April 24, 1973
A special melting of the Board of Aldermen of the City of Riverside,
Missouri was held in the City Hall in Riverside, Missouri, on Apnl 24,
1973, and upon a roll call, aldermen Bailey, Fries, Grogan, Swetnam,
~Vulgamott wefe present, West absent, Mayor Czamanske calling said meeting
to order. ~
The Minutes of April 17, 1973, were read and after correcting the
following: Page 1, fifth paragraph to read "Another matter brought up was
that in the near future the mayor ~auld suggest that an ordinance be
passed that all businesses have their parking areas blacktopped.";
page 2, second full paragraph "A discussion was also had with regard to
the pay for the meetings the Board Members and Mayor were to receive
through election day of April 4, 1973. It was the understanding of
some of the Board members that everyone was to be allowed two absents .";
Page 3, second full paragraph, second line "he advised he would not
build the building he had requested, ."; Sisth line "he allow the
material to lay around as it is. The Mayor advised that he had given him
the 1973 license ."! Page 4, 4th full paragraph, third line "premiums
to almost 10% as compared to class 8 rate; he mentioned ."; Page 5,
first full paragraph, delete remainder of paragraph after 'Monday, May 14,
1973. "; and fourth full paragraph second line "in the sewers ~nd~Mr. Jack
~~g~ed a two week extension and they would be inby that time, .";
the minutes=•were then approved as added to and corrected.
Mayor Czamanske advised that an agenda was not sent out, but the
reason for the special meeting would be to set up the six areas and what
would be done in the six areas. He also announced that if the waiver is
signed by the Board, then any other business can be taken care of at the
special meetings, or it can be handled by an ordinance. The waiver was
signed. Mr. Czamanske advised the Board that ARMOR had gotten up petitions
for people to sign to send to the State Highway Department to resurface
West Platte Road and that it should receive priority over other roads
to be repaired. Mayor Czamanske also advised the Board that it was
suggested to open an escrow account to put the $3,000.00 in which was
received from the Stewart Sand matter, and this matter was discussed.
It was decided to find out if this money could be put in an account
which could draw interest and also who would get the interest in the
road being used by Stewart Sand and the other Construction Companies
* was in proper order. If it is found to be in order by Mr. Witt, then
the money would be put into a savings account and Mrs. Nelson should
follow through with this matter.
Mayor Czamanske then advised of the six areas to be discussed
and the work to be performed and expected from each of the six areas:
1. Business Licenses; 2. Streets; 3. Health; 4. Property; 5. Public
Safety; and 6. Finance.
The above matters were discussed and the following Board members

would have the areas:
John West - Finance
Dick Grogan - Public Safety
Vulgamott - Public Buildings &
Parks
Bill Bailey - Streets
Lester Swetnam - Sewers (Health)
Albert Fries - Business licenses.
Each of the above would be the Commissioner of the area.
1. The Commissioner of the Safety area would have to make a written
report to the Board once a month, advising of the problems encountered
by the personnel of all employees, of all the departments, --
Police Department the Fire Department (when there is one) the Administra-
tive Department. Should report the policies of the personnel, such
as sick leave, vacations, insurance coverage, expenditures needed or
anticipated by the departments, general supervision of the Police
Department; general supervision of the proposed Fire Department; general
supervision of the personhel departmentbesides the Police Department
and Fire Department.
2. 3The Commissioner of the Streets Area should also report to the
Board in writing each month. He should have a schedule of all streets
in Riverside and report on them monthly, the status of these streets.
He ~DUld have the responsibility to report to the Board of any proposed
right of way to be changed or obtained, such as to widen the streets,
driveway culverts, he would have to review all the new platts of the
subdivisions, he would have the responsibility of traffic control,
names posted on the streets and traffic signs; He would also be

3. The Commissioner of the Parks wouldpublic property, would make
inspections of h,,„e,,,_ ~C' y's real property, including the City Hall, Police
Department and~pur~e other areas needed for playg&lrounds within the
City, these inspections would needed to be done and written reports
made monthly to the Board; this would also include the Ball park, the
contracts with the people using same and the insurance coverage on the
leagues using the ball park.
4. The Commissioner of business licenses - have general supervision
over the business licenses of the City of Riverside.
5. The Commissioner of Health would supervise the sewage and storm
sewers and any other health problems.
6. The Commissioner of Finance would have general supervision of the
budget, annual operating and capital improvements.
The salary of the Commissioners of Streets, Public Safety and Public
Buildings and parks would receive compensation of $60.00 per month

for the specific services and duties as set out.
Bailey is authorized to take care of the street repairs of Cliff
View Drive, also to correct the situation in Indian Hills in the
area of Vulgamott's residence.
The matter was brought up with regard to streets designated as
boulevards and it was decided to keep High Drive as a boulevard,
an administrative ordinanc a would have to be drawn up. Also the
matter was discussed with regard to parking on the streets and it
was the consensus of the Board that there should be at least 12 to
14 feet of space on the str eet for autos to drive, then if there
is that much space left after the car is parked, it would be in
order to have the parking.
Thewasbdea~dsd by the Board that at each of the special meetings
they would sign the waiver, rather than have an ordinance drawn up
to cover other matters that can be taken up at said meetings.
