HomeMy WebLinkAbout1973-08-14Minutes of Special Meeting August 14, 1973 A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall in Riverside, on August 14, 1973, at 8;00 p.m. and upon a roll call, aldermen Bailey, Grogan, Swetnam and West were present, Fries and Vulgamott absent, said meeting was called to _ order by Mayor Czamanske. Approximately one-half hour prior to the meeting four of the Aldermen and Mayor went on an inspection tour of the Solvent Company's grounds. Minutes of meeting of August 7, 1973, were read and corrected. Mr. LeBlond of Consolidated Fuel Company presented his application for building remodeling and same were approved by the Board. •Mr. LeBlond advised that he has settled for a Colonial Brick for the front of the Building, this is an immitation brick. Mayor Czamanske advised that he received a call from Mrs. Carolina Renner with regard to the construction company grading her property and hauling away some dirt and also that the utility company-had moved its poles on her property along with guy wires without obtaining first her consent. Mayor Czamanske advised he tried to call her back but was unable to reach her. Swetnam also advised that he received a call from her with regard to this matter. It was thought this matter should be looked into and a letter written to Mrs. Renner, apologizing for this situation. Mayor Czamanske also advised the council that Thurdday of last week, August 9, 1973, he had sent out a memo to the Board with regard to Snyder's Restaurant wanting an oQcupation license to operate its business; that the County Health Department had given a health certificate and that three of the Aldermen did sign the license applicati~ which were all that the Mayor could contact. The Mayor thought that with the three aldermen's signatures this was sufficient to issue the license as if the other three were opposed, he would vote in favor as it appeared that everything was in order for the restaurant to operate. Mr. Pettis of the Health Department stated that there were about 16 items that the Health Department wanted them to clear up and that `these were corrected. The matter of Dog Controll was discussed. Gary Hohimer advised there were too many dogs munning loose and needed some kind of control over the dogs. There were other surrounding cities which also were interested in the control of dogs and Gary Hohimer had passed the word Special - 5-14-73 Page 2. that Riverside was going to have a meeting on this tonight and they were invited to attend and thought they would be here. Only one city was represented however. Mr. E. K. Lagneau, Manager of Wolfgang was present to inform the Board with regard to the way their Company works in the City when they are contracted to catch the stray dogs. Mr. Lagneau advised they are on call 24 hours, they have two patrol trucks and they patrol each city during the day. They usually do the patrolling from 6 am. to 5 p.m. and after that time they take emergency calls, such as bite cases, sick dogs or dead dogs, which they pick up. They call the dispatcher to see if there~,~are such calls. Their cost is .50 per person per year ,S~I100.00 minimum per City. If there are several Cities that wish to go into this, -- 10 or more Cities, the cost would be .50 per person, minimum of $2400.00. However if there are 9 or less Cities, then it wou ld cost $300.00 per month, per City per month. If there were nine cities in this vicinity that signed the contract, then Wolfgang would put on one new man and get another vehicle. West inquired if they made their patrol of each City at the same time, and was advised that this depended upon the schedule of the " driver. Wolfgang picks up dogs which are not on lease, iE the City has a lease ordinance.; they do not go on private property to pick up dogs, that is the owner of the dog's property to pick up the dog. They do try to locate. the owners of the dogs when they pick them up, They keep the dogs for ten days and then the animal becomes the owner of Wolfgang. They do not use tranquilizer guns, they use a snare or canine pull. They have contracts with twelve cities in Kansas and two cities in Missouri. They charge a kennel fee of $2.50 per day if a person comes to claim their dog. If the City has a fee, they will also collect it and turn it over to the City. If there is a dog-bite case, they charge the owner $25.00 for keeping the dog, and $18.00 for having it analyzed if the dog dies. If they cannot find the owner, then the person who is bites.-- pays the charge. At the present time they make out forms on each dog they pick up -- this has been in triplicate, however they are planning to change this. They leave a copy with the City, they keep one and the other one is sent to the City after a dispositon of the dog has been made. At the present time, Dave Smith is the owner of Wolfgang. The Mayor suggested that th~:~matter of the contract be tabled at this time as they would like the City Attorney to look over the contract. Special - 8-14-73 Page 3, One thing noted`taith regard to the contract was that there was no time mentioned as to how long the contract would run. The Mayor and Board discussed the matter further and Gary Hohimer said at one time he had figured it would cost the City $1.50 per person to have its own dog catcher, however this would be for the first year. Grogan reported on information he had from Shawnee,Kansas,with regard to their dog proble their metnod appears to be 100% effective. They have a r~~~°p'~rson doing the work and they use Animal Haven to-keep their animals in which they catch. They keep them for six days and then either adopt them out or dispose of them. If the owner picks up the dog, then he pays for the costs of boarding, $2.50 per day. They also have a fine that the owner pays when hs dog is picked apcand he claims it. The first time it is one fee and then .each time after that if the same dog is picked up the fine is increased. Other suggestions were that the .City could build mats own kennel to keep the dogs picked up; maybe where the City keeps its tow-in cars the person would build a kennel to keep the dogs; another suggestamn was that maybe Paekville would allow us to use their kennel for a fee. .Dick Grogan volunteered to look into the matter and would be Chairman of the committee. Swetnam said he would work on this matter too. Goldie Cox is to prepare an article for press release, with regard to the discussion. An inquiry was made to Mr. Pettis to see if there were any state funds to aid in this problem, and to his knowledge there were none. As matter of information it was reported that the two police automobiles were ordered from Brenner Oldsmobile, however they did get the larger engine and the cost would be $162.00 per vehicle more than the bid. Another matter for information only was that Alfred Trailer Court will have to go into public sewers and t ~~--''~_as hought that there should be a sewer district formed in that are~~ ~'~f~.-~~.""~ack ~to work on this. Judges and Clerks of the election were suggested and some were Janet Nelson, Mrs. Jean Thorpp, Mrs. Jerome Lenne, Loren Oweas. Gary Hohimer wanted the matter of the utility companies breaking holes in the streets clarified. It was decided that theyshould het a permit from the City when a new line is being put in.
