A regular meeting of the Board of Aldermem of the City of Riverside,
Missouri was held in the City Hall in Riverside, Missouri, on OctoberJ~, 1973,
at 7:30 p.m. and upon a roll call, aldermen Bailey, Fries, Grogan, Vulgamott and West were
present, Swetnam absent, said meeting was called to order by Mayor Czamanske.
The minutes of meeting of September 18,]1973, were read and approved as read and corm-cted.
L. Davis, 6833 Granada Lane, Par ie•~ie Village, Kansas presented application f or occupation
license to sell discountxecords, tapes and accessories at Red %. Plaza and the Board approved
same, a fee of X620:00 was paid. However since tha license f?ould amount Rio $15.00 for the
remainder of the year, it was agreeable to allow the X5.00 balance toward his 197l-, licenae fee.
Jim Thomas, 32 W. Bridle spur Terrace, Kansas City, Missouri, presented aoplication for
occupation license for Chet's Tow-In at l~123 Riverside Street, he advised that one or two
wrecked trucks may be s tored at his place for a short perimd of rime but these would probably
be on the in side. He would have a place to d o some repair on the inside also. The board
approved the license application, the fee being X15.00 for the remainder of the year.
Mrs. Fred Gibson, manager of Riverside Laundromat, 5303 Englewood Trail, Kansas Gity, Missouri,
applied for occupation license for said laundromat in Dr. Jones Building. It was brought out
that Dr. Jones had paid a X60.00 fee on a prior license and Dr. Jones thought this should be
3cceptedfbr this license, however, the Board approved the application presented by Mrs. Gibson,
ub~ect to their bein a clarification by Police Chief concerning previous application. The
license f ee would be 30.00 for 1/2 year, or 60.00 per annum.
Garver Johnson, 6~7 Leslie Drive, Inr'ependence, Mo. presented a.>plic=:tionfor occupation license
for rt~n's ware in Rex R Plaza, he said he had been in business these s uice about June, 1973,
tha Board approved the licenae application, the fee being X630.00 for 1/2 year, or X60.00 per annun
The matter of John Capps having the Stereo Studio at Filger Plaza aid does the installations
at the Old Waits Service Station and was won~?ering if he should have an occupation 1 icense.
It was the consensus of the Board that he was doing business in Riverside, ad he should
have an occupation license.
Mayor Czamanske advised that Mr. To~ contacted this this date and that he was stopped from
working on the High Drive project by the State Highway Department as there was some mix-up
that the City should have a permit to hook up to the Highway Department's,y~ainage. After
looking into the matter arxi talking to the Highway Department, Mr. Tol~ wa advised to continue
on the pro3ect, as it was the City's understanding that this was prought up at a prior time
and the Highway Department gave the City the understanding that it did not need a permit
to connect to the Highway Department's Drainage on I-635. Don Witt is to check into this
matter further.
t also appeared that the Hig~r Drive project was being held up by the Gas Service Co. and
-also the Missouri Cities Water Company. However, Mayor Czamanske advised he called both
cmmpanies and left wood that the City wanted immediate cooperation from them.

Mayor Czamanske advised there would b e a special meeting of the Board of Aldermen on
October 9, 1973, at 7:30 p.m. in the City Hall.
..ie matter of Cable Television was discussed and it wad to see if the party who wanted t_hg`
Franchise would pay for the expense of gett ng the necessary s
also it was thought that all the other cities should take part in this matter. It was also
decided to write a letter to John Shott and Timothy Ryan also Senator Wilson seeing if they
cannot get a bill passed. This matter will be considered tabled until better possibilities
of working this out with the other Cities are made.
Mayor Caamanske advised that there is a seminar to beheld at Arrow Head Stadium regarding
Land Property Taxation on October 17, 1973; the Cast is X6,55 per person, and inquired if
anyone would be interested in going.
The matter of heavy trucks going over Mandan Road and tearing it up, however it was brought
out that Mr. Shaw had gotten a permit acri a b ond, and Mrs. Cox was informed not to release
the bond until the road has been looked over and should contact Bailey when Mr. Shaw is
finished with his hauling of dirt.
The Dog ordinance will be held until the next meeting.
With regard to the Trailer couIIte, Don Witt advised that Curtis Brenner has filed a motion
to set aside the Default which the City Teok, and the reason being that the City led him
`o believe that it would not file suit against him if he cleaned up the place and other
,.rom~ses he said the City made to him.
With regard to Warren Brenner~s Trailer court, it was brought out that notice had been
given to all the people in trailers to move and thought that most all of them had moved
out, and that Warren Brenner is making good progress in cleaning up the trailer park.
It was decided to give the people in the Sewer District in the area of Texzco Service
Station, Car ~~1ash, Connie's Thriftway, the Cleaners, etc. until October 12 to advise the
City whether or not trey wanted townrk out their own sewer district. It was brought
out that Ruby Keller probably could furnish most of the names of the property owners
and their addresses. Mrs. Cox totrite a --l__etO0tJJer to this effect to e ach property owner.
Vulgamott reported that the ?Tnion Hall was~`repair its parking lot and advised that
lots of dirt has been washing on its lot and wanted to kn~.w if the city would or could
correct this situation. "lso would the pity be willing to help clean off this dirt before
the lot is repaired. The Board was in agreement to help with the rer~gval of th, a dirt, ~: P_ p

Bailey brought up the matter of snow removal and salting of the streets for this winter.
He has some b ids coming in, but most of the people interested wanted to know if the pity
could get the sand and salt and store it someplace in the City. After discussing this
stter is was F,rought out that salt is usually hard to get in the winter when the streets
are slick. The Board thought that the records for the past two or three.:;years on the
amount of salt needed for ~ he streets begotten and maybe t~:e City could work from these
records with regard to getting the salt ahead of t i m e; This matter would be discussed
further at the next meeting.
There being no•furt er business, upon motion made and seconded, and duly passed, meeting
adjourned Gt 10:30 p. m.
