Regular Meeting of Board of
Aldermen, City of Riverside

August 21, 1973
A regular meeting of the Board of Aldermen of the City of River-
side, Missouri was held in the City Hall in Riverside, on August 21,
1973, at 7:30 p.m. and upon a roll call, aldermen Bailey, Grogan,
Swetnam, Vulgamott and West were present, Fries, absent and Mayor
Czamanske calling said meeting to order.
Minutes of Special Meeting of August 14,1973, were read and

Mayor Czamanske advised that this meeting would be to financial
meeting and was pleased to advise that the accountants had prepared
a report which would show the budget and the amounts spent each
month and the balance in each of the accounts.
John Howerton of Overland Park, Kansas presented his plates
for self-service station. He did not have the elevation on the
plans. The Planning Commission had approved the plans subject to
Don Jack's plan inspection. This matter was discussed further
however the plans were not approved by the Board.
Mr. Jack advised that there were several plans coming to the
Planning Commission without a complete set of plans and the
Commission would recommend that these be approved subject to
his plan check. This was causing some confusion because the
person applying for the building permit would not always bring
the proper drawings and information to Mr. Jack and it was time
consuming to get all the material in forhim to check prior to
the council meeting. Mr. Jack was working on some new forms to
follow in order for a person to present his plans for a building
and these should be adhered to.
Mr. Jack also apologized for the reason that he had completely
forgotten about getting a waiver from Carolina Renner for going on
her property, east of the City Hall. Mayor Czamanske and Mr. Jack
went over to talk to Mrs. Renner and explained the situation and
it now appeared that understood and was not opposed to this work
being done. It was also agreed that the City ~ho~ild write Mrs.
Renner an apology.
Kennet~i Kennyon advised that some people were putting up a barn
near Merrimac and Northwood road and thought they did not have a
. Permit.
Mr. Jack would give Goldie Cox the appropriate wording to
write to the Water Company advising that should they build any
water mains in the City, they will need to get a permit and the
City wild like to have a drawing of such plans.

Don Jack informed the Board that he heard from Andes and Roberts
and they inquired whether or not ~e City would not take more of
the streets into their project, and maintain same. It was recommended
that the City not take over the undedicated portion of the street,
Don Jack reported that Hillside, South Drive and Merrimac streets
have been finished, and advising that the rock was rather dusty and
not the grade that was to be put on.
Don Jack also informed the Board that he had been checking
into some material which might be placed on the areas of the black
top streets which are cracking badly and rather than thkerout a
large portion of the street, there is a material that can be used
which would save some money on the High Drive Project. Phillips
Petroleum Company manufacturers the product and sells it, it is
placed on the base and protects the base from cracking further.

$550.00 and this will be afaster job and also neater. The Board
were in accord with making this change. Another matter which was
brought up was the insurance on the project. Messrs. Jack and Witt
both a~jreed that the way the City pays for the material and the work
is not until the material is delivered and used and there is no need
for the Builder's risk insurance. This would save the contractor
almost $600.00. The Board was also in accord with this.
Don Jack advised that he took it upon himself to have an
electrical inspector to inspect the E1Chapperal building which
was rebuilt and it appeared that everything was in order.
Mayor Czamanske adl¢ed Don Jack to talk about the Solvent Company.
Mr. Jack advised that to begin with Mr. Hecker was going to cement
the area within the dike and then seal it with a substance which
would not absorb the spillage. Mr. Jack he never heard further
from Mr. Hecker. Now the Solvent Company has put more tanks in
and the area is still not sealed. There is some lime stone on
the ground, and you can see where there is spillage. This matter
was discussed and the Board thought that Mr. Hecker should be
told hour'to correct the situation and he probably would do it,
another alternative was to put more lime stone on the ground, however,

Don Jack also advised that the All State building had changed
the foundation from what they had o t it plans and he would like
that the building be a proved by tengineer before they can receive
occupancy permit

The Karen Estate Apartments were brought up. It was brought
out that one of the roads had broken off and it is a hazard. That
one of the buildings had settled and should be inspected to see
whether it it safe, also the Club House should be inspected as
parts of the building had settled.
Grogan moved that Don Witt and Don Jack inspect the road
and write a fitter to the owner advising them to make repairs
as the ao ndition is hazardous, seconded by John West, the roll
was called and votes were as follows: Bailey, Nay; Fries, absent;
Grogan, Swetnam, Vulgamott and. West voted aye.
Grogan moved that Don Jack inspect the Club House and Building
next to it in Karen Estate Apts., seconded by Swetnam, the roll was
called and all present voted in favor, Fries, Absent.
A recess was called and meeting then reconvened.
It was announced that there were 18 votes in favor of the
utility franchise for electridtiy and gas.
Swetnam moved that Bill No. 73-29 being bill providing for
the severing of the position of Assistant City Clerk and the Police
Clark, fixing the duties of said positions and the compensation
thereof be placed on its first reading, seconded by West, the roll
was called and votes were as follows: Bailey, Grogan, Swetnam,
Vulgamott and West voted aye; Fries absent; said bill was accordingly
read.
Grogan moved that rules be suspended and Bill No. 73-29 be
placed on its second reading, seconded by West, the roll was called
and votes were as follows: Bailey, Grogan, Swetnam, Vulgamott and
West voted aye, Fries absent; said bill was accordingly read.
West moved that rules be suspended and Bill No. 73-29 be placed
on its third reading and upon passage of same become Ordinance No. 73-29,
seconded by Swetnam, the roll was called and votes were as follows:
Bailey, Grogan, West, Stetnam, and Vulgamott voted aye; Fries absent;
said bill was accordingly read, attached hereto and fade a part heEeof
approved by Mayor Czmtnanske and became Ordinance No. 73-29.
West moved that Bill No. D-7330 being bill providing for the
appropriation of money out of the general fund of the City of
Riverside, Missouri for the payment of certain indebtedness as
listed therein be phaced on its first reading, seconded by Vulgamott,
the roll was called and votes were as 50 llows: Bailey, Grogan,Swetnam,

Vulgamott and West voted aye; Fries, absent; said bill was accordingly
read.
Swetnam moved that rules be suspended and Bill No. D-73-30
be placed on its seo~nd reading, seconded by West, the roll
was called and votes were as follows: Bailey, Brogan, Swetnam,
Vulgamott and ~eTest voted aye; Fries absent; said bill was accordingly
read.
Vulgamott moved that rules be suspended and Bill No. D-73-30
be placed on its third reading and upon passage of same become
ordinance, seconded by West, the roll was called and votes were
as follows: Bailey, Grogan, Swetnam, Vulgamott and West voted aye;
Fries absent; said bill was accordingly read, attached hereto and
became a part hereof, approved by Mayor Czamanske and became Ord.

The matter of mowing weeds along the City's right of w~y~and
it was agreed to write Walter Murray a letter advising that they
v~all no longer use his services for mowing the weeds for the City.
West moved that the Commissioner of Safety investigate the
purchasing of fire maintenance equipment.
With regard to Parkville keeping dogs that are picked up
in Riverside for us, this matter was to be taken up by the Mayor
of Parkville at its Board meeting this evening and will learn
from him whether or not they will approve of this.
It was reported that the jail doors are in need of repairs
and that this matter should be looked into to see what is regtired
to make the repairs.
There being no further business, upon motion made, seconded and
passed, meeting adjourned.
