Bill No. 73-35 be placed
on its second reading, seconded by Fries, the roll was called and
votes were as follows: Bailey, Fries, Grogan, West aye; Vu~lga~ot~
nay and:. Swetnam absent, said bill was accordingly read.
Fries moved that rules be suspended and said bill be placed on
its third reading and upon passage of ::same it become Ordiance No. 73.35,
seconded by West, the roll was called and votes were as follows:

said bill was accordingly read attached hereto and fade a part hereof
:approved by Mayor Czamanske and became Ord. No. 73-35.
West moved that Bill No. 73-36 being bill appointing H. R. Collins
as City Animal Control Officer; setting fees and salary therefor and
further providing for the designation of the property owned by
H. R. Collins at 5100 Strathbury Street, Riverside, Missouri as
the City Animal Shelter, seconded by Fries, the roll was called
and votes were as follows: Bailey, Fries, Grogan, West aye;
Vulgamott nay ~ Swetnam absent; said bill was accordingly read.
Grogan moved that rules be suspended and said bill be placed
on its second reading, seconded by Bailey, the roll was called and
votes were as follows: Bailey, Fries, Grogan, West aye; Vulgamott
nay ~ agd; Swetnam absent; said bill was accordingly read.
Fries moved that rules be suspended and said bill be placed
on its third reading and upon passage of same become Ordinance No.
73-36, seconded by G~ogan,.t~e roll was called and votes were as
follows: Bailey, Fries, Grogan and West voted aye; Vulgamott nay;
and Swetnam absent; said bill was accordingly read, attached hereto

West moved that Bill No. 73-37 being bill making it unlawful
for any person to trespass upon the city tow lot or the city aa!.mal
shelter of the City of Riverside, Missouri, and providing penalties
therefor, seconded by Vulgamott, the roll was called and votesvere

West moved that rules be suspended and said bill be placed on
its second reading, seconded by Grogan, the roll was called and votes

Vulgamott moved that rules be suspended and sai8 bill be placed
on its third reading and upon passage of same become Ordinance No.
73-37, seconded by West, the roll was called and votes were as
follows: Bailey, Fries, Grogan, Vulgamott and West voted aye;

made a part hereof approved by Mayor Czam nske and became Ord. No. 73-37.

Vulgamott moved that~~riey 'for the improvement of High Drive
to be paid to Seal O Matic in the sum of $28,039.00 come from the ~,,~~~

Don Jack, City Engineer, spoke with regard to the progress
of High Drive improvement. He advised of some of the things which ~~~..(.
had to be done other than called for in the contract and also some
of the things which the City would save on, which he thought would ~,l- ,"'+1

He (Don Jack) also wanted to clarify the statement that he is
not a part owner of the Testing Laboratory here in Riverside, Misso~ri,_
as he said a couple of the citizens thought he was. Don Jack advised
he has been using the Laboratory for testing purposes on High Drive, v
and will continue to use them. (/G~~
A discussion was had with regard to Don Jack sending a letter
to Seal O Matic with regard to the City retaining 10% of the cost of
the improvement of Hillside, South Road and Merrimac, and the Board
was agmeable to same.
Don Jack advised that one of the hold ups on High Drive was
the utilities not moving their lines and Mayor Czamanske is to write
them requesting their full cooperation.

Vulgamott moved that the sum of money to be paid Seal O Matic
for the improvement of High Drive which amounts to $39,940.54, be
taken out of the General ~~:~..~~ ~.''g Funds seconded by West,
the roll was called and all present voted in favor, Swetnam absent.
West moved that Bill 73-38, being bill providing for the
appropriation of money out of the general fund of the City of Riverside,
Missouri, for the payment of certain indebtedness as listed bherein
be placed on its first reading, seconded by Bailey, the roll was called
and votes were as follows: Bailey, Fries, Grogan, Vulgamott and West
voted aye; Swetnam absent, said bill was accordingly read.
West moved that rules be suspended and Bill 73-38 be placed
on its second reading, seconded by Fries, the roll was called and
votes were as follows: Bailey, Fries, Grogan, Vulgamott and West
voted aye; Swetnam absent, said bill was accordingly read.
Vulgamott moved that rules be suspended and Bill 73-38 be placed
on its third reading and upon passage of same become Ordinance 73-38,
seconded by West, the roll was called and votes were as follows:
Bailey, Fries, Grogan, Vulgamott and West voted aye; Swetnam absent;
said bill was accordingly read, attached hereto and made a part hereof
aperoved_by Mayor Czamanske and became Ord. No. 73-38.
Mrs. Cox is to contact the Special Road District to see if
the City could purchase salt and sand for the City's streets during
the winter.
West moved that Bailey be authorized to order Salt and Sand
for the City for the streets for the winter, after a check has been
made with the Special Road District as to whether or not the City
can purchase the sand and salt f~aom it, and also a check made with
American Salt Company to see the price of the salt from it, seconded
by Grogan, the roll was called and all present voted in favor,
Swetnam absent.
West reported on the flood condition in Riverside and a
discussion was had on same. West reported that he thought the total
amount of the bills this far would be $5524.01, but that there
probably would be some more costs involved as there would have to
be some excavation done to let the water out. West also advised that
the businesses wanted to ~iav a meeting in the City Hall on October 17,
1973, at 8:00 p.m. to ors ; the existing City of Riverside
Levee District. He advised the public is invited and also the Corps
of Engineers were requested to be present, along with the attorney
and engineer for the District.

There being no further business, upon motion made, seconded.
and passed, meeting adjouned.
West brought out the fact that the businesses contribute R~r'i,
73°~ of the income of the City and that the businesses have been
supporting the City for years.
