HomeMy WebLinkAbout1973-06-26SPECIAL MEETING OF THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI June 26, 1973 A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall in Riverside, Missouri, on June 26, 1973, at 7:30 p.m. and upon a roll call, aldermen Fries, wetnam, Vulgamott and West were present, Bailey and Grogan were a,~sent, said meeting was called to order by Mayor Czamanske. The Mayor and Board members agreed to dispense with the reading of the minutes of the regular meeting of June 1~, 1973, and they will be read at the next meeting on July 10, 1973, as there will be no meeting on July 3, 1973. The purposes of this meetin~ to discuss the improvement of High Drive and discuss the right of way. , rr°-" '^~ ~~ Q,.. °° : and also any other problems the Board wishes to handle. Mr. E. R. Ellerman of Route 27, Box 299-B, Parkville, Missouri, was present and asked with regard to the drainage at the area of his duplexes on South Road. In the discussion, it was brought out that there is a culvert under South Road which is approximately 4 feet lower on the south side of the road than it is on the north Bide and that in order to allow the water to flow out of this culvert, Mr. Ellerman would have to have a deep ditch between his two duplexes, where the culvert is located. He wanted to know if this was the only way to correct the situation. After more discussion, it was agreed that the culvert should be raised on the south side when the road is to be improved, and upon motion by Vulgamott that the City raise the existing culvert to a proper height with not more than a 6 inch fall from the north side of the road and Mr. Ellerman will take care of the drainage across his property, seconded by Fries, the roll was called and all present voted in favor, Grogan and Bailey absent. Mayor Czamanske thought he would like to brigg the council up to date on High Drive and the securing of the right of way from the people owning the property on each side of the road. He had talked with McKehan with regard to his signing the necessary papers, and Mr. McKehan advised he would not sign until the City agreed to shoo~and chip his driveway. It appeared that this was the only party who did not sign, however, Mrs.King did not sign the instrument. The City thought it would be setting a bad precedent if they did shoot and chip the three driveways on the north side of High Drive and were opposed to doing this. Further discussion was had with regard to this road. Mr. and Mrs. King were present and Miss Constance Strunck and her aunt were also present. The Mayor explained to the people that if one person did not sign the instruments for the right of way, then it would have to be assessed to each of the property owners along the portion of the improvement. It was brought out that if tiffs matter is not worked out this date, then it will have to be by the next meeting on July 10, 1973, which would only give the City two days within which to sign the contract for the improvement with the construction company..:. 2f this is not done in 30 days, then the project would probably be put off anotlg year. A recess was called and the meeting rew nveniened. The budget was gone over and discussed. West moved that the City adopt the proposed budget as submitted for the period July 1, 1973, to June 30, 1974, seconded by Swetnam, the roll was called and all present voted in favor, Bailey and Grogan absent. Don Jack advised he contacted several people along South Road, Hill Side and Merrimac Streets with regard to the culverts and ditching the roads. He advised the council that there was one problem on Hill Side where there is no culvert and the road has to be ditched and a culvert for the drive would have to be placed as at the present there is no culvert. Mr. Jack found out that Mr. Whit- tlesee owns the property and renting same. Mr. Jack wanted to know the procedure to follow with regard to this. It was the consensus of the council that Mr. Whittlesee be contacted and advised that if he has the culvert there at the area to be installed, the City will place same for him when they are ditching the road. However, if Mr. Whittlesee does not want to furnish the culvert, than the City will purchase same, install it and bill the property owner for the oost of same. Kenneth Kenyon inquired of the Cou~il whether the City would be willing to lend our fire truck to the Community Fire Depaetment for use to go to fires within Riverside. Gary Hohimer advised the council that one of the communities which belongs to the Fire Assoc. was in need of a truck as theirs was being repaired and wanted to know if the City was willing to lend them the other truck, until.:theirs is repaired. West moved that the Community Fire Association be permitted to use the City of Riverside's Fire truck for fires and calls within the City of Riverside, with Gary Hohimer's supervision and authorization, ~- seconded by Vulgamott, the roll was called and all present voted in favor, Bailey and Grogan absent. With regard to the City's Fire Truck, it was brought out that all - of the parts of the truck should be stencilled as City of Riverside's Property. 'Page 3, Special Meeting, June 26, 1973 Vulgamott brought u~th m ~ er that the Little League Baseball people requested that a water a placed out at the ball field, this should -- be of a type which will not freeze in the winter. It was thought it could be put in with plastic pipe from the City Hall, howe~' it was not known what it would cost. Mr. Vulgamott is to investigate the installation of the ~ ~n and see what it would cost. Gary Hohimer had gotten two bids on copying machines these bids were discussed. West moved that Gary Hohimer get a check from the Asst. City Clerk in the sum of $1325.00 less 5% for cash and purchase the machine from Savin Business Machine Corp. and also pay for the one year service con- tract, seconded by Swetnam, the roll was called and all present voted in favor, Bailey and Grogan absent. The improvement of High Drive was again discussed and upon motion by West that Mayor Czanamske is authorized to bind the City of Riverside by letter agreement for the shooting and chipping of the three drive-ways nattel~eW~t~~s, McKehan and Kings in conjunction with the City Engineer and City Attorney, concerning the improvement of High Drive, seconded by Fries, the roll was called and votes were as follows: Fries, Vulgamott and West voted aye; Swetnam obstained, Bailey and Grogan were absent. _. It was announced that the next regular meeting would be on July 10, 1973, and that there would be no meeting on July 3, 1973. Vulgamott moved meeting adjourn, there being no further business, meeting adjourned.
